Ko ea), egional sys ems o go e nance (Indonesia, Japan, and he
Philippines), de ju e ede al sys ems (India and Pakis an), ac o
quasi- ede al sys ems (People's Republic o China [PRC], despi e
classi ica ion objec ions), and inally pa ially (Thailand) o la gely
deconcen a ed sys ems (Cambodia and Vie Nam) a e among he
na ions. Addi ionally, na ions di e g ea ly in common measu es
o iscal decen aliza ion, such as he p opo ion o subna ional
spending o o e all gene al go e nmen spending. Wi h nea ly
70% o gene al go e nmen spending occu ing a he subna ional
le el, he PRC looks o be he mos decen alized na ion in he
wo ld by his me ic, while Nepal appea s o be among he leas
decen alized wi h only 9%.
In e ms o analyzing and assessing in e go e nmen al
ela ions, India and he PRC a e nea ly diame ically opposed.

Nea ly all Asian na ions a e a emp ing—and in ending
o—decen alize. On he o he hand, p ocedu es wi h b oad

slowly. In he cases o Cambodia, Thailand, and Vie nam, he goal
o e o m is o subs i u e poli ical decen aliza ion o
deconcen a ion. Only a ew p ocesses (in Japan and Indonesia)
ha we e ini ia ed in he pas 20 yea s a e nea ly inished.
Decen aliza ion is akin o a pendulum; go e nmen s equen ly
ee alua e he bene i s o powe de olu ion and ans e some
du ies o he cen e (like in he Philippines).

The goal o Japan's mos ecen e o m has been o inc ease
subna ional ax au ho i y. In India, he in oduc ion o alue-added
ax (VAT) can also ope a e in his di ec ion. The e a e also some

in he PRC o he supp ession o elec ed local councils in Pakis an
since 2008.

Asia (Ghuman and Singh 2013) a e no en i ely clea . Following a
igo ous selec ion p ocess, 32 s udies ha ake in o accoun he
p ima y ace s o decen aliza ion—such as se ice accessibili y,
p o ision e iciency, and quali y enhancemen —we e he ocus o
he analysis. Acco ding o he analysis, decen aliza ion has a
a o able e ec on public se ice deli e y in 13 o he 32 sample
s udies. Ele en s udies ha e ound ha decen aliza ion has a
de imen al in luence, whe eas eigh s udies ha e ound mixed

depending on he ype o decen aliza ion. Dispe sing au ho i y o

de-concen a ion (Cheema & Rondinelli, 2007). The 1970s and
1980s saw he g ea es adop ion o de-concen a ion as a
decen aliza ion s a egy (Cheema & Rondinelli, 2007).

(Cheema & Rondinelli, 2007; Johnson, 2003; Sha ma, 2006).

Delega ion is he ans e o unc ions and au ho i y o
semi-au onomous bodies o public en e p ises. I implies ans e

conce ning speci ic ac i i ies o a a ie y o ac i i ies wi hin
speci ic spa ial bounda ies o an o ganiza ion ha is echnically
and adminis a i ely capable o ca ying hem ou wi hou di ec
supe ision by a bigge adminis a i e uni (Rondenelli, A. and
Cheema, S. 1983). The pu pose o delega ion is o bypass he

Local go e nmen is he e o e de ined by he Uni ed
Na ions documen on public adminis a ion as a ―poli ical sub-
di ision o a na ion o s a e which is cons i u ed by law and has
subs an ial con ol o local a ai s, including he powe o impose
axes o o enac p esc ibed bye-laws‖ (Ajayi, 2000:1).
The 1976 Local Go e nmen Re o ms Guidelines also
de ined local go e nmen as ―go e nmen a local le el exe cised
h ough ep esen a i e council es ablished by law o exe cise
speci ic powe s wi hin de ined a eas‖.

de elopmen bu den which is placed on decen aliza ion acco ding

de elopmen s a e decen aliza ion. The success ul cases include,
Boli ia, Philippines, India (Wes Bengal), China, Ghana Sou h
A ica and Mexico; and, among he wo s cases include, Guinea,
Mozambique, Malawi, India (Andh a P adesh), India (Madhya
P adesh). In coun ies like Boli ia, Philippines and India (Wes

own councils had assumed managemen o all public housing

mo e han 70% o Pakis ani households had access o he
go e nmen wa e supply, up o 46% in 2002 (Cockc o e al,
2004-05). The si ua ion is wo se in u al egions han in u ban
ones, whe e 46% o people s ill lack access o a supply o
d inkable wa e (Williamson e al, 2005). In con as o he heal h
and educa ion sec o s, no only has access o wa e and sani a ion

o e 30% o esponden s said hey we e sa is ied wi h he wa e

Democ a isa ion and Decen alisa ion: Towa d Local
Democ acy
A na ional democ a ic mo emen o democ a iza ion

decen aliza ion p ocess (Bae and Kim 2013; S. Kim 2006).

legal and cons i u ional bounda ies (A icle 22-23). The a ious

A majo u ning poin was he 1997 economic c isis, which
led Sou h Ko ea o seek u he decen aliza ion om an economic
s andpoin . To add ess economic ine iciency and he
"globaliza ion" o economic issues, ci ilian go e nmen o icials
p oposed s uc u al change and eo ganiza ion. Fo me P esiden
Kim Young-sam's "globaliza ion" (segyehwa) app oach o ced
cen al bu eauc a s o eo ganize ine ec i e cen al minis ies,

success ul (Kihl 2005, 152-4). Se e al e o m commi ees we e

he Kim Dae-jung adminis a ion (1998-2003), which popula ized
go e nmen eo ganiza ion schemes (P.-S. Kim 1999). The Law

conside a ion o ci il socie y (Pa k 2000). Local poli icians a e
de o ed o building a clien elis connec ion o he na ional-le el
pa y o ganisa ions, because nomina ion o he nex elec ion
depends on he cen al pa y leade s. Poli ical pa ies a e supposed

pa icipa ion. Consolida ing local democ acy depends on
inc easing he pa icipa ion o communi ies and ci il socie y in
na ional decision-making h ough b oad poli ical and policy
in eg a ion. Mo e sys emic coope a ion beyond me e
decen aliza ion is equi ed since ansbounda y en i onmen al
issues, an aging popula ion, dec easing ci ies, pandemics, and o he
conce ns pose u he ulne abili ies o local democ acy, as will be
