ABSTRACT: This hesis examines he implemen a ion o he Sus ainable Ag icul u al Land P o ec ion Policy a he Food Secu i y
and Ag icul u e O ice o Kubu Raya Regency. The co e issue iden i ied in his s udy was he subop imal implemen a ion o he
Ag icul u al Ex ension Managemen In o ma ion Sys em (known as Simluh an), p ima ily due o he lack o aining om
au ho ized ins i u ions and inadequa e o e sigh o in as uc u e de elopmen . The objec i e o his esea ch is o desc ibe and
analyze he e ec i eness in e ms o goal a ainmen , imeliness, bene i s, and ou comes o he Simluh an sys em se ices, as well
as he p ocu emen mechanism o goods and se ices wi hin he go e nmen ha is o ien ed owa d digi al adminis a i e
echnologies a he a o emen ioned o ice. The indings e ealed ha he achie emen o Simluh an’s objec i es by he Kubu Raya
Regency Go e nmen h ough he Food Secu i y and Ag icul u e O ice emained subop imal. This sho all was a ibu ed o he
absence o clea pe o mance indica o s o a me g oups, he una ailabili y o essen ial da a o policy o mula ion and a me
empowe men s a egies, and he lack o imely implemen a ion, which s emmed om insu icien suppo om key s akeholde s,
especially a me g oups (known as Pok an), who we e expec ed o olun a ily p o ide accu a e and up- o-da e ield da a.

INTRODUCTION
Following up on Law No. 41 o 2009, he Kubu Raya Regency Go e nmen has es ablished Kubu Raya Regency Regula ion No.
3 o 2023 conce ning he P o ec ion o Sus ainable Food Ag icul u al Land (PLP2B). I s implemen a ion is hen elabo a ed in Kubu
Raya Regency Regula ion No. 7 o 2016 conce ning he Kubu Raya Regency Spa ial Plan (RTRW) o 2016–2036. This egula ion
s ipula es ha sus ainable ood ag icul u al land wi hin he Regional Spa ial Plan co e s an a ea o a leas 34,943.95 hec a es.
To suppo he success o his p og am, ce ain y is needed ega ding ice ields designa ed as sus ainable ood ag icul u al land,
as s ipula ed in Kubu Raya Regen Dec ee No. 822/DKPP/2022 conce ning he A ea and Dis ibu ion o Sus ainable Food
Ag icul u al Land and Sus ainable Food Ag icul u al Rese e Land, which designa es LP2B a eas ac oss all sub-dis ic s in Kubu
Raya Regency. This a ea encompasses a ious ypes o ag icul u e, including ood c ops, ho icul u e, and li es ock, wi h he aim
o suppo ing egional and na ional ood secu i y. In addi ion o designa ing LP2B a eas, his egula ion also iden i ies ese e land
ha can be con e ed in o LP2B in he u u e. This ese e land se es o main ain he a ailabili y o sus ainable ood c op land in
he long e m.

10,692.42 hec a es, LP2B Rese es o 4,684.90 hec a es, and he a ge we land a ea o 34,943.95 hec a es in Kubu Raya Regency
by 2024 is based on se e al s a egic and echnical conside a ions, namely: compliance wi h he Regional Spa ial Plan (RTRW).

acco dance wi h he zoning es ablished in he Kubu Raya Regency RTRW.

The implemen a ion o he LP2B policy in Kubu Raya Regency aces complex s uc u al, echnical, and social phenomena,
such as: o e lapping spa ial planning, namely he con inued inconsis ency be ween he egional spa ial plan (RTRW) and exis ing
ag icul u al a eas, hus making i di icul o de e mine LP2B bounda ies legally and pe manen ly. The p essu e o land
con e sion, namely ha ag icul u al land is o en con e ed o housing, indus ial, and in as uc u e de elopmen , especially in
economically s a egic a eas, wi hou s ong p o ec ion. Limi ed budge and Human Resou ces (HR), because he p ocess o
iden i ica ion, mapping, e i ica ion, and moni o ing o LP2B equi es adequa e budge and HR suppo , which is no ye ully
a ailable a he egional le el, as well as minimal coo dina ion be ween agencies, such as he lack o syne gy be ween ela ed
agencies such as he Depa men o Ag icul u e, he Depa men o Public Wo ks and Housing, he Regional De elopmen
Planning Agency (Bappeda), and he ATR/BPN, causes he LP2B policy o be less in eg a ed.
LITERATURE REVIEW
The implemen a ion o a policy is la gely de e mined by he beha io o he implemen ing bu eauc acy. This beha io is
in luenced by he policy en i onmen . Me e and Ho n (in Wibawa, 2011:19) o mula ed an abs ac ion ha shows he ela ionship
be ween a ious ac o s ha in luence he ou come o pe o mance o a policy, by di iding i in o six indica o s, all o which mus
be ca e ully conside ed: 1. Compe ence and numbe o s a , 2. Span and deg ee o con ol, 3. Poli ical suppo , 4. O ganiza ional
s eng h, 5. Deg ee o openness and eedom o communica ion, and, 6. Linkages wi h policymake s.
Gi en hese six indica o s, he inal a iable e e s o he o ganiza ion's access o in luence policy implemen a ion. All o hese
indica o s shape he implemen e 's a i ude owa d he policy hey a e implemen ing and ul ima ely de e mine he le el o policy
pe o mance. Implemen a ion is de ined as he ange o ac ions aken by go e nmen and p i a e indi iduals di ec ed a achie ing
he goals se o h in a p e ious policy decision. A policy may be implemen ed e ec i ely bu ail o achie e subs an ial impac due
o poo ly o mula ed policies o o he ci cums ances. The e o e, success ul p og am implemen a ion may be a necessa y hough no

METHOD
The de e mina ion o he ype o esea ch o be used is in acco dance wi h he p oblem, na u e and objec i es o he esea ch. In
his s udy, he ype o esea ch used is desc ip i e esea ch, which is a way o desc ibing o depic ing symp oms based on ac ual
da a and ac s a he ime he esea ch akes place in he ield as hey a e, in acco dance wi h he objec i es o he esea ch, especially
ega ding he Implemen a ion P ocess o he Sus ainable Food Ag icul u al Land P o ec ion Policy (LP2B) a he Food
Secu i y and Ag icul u e Se ice o Kubu Raya Regency. The echnique o selec ing esea ch subjec s o be used as da a sou ces is
a pu posi e echnique, meaning ha he de e mina ion o da a sou ces is aken om people who know a lo abou he p oblems in
he p oblem o be esea ched.
Da a analysis is conduc ed a e da a collec ion is comple e. The da a ha eme ges in quali a i e esea ch is in he o m o wo ds,
no sequences o wo ds. A e ob aining he da a ob ained in his s udy, he nex s ep is o p ocess he collec ed da a by analyzing,
desc ibing, and d awing conclusions. This s udy used quali a i e da a analysis echniques because he da a ob ained consis s o
s a emen s. The da a analysis p ocess began by e iewing all a ailable da a om a ious sou ces, including in e iews, obse a ions
eco ded in ield no es, o icial documen s, d awings, pho og aphs, and so on. In his s udy, o alida e he da a ob ained in he ield,
he esea che used echnical iangula ion because his s udy used di e en da a collec ion echniques o ob ain da a om he same
sou ce: obse a ion, in e iews, and documen a ion ega ding he Implemen a ion P ocess o he Sus ainable Food C op Land
P o ec ion Policy (LP2B) a he Kubu Raya Regency Food Secu i y and Ag icul u e O ice..
RESULT AND DISCUSSION

O ganiza ional o ins i u ional de elopmen also includes he p o ision o human esou ces, he de elopmen o wo k
mechanisms, and epo ing and moni o ing sys ems ha suppo he sus ainable implemen a ion o he LP2B. To implemen his, he

Ope a ing P ocedu es (SOPs) o ensu e clea di ec ion and guidelines o policy implemen a ion.
Sus ainable Food C op Land P o ec ion (LP2B) is a s a egic e o o ensu e he a ailabili y o ag icul u al land o suppo
na ional and egional ood secu i y. In he con ex o Kubu Raya Regency, which has ex ensi e ag icul u al land bu con inues o
expe ience p essu e om land con e sion, implemen ing he LP2B policy is an u gen need. The success o he LP2B policy
implemen a ion is de e mined no only by egula ions and echnical planning bu also depends hea ily on o ganiza ional and
ins i u ional s eng hening. This o ganiza ional s age includes he es ablishmen o an ins i u ional s uc u e, he assignmen o oles
and unc ions, and coo dina ion be ween ele an agencies o ensu e an e ec i e and in eg a ed implemen a ion p ocess.
In Kubu Raya Regency, he Depa men o Food Secu i y and Ag icul u e plays a cen al ole in implemen ing he LP2B policy.
Howe e , because his issue is c oss-sec o al, s ong collabo a ion is equi ed be ween a ious agencies. such as he Regional
De elopmen Planning Agency (Bappeda), he Depa men o Public Wo ks and Spa ial Planning, he Depa men o En i onmen ,
and illage and sub-dis ic go e nmen s. The e o e, he o ganiza ional s age is a c ucial ounda ion in ensu ing ha each ac o has
clea du ies, esponsibili ies, and commi men s o sa egua d ag icul u al land om a bi a y con e sion. Wi h e ec i e o ganiza ion,
i is hoped ha he implemen a ion o he LP2B policy in Kubu Raya Regency will no only be adminis a i ely sound bu will also
ha e a angible impac in p o ec ing p oduc i e land o ag icul u al use, ensu ing he sus ainabili y o he communi y and u u e
gene a ions.

g oups o s eng hen policy implemen a ion a he ield le el. Fu he mo e, he Kubu Raya Regency Food Secu i y and Ag icul u e
O ice has es ablished an LP2B Technical Team consis ing o c oss-sec o ep esen a i es and expe s a . This eam is asked wi h
coo dina ing he en i e implemen a ion p ocess, om land mapping and ou each o moni o ing and e alua ion o he policy. The
o ma ion o his eam demons a es he O ice's commi men o implemen ing LP2B in an in eg a ed and e ec i e manne o ensu e
he e ec i e p o ec ion o ag icul u al land. The o ganiza ion o LP2B policy implemen a ion in Kubu Raya Regency demons a es

Sus ainable Ag icul u al Land P o ec ion (LP2B) policy, success ul implemen a ion depends no only on he a ailabili y o
egula ions and esou ces, bu also on how implemen e s and s akeholde s unde s and he policy's in en , objec i es, and con en . A
p ope unde s anding o he LP2B policy is key o ensu ing i s implemen a ion in he desi ed di ec ion. I implemen e s a he agency
and illage le els do no ully unde s and he policy's con en s and hei espec i e esponsibili ies, implemen a ion in he ield will
end o be inconsis en and may e en de ia e om he p ima y objec i e o ag icul u al land p o ec ion.
In Kubu Raya Regency, al hough he LP2B policy is egula ed by law and ollowed up by he Food Secu i y and Ag icul u e
Agency, obse a ions and in e iews e eal gaps in unde s anding among implemen e s, om he egency o he illage le el. This
is e idenced by he con inued uncon olled land con e sion, lack o epo ing om illages, and ine ec i e policy dissemina ion o
a me s. The e o e, i is impo an o examine how his policy in e p e a ion p ocess occu s a he implemen ing le el and o he
s akeholde s. A s ong unde s anding will s eng hen collec i e commi men and awa eness o main aining ag icul u al land
sus ainabili y, ensu ing he LP2B policy can be op imally implemen ed.

a ia ions in in e p e a ion be ween o icials and ield implemen e s due o he complexi y o he egula ions and he lack o clea
echnical guidance. This leads o mul iple in e p e a ions in unde s anding he LP2B implemen a ion p o isions. Meanwhile, as a
esul , he unde s anding and in e p e a ion o he policy a he implemen ing le el a e s ill inconsis en , esul ing in inconsis encies
in implemen a ion in he ield. The expec ed ou pu , namely app op ia e and e ec i e policy implemen a ion, has no been ully
achie ed due o hese di e ences in in e p e a ion.
3. Applica ion/Implemen a ion S age
The applica ion o implemen a ion s age is a c ucial s age in he policy implemen a ion cycle, whe e he o mula ed and
unde s ood policies mus be implemen ed in p ac ice. In he Sus ainable Food Ag icul u al Land P o ec ion (LP2B) policy, his s age
encompasses he implemen a ion o a ious p og ams and ac i i ies aimed a main aining and p ese ing ag icul u al land's
p oduc i e unc ion and p e en ing i s con e sion o non-ag icul u al uses.
The impo ance o his applica ion s age a ises om a ious challenges in he ield, such as p essu e o land con e sion due o
de elopmen and popula ion g ow h, as well as limi ed esou ces o policy moni o ing and en o cemen . The e o e, he
implemen a ion o he LP2B policy equi es good coo dina ion be ween ele an agencies, a common unde s anding, and an e ec i e
o e sigh mechanism o achie e land p o ec ion goals. Fu he mo e, he success o he applica ion s age depends hea ily on he
ac i e pa icipa ion o a ious s akeholde s, including local go e nmen s, ag icul u al ex ension wo ke s, and a me s. Wi hou
p ope and consis en implemen a ion, he Sus ainable Food Ag icul u al Land P o ec ion (LP2B) policy will no ha e a signi ican
impac on imp o ing ood secu i y and ag icul u al land sus ainabili y.
The applica ion o he Sus ainable Food C op Land P o ec ion (LP2B) policy a he Kubu Raya Regency Food Secu i y and
Ag icul u e Agency, based on inpu , is limi ed human esou ces, pa icula ly he numbe and capaci y o ex ension wo ke s, which
a e s ill inadequa e. Fu he mo e, budge alloca ion is conside ed subop imal, as is he lack o acili ies and in as uc u e o suppo
p og am implemen a ion in he ield. In he p ocess o implemen a ion s age, his a ises om he une en dis ibu ion o ou each
and aining ac i i ies o a me s, weak coo dina ion be ween agencies, and low in ensi y o supe ision. This has esul ed in he
ine ec i eness o echnical assis ance and ield moni o ing. Meanwhile, he ou pu is seen in he less han op imal changes in a me
beha io in main aining sus ainable ag icul u al land. Land con e sion con inues o occu , and he esul s o implemen a ion
ac i i ies ha e no shown a signi ican impac in cu bing he a e o ag icul u al land con e sion.
CONCLUSIONS
F om he esea ch esul s and discussions ou lined in Chap e V, se e al conclusions can be d awn, including:
1. The O ganiza ional (Ins i u ional) s age shows ha ins i u ionally, he Kubu Raya Regency Food Secu i y and Ag icul u e Se ice
has a ai ly clea s uc u e and di ision o asks in implemen ing he LP2B. Howe e , coo dina ion be ween agencies and sec o s
is no op imal. Limi ed pe sonnel, budge , and he lack o comp ehensi e S anda d Ope a ing P ocedu es (SOPs) hinde
ins i u ional s eng hening, which should suppo e ec i e policy implemen a ion.

as a me men o ing, ield supe ision, and assis ance in e en ions. Howe e , many challenges emain, such as ongoing land
con e sion, limi ed o e sigh , and low le els o ac i e a me pa icipa ion. Suppo o acili ies, in as uc u e, and law
