The Biodi Res o e Knowledge Hub was launched on 30 and 31 May 2024 in Pa is and aims o es ablish
a pan-Eu opean knowledge hub on na u e es o a ion, he eby s eng hening he knowledge base o he
implemen a ion o he Na u e Res o a ion Law (NRL).
I was se up o build on he success o he “Biodi Res o e” ERANET COFUND ha was join ly launched
by Biodi e sa+ and Wa e JPI/Wa e 4All. I is pa o he ac ions linked o he call o p ojec s, co- unded
by he Eu opean Commission, and b ings oge he 52 specialis s om a ange o expe ise ela ing o he
es o a ion o eshwa e , e es ial, coas al and ma ine ecosys ems. Likewise, i is seen as a i s s ep
in he Eu opean scien i ic communi y's con ibu ion o suppo he implemen a ion o he EU's p oposed

They laid s ess on he challenge o cha ac e ising he baseline ecological condi ions o habi a s and
species o be included in hei i s NRPs. They acknowledged he limi a ions o he in-si u da a cu en ly
exploi able wi hin Na u a 2000 a eas as well as he pauci y o in o ma ion a hei disposal ou side hese
a eas. They speci ically poin ed ou he lack o da a and knowledge on ma ine a eas and eshwa e
ecosys ems. In he sho e m, hey admi ed ha ope a ional guidelines would be much needed o assis
hem in mapping habi a s, de ining pe inen measu es o imp o e hei quali y and quan i ying a ou able
e e ence a eas (FRAs).
They also iden i ied he need o imp o e s akeholde s’ in ol emen in he planning p ocess. On he
communica ion side, hey aised he impo ance o be e con eying o he public he conc e e co-bene i s

(NRR), EU 2024/1991

collabo a i ely iden i y pa hways o wa d, knowledge gaps and sys emic ba ie s emaining o be

Mos MS s a ed de eloping hei NRP h ough he scope o al eady exis ing da a om he Na u e

a icle 12 o he Bi ds Di ec i e (BD). While some MS had na ion-wide habi a mapping schemes beyond
Na u a 2000 (N2000) a eas, mos epo ed ha ing ei he sca ce o acciden al/ agmen ed da a on
habi a s ou side hese a eas.
In addi ion, se e al MS ep esen a i es assessed he quali y and he exploi abili y o he exis ing da a

Some MS men ioned he use o modelling o (a leas pa ially) add ess he lack o in-si u da a – e.g.

gene ic/isola ed ege a ion and animal species da a. Ye MS acknowledged he limi a ions o such

endea ou . Se e al MS had de eloped elabo a e ci izen science-based schemes o moni o he
abundance o some “cha isma ic” and/o “easy- o- ecognise” species like bi ds, bu e lies, ba s, lowe ing

o public engagemen ” ye equi ing a obus suppo amewo k o p o essional expe s wi h app op ia e

due o se ious sho alls in olun ee supply wi h adequa e knowledge and/o a lack o sus ained
