1 Backg ound CITIZEN-SDSS P ojec
The emaining Philippine o es landscapes co e a ound 24% o he coun y's o al land a ea. These landscapes
a e cha ac e ised by a high le el o endemism, ye hey a e simul aneously h ea ened by de o es a ion and
o es deg ada ion, which has long-las ing e ec s on he ecosys em se ices hey p o ide o socie y. Na u e-
based solu ions (NBS) encompass a wide ange o measu es, such as o es conse a ion, e o es a ion, and
es o a ion, and can suppo local li elihoods h ough communi y woodlo s, ag o o es y, and o he ini ia i es,
including li ing ences and i e bank ege a ion. NBS ha e he po en ial o sa egua d he Philippines' emaining
o es landscapes and suppo na ional wood demand, which is cu en ly me by indus ial imbe plan a ions
and impo s.
The CITIZEN-SDSS p ojec aims o in o m decision-making o suppo he de elopmen o long- e m land use and
o es managemen s a egies ha u ilise na u e-based solu ions o sus ain local li elihoods and ecosys em
se ices. The p ojec ocuses on ou s udy si es and hei su ounding p o inces - see o u he de ails on s udy
landscape: Asa e and Lippe (2025). The p ojec combines pa icipa o y app oaches and a ious o ms o
s akeholde in e ac ion, such as key in o man in e iews, household in e iews and ocus g oup discussions,
wi h geog aphic in o ma ion sys ems (GIS) and spa io empo al modelling. The la e can also be e e ed o as
spa ial decision suppo sys ems (SDSS). The p ojec de elops me hodological app oaches o make p ojec ions
on long- e m sus ainable o es and land use managemen pa hways, suppo ing local li elihoods and os e ing
na u e-based solu ions a Ba angay le el. This is impo an because decision-making p ocesses equi e con ex -
sensi i e app oaches ha a e also g ounded in scien i ic igou .
2 Objec i e o Co-design scena io wo kshops
This documen p o ides guidance on how o o ganise and acili a e a co-design scena io wo kshop a a
landscape le el (i.e., a wa e shed o municipali y in he Philippines) o he pu poses o he CITIZEN-SDSS
p ojec . The ou landscape-le el wo kshops a e ollowed by wo egional-le el wo kshops, which build on
he ou comes o he o me and, in p inciple, ollow a simila sequence. Co-design wo kshops, which a e a
o m o pa icipa o y land-use planning, can help o ca alyse s akeholde engagemen and imp o e go e nance
in u al landscapes (Do e al., 2021). Con e sely, a lack o pa icipa ion and acknowledgemen o cus oma y land-
use p ac ices can inhibi he success ul implemen a ion o cu en and u u e land-use plans, policies, and
egula ions aimed a sus aining ecosys em se ices and biodi e si y in he long e m. In many coun ies,
con en ional, cen alised, op-down land-use planning app oaches ha e been widely p ac ised wi h limi ed
success due o a lack o lexibili y in adap ing o local ci cums ances (Bou goin e al., 2012; Lambin and Mey oid ,
2010). Fo he pu poses o he CITIZEN-SDSS p ojec , he pa icipa o y co-design wo kshops d aw on componen s
o he 'Land-Use Planning o Mul iple Ecosys em Se ices' (LUMES) amewo k (Dewi e al., 2015), as well as
o he o ms o pa icipa o y app aisal (Bodin e al., 2011; Hauck e al., 2016; Lippe e al., 2011; Lippe e al., 2017).
Resea ch e hics e iew and sa egua ds o da a p o ec ion and con iden iali y a e applied, including ee, p io
and in o med consen (FPIC), du ing all phases o co-design and s akeholde - ela ed in e ac ions.
The de aul LUMES amewo k has been adap ed o mee he needs o CITIZEN-SDSS. This includes he ollowing
main s eps: (i) compila ion o cu en local and egional land-use issues and pe spec i es on cu en land-use
plans; (ii) pa icipa o y de elopmen o baseline, local and egional scena ios, wi h he la e adop ing u u e
land-use in e en ions p e e ed by local o egional s akeholde s; (iii) assessmen o he impac o he de eloped
scena ios on he ecosys em se ices o he landscape using a spa io empo al modelling amewo k. This
amewo k is used o explo e po en ial ade-o s, con lic ing demands and syne gies o cu en and u u e land
and esou ce uses oge he wi h s akeholde s. Back cas ing exe cises a e used o se a ge s o he u u e
landscape and p opose in e en ions o achie e hem ( an Assel e al., 2010). A e ag eeing on common goals,
wo kshop pa icipan s a e spli in o Ba angay and Municipali y g oups o o mula e a u u e scena io, including
he in e en ions, he loca ion o each in e en ion, he ac o s in ol ed, and he policy suppo needed o he

in e en ions. Land-use maps and o he ma e ials a e p o ided o s imula e g oup discussion. Pa icipan s a e

spa io empo al modelling amewo k (p ojec phase 3). The modelling esul s a e p esen ed a eedback
consul a ions and wo kshops (p ojec phase 4) o discuss lessons lea ned and he implica ions o long- e m
en i onmen al and land use planning in he local o egional con ex , espec i ely.
2.1 Pu pose and gene al ea u es
The o e all aim o he co-design wo kshops is o de elop local and egional na a i es o u u e land use pa e ns
and scena ios based on in e en ions de ined by pa icipa ing s akeholde s. Documen ing he co-design p ocess
and he ac ions o ce ain s akeholde s du ing he pa icipa o y wo kshops allows o an in-dep h analysis o he
ype o in o ma ion o knowledge p oduc (e.g., maps, quali a i e o quan i a i e indica o s o isuals) ha
s akeholde s pe cei e as use ul o u u e land use planning. This concep o knowledge p oduc s is lacking in
many co-design se ings and is o en neglec ed by go e nmen agencies when conduc ing land use planning
wo kshops. The wo kshops ollow FPIC p inciples and a e o ganised as wo-day e en s in he ou s udy
landscapes and as one-day e en s a he egional le el in he s udy egions o Eas e n Visayas and Cagayan Valley.
Pa icipan s comp ise 10–20 s akeholde s a he landscape le el and 5–10 s akeholde s a he egional le el.
