Wi hin he LRTs, s akeholde s will adop a social inno a ion app oach, which means hey will ake pa in
ac i i ies o collec i ely plan and design (1) in es men s a egies; (2) in es men plans; (3) in es men cases.
Wi hin he p ojec , he social inno a ion app oach is o en men ioned as “co-c ea ion” o “co-design”.

On Ma ch 27, as pa o he Conso ium Mee ing held in Ljubljana, a wo ld ca é was held o collec i s
eedback om conso ium membe s on he Local Resilience Task o ces. Spli in se e al g oups, p ojec
pa ne s had o answe se e al ques ions on he o ma and scope o LRTs. The main lea nings a e in oduced
below.
• The e al eady exis dialogue a enas be ween s akeholde s on clima e change- ela ed opics. When
such an a ena exis s on a speci ic e i o y, he op ion o inco po a ing he LRT in o his a ena should
be conside ed. Howe e , his should no p e en he c ea ion o an LRT wi h e y speci ic
s akeholde s and ac i i ies. Indeed, he e lack oppo uni ies o public au ho i ies and FIEs o discuss
and wo k oge he on clima e adap a ion inance.
• Wha a e he needs behind he c ea ion o LRTs? PAs and FIEs do no speak he same language.
The LRT could se e as an in e media y, and a capaci y building space whe e PAs and FIEs can
unde s and each o he be e o o e come ba ie s linked wi h adap a ion unding and inancing.
• Wha will FIEs gain om joining LRTs? FIEs could gain capaci y building on clima e-adap a ion
opics and implica ion o hei business (e.g. aligning wi h he axonomy, a oid physical isks). The
LRT can p o ide hem ne wo king and business oppo uni ies and allow hem o posi ion hemsel es
on a on -hedge ma ke . Being pa o he LRT can con ibu e o hei epu a ion and ancho age in
he e i o y.
• Wha will PAs gain om he LRTs? As se e al depa men s o he PAs a e ecommended o ake
pa in he LRT, he PAs would i s bene i om c oss-depa men and collabo a i e wo k, allowing
o mo e e icien in e nal wo k on clima e adap a ion (e.g. he g een space managemen eam, he
wa e managemen eam and he budge eam could gain om ge ing o know each o he and how
hey could be e wo k oge he ). PAs can gain capaci y building on inancial ma e s and be be e
equipped o discuss and nego ia e wi h FIEs. I in es men cases eme ged om he LRT, he PA will
bene i om sha ing he inancial weigh o adap a ion p ojec s wi h pa ne s.
• How open would be he LRT? Wha s akeholde s should be engaged i s ? One o he main
conclusions o he wo kshop was he need o implemen a g adual engagemen p ocess, s a ing
wi h in e nal and public s akeholde s (PA’s depa men s, egional and en i onmen al public
au ho i ies, public FIEs), as well as mos engaged FIEs (membe s o he conso ium and FIE
champions). The LRT should be a closed a ena wi h a ge ed s akeholde s. I could la e in ol e o he
p i a e s akeholde s (e.g. local companies con ibu ing o adap a ion o clima e change, NGOs
wo king on clima e adap a ion). In ol ing he g ea e public could be done unde ce ain
ci cums ances: ex e nal consul a ion o collec he popula ion’s consen o h ough NGOs
ep esen ing public in e es s.
• Some ques ions emained unsol ed: how o deal wi h he LRT’s ac ions publica ion? Would his
u n FIEs engagemen down? How o make su e ha he gene al in e es is s ill a ge ed when
in ol ing p i a e s akeholde s in local adap a ion p ojec s? How o make su e FIEs will be willing o
ake pa in he LRTs?
