EVI Ha moniza ion F amewo k.

INTRODUCTION

The o ma ion o he na ional egula o y amewo k began wi h documen s such as UzTR
389:2016, O‘z DS IEC 62196:2019, and a numbe o GOST s anda ds ha monized wi h IEC and

MATERIALS AND METHODS
1. Regula o y and In o ma ion Base o he S udy
The s udy is based on he analy ical epo by S ee G oup and he In e na ional Finance
Co po a ion (IFC, 2025), which assessed he s a us and p ospec s o ha monizing elec ic ehicle
cha ging in as uc u e s anda ds in Uzbekis an. This epo se ed as he p ima y sou ce o
empi ical da a and analy ical conclusions ega ding he cu en le el o egula o y suppo and he
deg ee o in eg a ion o in e na ional s anda ds in o he na ional echnical egula ion sys em.
The epo compa ed na ional documen s — UzTR 389:2016, O‘z DS IEC 62196:2019,
and GOST R 50571.7.722-2017 — wi h in e na ional s anda d se ies including IEC 61851, IEC
62196, IEC 60364-7-722 [1–3], ISO 15118 [4], IEC 63584 (OCPP), IEC 62893, EN 50470, IEC
62052, IEC 62053, ETSI EN 303 645, as well as Chinese s anda ds GB/T 20234, GB/T 18487,
and GB/T 27930.

2023/1542 and he UK Elec ic Vehicle Sma Cha ging Regula ions (2021) we e analyzed, as

o icial esou ces o CENELEC, and he egula o y egis e s o he Agency o Technical
Regula ion o he Republic o Uzbekis an. This comp ehensi e app oach enabled he cons uc ion
o a sys ema ic egula o y map co e ing he echnical, me ological, cybe secu i y, and
en i onmen al dimensions o cha ging in as uc u e.
2. Me hod o Compa a i e Regula o y Analysis
The esea ch was g ounded in he p inciples o no ma i e benchma king, whe e
in e na ional e e ence s anda ds (IEC/ISO/EN) we e ea ed as benchma ks, and na ional
documen s we e assessed o hei deg ee o ha moniza ion.

he esul s. Based on he e alua ion da a, a dis ibu ion cha o s anda ds by ca ego ies (A/B/C)
was c ea ed, showing he sha e o ha monized documen s by hema ic a eas: elec ical sa e y,
digi al communica ion, me ology, sus ainabili y and cybe secu i y. To ep esen in e ela ions
sys ema ically, a isual model – EVI Ha moniza ion F amewo k [12], adap ed om he S ee
G oup & IFC (2025) epo , was de eloped. I illus a es he e ical in eg a ion o s anda diza ion

implemen a ion o in e na ional s anda ds (IEC/ISO/EN/GB/T) in o Uzbekis an’s legal and
echnical amewo k.
Thus, he de eloped me hodology ensu es a comp ehensi e analysis o he egula o y
landscape o cha ging in as uc u e and helps iden i y p io i ies o s anda ds upda ing and digi al
in eg a ion.
RESULTS AND DISCUSSION

egula o y applicabili y.

Wi hin he clus e comp ising IEC 61851, IEC 60364-7-722, and GB/T 18487, i was ound
ha he na ional s anda ds UzTR 389:2016 and GOST R 50571.7.722-2017 a e based on ou da ed
edi ions. The main disc epancies include he absence o equi emen s o bidi ec ional cha ging
(V2G), in elligen powe con ol, mode n p o ec ion and moni o ing ools, and esilience agains
o e ol ages in Sma G id en i onmen s. I is ecommended o upda e UzTR 389 in line wi h IEC
60364-7-722:2018 and implemen con o mi y assessmen p ocedu es acco ding o IEC
61851:2023, ensu ing in e ope abili y wi h Eu opean and Asian powe supply sys ems.
4. Digi al clus e (Communica ion and Con ol)
The mos signi ican gaps we e iden i ied wi hin he digi al clus e .
The na ional sys em cu en ly lacks equi alen s o ISO 15118, IEC 63584 (OCPP), and DIN SPEC
70121, which de ine he in e ac ion be ween he elec ic ehicle (EV), cha ging s a ion, and
ne wo k ope a o .
The absence o hese s anda ds es ic s he de elopmen o in elligen cha ging unc ions,
including:
• Plug & Cha ge — au oma ic ehicle iden i ica ion and au hen ica ion wi hou physical
ca ds;
• Sma Cha ging — eal- ime load managemen and demand esponse;
• Vehicle- o-G id (V2G) — bidi ec ional ene gy exchange be ween he ehicle and he
powe g id.
Fo Uzbekis an, he adop ion o ISO 15118 and IEC 63584 is o s a egic impo ance, as
hese s anda ds ensu e digi al in e ope abili y and enable he in eg a ion o na ional cha ging
s a ions in o in e na ional managemen ne wo ks (e.g., OCPP 2.0.1). To analyze he in e ac ion o
hese p o ocols, an adap ed Elec ic Vehicle In as uc u e (EVI) in o ma ion low diag am was
used (based on S ee G oup & IFC, 2025; Cenex, Elaad.nl), illus a ing key ela ionships among
elec ic ehicles, cha ging equipmen (EVSE), cha ging s a ion ope a o s, clea ing houses, and e-
mobili y se ice p o ide s.

o Uzbekis an wi h in e na ional IEC, ISO, and OIML equi emen s. Based on compa a i e
