Chronicle of the Institute of the Lithuanian Language
1990
On April 16, the Institute of the Lithuanian Language was re-established (Resolution No. 115 of the Presidium of the Lithuanian Academy of Sciences, 1990 04 09).
Dr. Aleksandras Vanagas, Doctor of Philology, was elected Director.
Structure. 4 departments: Dictionaries (head — Candidate of Philology V. Vitkauskas), Grammar (head — Doctor of Philology V. Ambrazas), Language Culture and Terminology (head — Candidate of Philology S. Keinys), Language History and Dialectology (head — Candidate of Philology K. Morkūnas); 4 groups: Toponymy, Language Contacts, Sociolinguistics, Lithuanian Language Commission.
At the end of 1990, 95 people worked at the Institute, including 63 research staff (5 Doctors of Philology and 24 Candidates of Philology).
The Institute's postgraduate program had 9 postgraduate students (2 admitted in 1990 — E. Pranckūnienė and D. Murmulaitytė), and its doctoral program had 1 doctoral student (Candidate of Philology K. Garšva).
The main areas of research: the grammatical structure of the Lithuanian language, lexicology and lexicography, dialects, language history, onomastics, the functioning and standardization of contemporary Lithuanian, language culture, and sociolinguistics.

Publications. 84 scholarly articles were published (76 in the Lithuanian press and 8 in foreign publications), as well as 114 popular science articles.
Promotion of science. 49 lectures on various language-related topics were delivered, and there was participation in 19 television and 8 radio programs.
Scientific expeditions. Three expeditions were organized to collect dialect, lexical, and sociolinguistic material (in the vicinity of Mosėdis, Dieveniškės, and Kupiškis), led by L. Grumadienė, B. Vanagienė, A. Vidugiris, and K. Vosyl ytė.
Conferences and international scholarly relations.
In February–March, V. Ambrazas participated in a conference of the Milan Linguistic Society and a session of the Institute of Linguistics at the University of Messina (Italy), and delivered lectures at the universities of Florence, Parma, Potenza, and Milan.
On April 23–26, at the international scholarly conference “Patterns of Language Development” held at the University of Latvia, S. Karaliūnas delivered a paper entitled “Lexical Archaisms in Baltic Languages and Dialects.”
On May 21–31, N. Čepienė participated in a conference of Balticists in Berlin, delivered a paper entitled “Germanisms in the Lithuanian Language and Their Study,” and worked in libraries.
On May 29–30, the Institute held the 7th Baltic seminar (symposium) on terminology and language culture, “The State Language and Language Standardization.” It was organized by the Department of Language Culture and Terminology. Papers were delivered by K. Gaivenis (“Applying International Principles of Terminology to Lithuanian Terminology”), S. Karaliūnas (“The Ethnic Function of Language”), A. Kaulakienė (“Assessing Synonymy in Scientific and Technical Terminology”), S. Keinys (“The Social Status of the Lithuanian Language in Soviet Times”), P. Kniūkšta (“The Lithuanian Language in the Vilnius Region”), as well as linguists from Estonia and Latvia.

Page 3On June 12, at the congress of the Lithuanian Catholic Academy of Science, in the Lithuanian Language Section, V. Vitkauskas delivered a paper entitled "The Great Academic Dictionary of the Lithuanian Language and the Principles of Its Compilation".
On June 16–17, at the conference held in Vitebsk, "Comparative Russian, Polish, and Belarusian Linguistics and Literary Studies," L. Grumadienė delivered a paper entitled "Methodological Notes on the Study of the Baltic-Slavic Borderland."
On August 11–21, A. Vanagas participated in the 17th International Congress of Onomastic Sciences in Helsinki and delivered a paper entitled "The Development of the Semantics of Lithuanian Hydronyms."
On September 28, at a scientific conference dedicated to the 105th anniversary of J. Balčikonis’s birth, papers were delivered by L. Grumadienė ("The Language of Cities and Language Norms") and D. Mikulėnienė ("Trends in the Accentuation of Nouns in Spoken Lithuanian").
On October 15–18, L. Grumadienė participated in the conference "Language Revival" held in Jerusalem (Israel) and delivered a paper entitled "The Decline and Revival of the Lithuanian Language."
Scientists from Poland (I. Aleksa (itė), M. Kondratiuk, R. Rožko), Italy (P. U. Dini), and Germany (R. Eckert) visited and worked at the Institute. Scientific cooperation agreements were carried out with the Institute of Slavic Studies of the Polish Academy of Sciences (Warsaw) and the Central Institute of Linguistics of the German Academy of Sciences (Berlin).
Dates and People.
On January 1, Kazys Pakalka, senior research associate in the Dictionary Department and Candidate of Philological Sciences, turned 60.
On March 25, Vytautas Ambrazas, Doctor of Philological Sciences, turned 60.
On August 14, Kazys Ulvydas, corresponding member of the Lithuanian Academy of Sciences and Candidate of Philological Sciences, turned 80.
On December 1, it was 40 years since lexicographer Jonas Paulauskas, Candidate of Philological Sciences, began working at the Institute.
On December 29, Aleksandras Vanagas, Doctor of Philological Sciences, was elected a corresponding member of the Lithuanian Academy of Sciences.

On November 3, Institute staff took part in paying tribute to the eminent Lithuanian philologists Antanas and Jonas Juška, whose remains had been brought from Kazan to Lithuania and solemnly reburied in the churchyard of Veliuona Church.
On December 18, a memorial plaque was unveiled in Vilnius, at the house at 27 Kęstučio Street, in honor of Jonas Kruopas, a distinguished linguist and longtime Institute employee. Former colleagues, friends, and acquaintances paid tribute to his memory; A. Vanagas, A. Sabaliauskas, V. Drotvinas, and A. Birmantienė spoke at the ceremony.

The Institute of the Lithuanian Language was granted the status of a state scientific institution (Resolution No. 245 of the Government of the Republic of Lithuania, June 21, 1991).
Meetings of the research staff. Three meetings were held, at which: April 30 — the Statute of the Institute of the Lithuanian Language was adopted, the principal document governing the Institute’s activities (the draft was prepared by V. Ambrazas, I. Andriukaitienė, S. Keinys, P. Kniūkšta, K. Morkūnas, and N. Sližienė); the Council was elected — the Institute’s highest decision-making body: V. Ambrazas, V. Drotvinas, S. Karaliūnas, P. Kniūkšta, K. Morkūnas, A. Rosinas, A. Sabaliauskas, L. Sauka, K. Ulvydas, A. Valeckienė, A. Vanagas, V. Vitkauskas, Z. Zinkevičius; October 8 — V. Ambrazas was nominated as a candidate for the Lithuanian Science Council; December 12 — some amendments were made to the Institute’s Statute; the composition of the Institute Council was changed: S. Karaliūnas was released from membership at his request, and new Council members were elected — V. Maciejauskienė and K. Gaivenis.
Structure.
September 27 The Department of Language Culture and Terminology was reorganized into two separate units: the Department of Language Culture and the Department of Terminology.
October 29 two sectors were established within the Dictionary Department (candidates of philological sciences K. Vosyl y tė and J. Paulauskas were appointed heads).
November 28 the Onomastics Department was established in place of the Toponymy Group (V. Maciejauskienė, candidate of philological sciences, was assigned to serve as acting head).
At the end of 1991, 101 people worked at the Institute, including 68 research staff (5 doctors of philological sciences and 23 candidates). There were 6 postgraduate students, 5 of whom were prepared to continue their studies in doctoral programs at the Institute of the Lithuanian Language and Vytautas Magnus University.

Promotion of science. More than 30 lectures were given on language culture, the Lithuanian language, dialect studies, and other topics; participants appeared on 42 TVR broadcasts.
Scientific expeditions. Eight expeditions were organized to collect material on dialects, lexicography, and sociolinguistics (in the vicinity of Kupiškis, Pakruojis, Dieveniškės, Žasliai, Ignalina, Inturkė, Pelesa, Aleksandrija, and elsewhere).
At the initiative of the Department of Language History and Dialectology, the Republican Commission of Dialectologists was elected: J.Bukantis (Klaipėda), A.Butkus (Kaunas), G.Kačiūskienė (Šiauliai), Ž.Markevičienė (VPI), K.Morkūnas (LKI, chair), B.Stundžia (VU).
Major decisions of the Institute Council.
May 8 — V.Ambrazas was elected chair of the Council, A.Sabaliauskas deputy chair, and A.Valeksienė secretary; the following were approved: the LKI 1991 research program; and a cooperation agreement between LKI and the Faculty of Humanities of VDU.
June 25 — Candidate of Philological Sciences P.Kniūkšta was elected head of the Department of Language Culture.
September 27 — Candidate of Philological Sciences K.Gaivenis was elected head of the Department of Terminology; the “Regulations on Awarding Bonuses to Employees of the Institute of the Lithuanian Language” were approved (the draft was prepared by I.Andriukaitienė, P.Kniūkšta, K.Morkūnas, K.Vosyl yte).
November 28 — the LKI 1992 work plan was approved; approval was given to signing cooperation agreements with the Department of Lithuanian Linguistics at VPI and the Mainz Academy of Sciences and Literature.
Conferences and international scientific relations.
May 25–27 E. Grinaveckienė and A. Romančiuk participated in the congress of the International Association of Belarusians held in Minsk.
May 25–30 At the VII World Symposium of Lithuanian Science and Creativity, held in Vilnius, K. Morkūnas (“Lithuanian Dialectology, 1945–1990”) and V. Vitkauskas (“Lithuanian Lexicography, 1945–1990”) delivered papers.
August 19–24 L. Grumadienė participated in the XII International Congress of Phonetic Sciences (Aix-en-Provence, France) and presented a paper entitled “Dephonologization of Pitch Accents in Urban Sociolects.”

Page 6September 30–October 1 S. Karaliūnas participated in the international conference “Colloquium Prutenicum” held in Warsaw and presented a paper entitled “A New Aspect of Prussian Etymology.”
October 2–4 Linguists from the Institute actively participated in the VI International Congress of Balticists held at VU. They delivered papers: S. Ambrazas (“Several Commonalities in the Word Formation of Baltic and Slavic Languages”), E. Grinaveckienė (“The Most Distinctive Phonetic and Accentual Features of the Jūrava Lithuanian Dialect”), L. Grumadienė (“The Phonological Development of Vowel Quantity in Urban Sociolects”), S. Karaliūnas (“The Aestii and Their Name”), D. Mikulėnienė (“A Special Case of Saussure’s and Fortunatov’s Law?”), A. Vanagas (“The River Names Neris and Vilija”).
During the congress, A. Vanagas was elected chairman of the International Committee of Balticists.
November 16 K. Eigminas presented a paper entitled “On Kristupas Sapūnas’s Grammar” at the conference “T. Lepneris and Lithuania Minor,” held at Klaipėda University to mark the 300th anniversary of T. Lepneris’s death.
November 25 At VU, marking the 125th anniversary of the birth of the renowned French Indo-Europeanist and founder of sociolinguistics, Antoine Meillet (Mejė), A. Sabaliauskas delivered a paper entitled “A. Meillet—The Man and the Linguist.”
November 28–29 At the conference “Relations between Language and Literature Subjects,” held in Šiauliai, P. Kniūkšta presented a paper entitled “The Harmony of Poetry and Syntax (in the Poetry of Just. Marcinkevičius).”
December 10–11 At the scientific-practical conference “Belarusian Dialectology and Language Culture,” held in Minsk, papers were delivered by L. Grumadienė (“Microtoponyms of the Lithuanian-Belarusian Borderland”), D. Mikulėnienė (“The Influence of the Belarusian Language on the Phonological System of Lithuanian Dialects in the Borderland”), A. Vidugiris (“The Interaction of Lexical Semantics in the Lithuanian-Belarusian Borderland”), and E. Grinaveckienė (“Names for Footwear in Belarusian Dialects”; the paper’s co-authors were Belarusian linguists).
In 1991, P. U. Dini (Italy), M. Kondratiuk (Poland), and D. Bonstra (the Netherlands) visited the Institute. The scientific cooperation agreement with the Institute of Slavistics of the Polish Academy of Sciences continued to be implemented. Links were established with the Association for the Advancement of Baltic Studies (AABS) and the IREX Foundation concerning the Institute’s participation in joint Baltic studies programs.
Dates and people.
On March 1, dictionary department employee Elena Ažusienienė turned 60.
On April 1, research associate Marytė Razmukaitė turned 50.
On September 1, it marked 40 years since Dr. Adelė Valeckienė, PhD in Philology, began working at the Institute.
On November 9, Dr. Vytautas Ambrazas, PhD in Philology, was elected to the Lithuanian Science Council.

On October 30, Institute employees honored the memory of former colleagues J. Kruopas, D. Lukšys, J. Senkus, and B. Vosylytė, lighting candles and laying flowers on their graves.
