Abs ac : Local go e nmen has a special place in he democ a ic mechanism o go e ning
socie y and a s a e. The mode niza ion o local sel -go e nmen in pos -So ie Russia is a i s
ea ly s age. Today we can only alk abou some posi i e ends in his p ocess. Fi s o all, i
should be no ed ha local sel -go e nmen has bo h a special subjec , which is he popula ion,
ci izens and a special objec o managemen : issues o local impo ance. Besides, one o he
basic concep s ha cha ac e ize he essence o local sel -go e nmen as a o m o o ganiza ion
and exe cise o powe is independence. Like any o he o m o social sel -go e nmen , local
go e nmen is a powe ul means o ac i a ing a poli ical sys em, democ a ic ins i u ions,
indi idual ci izens, and o comba ing bu eauc acy and o malism in he wo k o s a e go e ning
bodies. E e y coun y a peace has he po en ial o be a wa ; likewise, coun ies a wa (cold o

Be ween a s a e and socie y, local go e nmen occupies a
"cen al posi ion." This socio-poli ical ins i u ion is c ucial o
main aining and bols e ing s a ehood because o i s loca ion. Local
sel -go e nmen is by de ini ion a a mo e complica ed
phenomena han i s o icial legal posi ion. Acco ding o he
Russian Cons i u ion, local sel -go e nmen is a democ a ic
poli ical ins i u ion.
Since Kyi 's collapse o Russian o ces du ing he ull-scale
in asion on Feb ua y 24, 2022, was widely po ayed as ce ain in
a ma e o hou s, poli icians, analys s, and he gene al people
a ound he wo ld we e aken aback by Uk aine's enaci y agains
Russia's campaign o agg ession. Resilience a he le el o
e i o ial h omadas ( e i o ial communi ies) is becoming a mo e
p ominen issue in his deba e, e en hough many academics
highligh he impo ance o na ional uni y and he na ional
go e nmen 's esilience (Ibid). One I migh be a gued ha he
decen aliza ion e o m ha has been in place since 2014, which
aimed o inc ease he inancial and echnical capabili ies o
h omadas and expand hei scope o ope a ions, is wha has led o
hei esilience (B ik & Mu azash ili, 2022). Ye we know li le
abou speci ic ac o s ha de e mine he esilience o h omadas on
o nea he on line and o he s a ec ed by he wa o a wide ange
o isks a ec ed by he in asion.
The his o y o sel -go e nmen in Russia is leng hy and
challenging. The ancien ci ies o Psko and No go od, which
we e enowned o hei high deg ee o sel -go e nmen p inciples,
possessed sel -go e nmen ins i u ions wi h a he b oad powe s
h oughou he pe iod when he Russian s a ehood was being
o med. The guilds, which we e local sel -go e nmen

main enance (Ma yse ich, 1951, p. 37). The managemen by he

Feb ua y 1865, zems o ins i u ions we e implemen ed in mos
p o inces by 1867. A specially appoin ed panel d a ed
p elimina y and inal egula ions o Zems o ins i u ions in Ma ch
1863 (Lap e a, 1993, p. 52).

Alexande III au ho ized new egula ions on Zems o
ins i u ions, which we e published on June 12, 1890. Due o a
change in quali ica ions, i u he enhanced he ep esen a ion o
he nobili y and es o ed he s a i ica ion o elec o al g oups.
Acco ding o he new ci cums ances, peasan s made up he hi d
elec o al ca ego y, ollowed by o he o e s and legal en i ies, and
nobles by bi h and pe sonal nobles in he i s . As be o e, he
p o incial councilo s we e chosen a he Zems o coun y
assembly. Since 1890, he p o incial au ho i ies had o include all
dis ic council chai men and coun y ma shals o nobili y. The
nobles gained comple e con ol a e he 1890 e o m. As a esul ,
he 1887 p o incial councilo composi ion was as ollows: 89.5%
we e noblemen and o icials, 8.7% we e aznochin sy (commone s
o in ellec uals), and 1.8% we e peasan s. Howe e , he new

adminis a ions in 1892. The Regula ions on Ci ies o 1892
d as ically cu ailed people' o ing igh s, esul ing in a 6–8- old
d op in he numbe o o e s. The e o m (o coun e - e o m) o
1890-1892 h ew he Russian local go e nmen sys em back a long
way. I he 1870 Regula ions on owns we e simila o he o de in

6, 1905. Nicholas II's Highes mani es o, which was eleased on

he second Duma had ime o discuss he Zems o and Ci y
