ABSTRACT: This hesis aims o shed ligh on he p oduc ion and dis ibu ion o supe io seeds o locally speci ic ish commodi ies
in he Anjungan Uni o he Wes Kaliman an P o ince's B ackish Wa e and Ma ine Aquacul u e Uni . The s udy's issues include
insu icien unding and skilled pe sonnel o ca y ou he p og am e icien ly, as well as insu icien in as uc u e, such as sui able
ha che y acili ies. The goal o his s udy was o cha ac e ize and examine he elemen s ha a ec he implemen a ion o he policy
on he p oduc ion and dis ibu ion o supe io seeds o locally speci ic ish commodi ies in he Anjungan Uni o he B ackish Wa e

bu eauc a ic. In he Anjungan Uni o he B ackish Wa e and Ma ine Aquacul u e UPT o Wes Kaliman an P o ince, he policy on
he p oduc ion and dis ibu ion o supe io seeds o locally speci ic ish commodi ies was implemen ed. The s udy's goal was o
desc ibe and analyze he ac o s d i ing his p ocess om he pe spec i es o bu eauc a ic s uc u e, communica ion, disposi ion,
and esou ces. The esea ch me hodology was quali a i e, and da a we e ga he ed h ough documen a ion, in-dep h in e iews, and
obse a ion. The esea ch me hodology is quali a i e, and da a is ga he ed h ough documen a ion s udies, in-dep h in e iews, and
obse a ion. The indings showed ha e en hough he policy has been in place and has led o a ise in he p oduc ion o supe io

no been comple ely op imized. Al hough implemen e s' commi men is high, hei beha io is limi ed by c oss sec o al policy
suppo and a lack o incen i es. In as uc u e o ha che ies and human esou ces is s ill insu icien , pa icula ly in u al loca ions.
In he mean ime, he decisionmaking and dis ibu ion p ocesses a e equen ly slowed down by he hie a chical bu eauc a ic
s uc u e. The e o e, imp o ing s a egic communica ion, bols e ing human esou ce capabili y, and alloca ing esou ces a e all

and Wo k P ocedu es o he B ackish Wa e and Ma ine Aquacul u e Technical Implemen a ion Uni (UPT-PBAPL) o Wes
Kaliman an P o ince ha e been es ablished. The main ask o UPT-PBAPL is o ca y ou echnical ope a ional ac i i ies and ce ain
echnical ac i i ies in he ield o b ackish wa e and ma ine aquacul u e and local speci ic ish in acco dance wi h he p o isions o
applicable laws and egula ions, con i ming ha he Implemen a ion o he p oduc ion and dis ibu ion o supe io b oods ock and
quali y seeds o eshwa e ish commodi ies a he UPT B ackish Wa e and Ma ine Aquacul u e Pla o m Uni is an impo an s ep

many as 140,080, in 2022 as many as 134,200 In 2023 as many as 74,332, in 2024 as many as 57,000. I we look a he p oduc ion

Communica ion plays a c ucial ole in he success ul implemen a ion o public policies, including hose in he aquacul u e
sec o . In Wes Kaliman an P o ince, he B ackish Wa e and Ma ine Aquacul u e Uni (UPT Anjungan Uni ) has a s a egic manda e
o p oduce and dis ibu e supe io seeds o local ish commodi ies, such as Jelawa , Baung, Biawan, Tengadak, Papuyu/Be ok, and
Pa in, o suppo ood secu i y and imp o e he economy o communi ies in public wa e s. Howe e , he success o policy
implemen a ion depends no only on he a ailabili y o echnology and esou ces, bu also on how policy in o ma ion is
communica ed o all s akeholde s. E ec i e policy communica ion is necessa y o con ey he objec i es, bene i s, and seed
dis ibu ion mechanisms o aquacul u e p ac i ione s, illage o icials, ishe ies ex ension wo ke s, and local go e nmen s.

This is because he communica ion s a egy is ca ied ou h ough a ious channels, such as: ishe ies ex ension wo ke s as he
spea head o in o ma ion deli e y o he ield, digi al media such as Wha sApp and social media, and g oup mee ings and di ec
ou each in he cul i a ion a eas. Howe e , se e al challenges emain, such as low digi al li e acy and limi ed echnical
unde s anding among a me s, especially in emo e a eas. To add ess hese challenges, he Pla o m Uni o he B ackishwa e and
Ma ine Aquacul u e UPT has inno a ed by simpli ying communica ion ma e ials in o isual o ms such as in og aphics and ideos
in local languages, as well as s eng hening in e pe sonal communica ion h ough ex ension wo ke s.
Communica ion in he implemen a ion o he p oduc ion and dis ibu ion policy o supe io seeds o local speci ic ish
commodi ies a he Pla o m Uni o he B ackish Wa e and Ma ine Aquacul u e Uni o Wes Kaliman an P o ince is unning

be unde s ood.

4. BUREAUCRATIC POLICY STRUCTURE

s uc u e is needed, including how SOPs a e implemen ed, how communica ion and coo dina ion lows, and he ex en o which
bu eauc a ic agmen a ion can be add essed o ensu e e ec i e, e icien , and sus ainable policy implemen a ion.
CONCLUSIONS
F om he esea ch esul s and discussions ou lined in Chap e V, se e al conclusions can be d awn, including:
1. Policy communica ion has been implemen ed using a ious communica ion media. Howe e , signi ican challenges emain in
e ms o in e -uni coo dina ion and subop imal c oss- unc ional communica ion. This causes delays in deli e ing in o ma ion,
