ABSTRACT: This hesis aims o p o ide an analysis o he implemen a ion o a communi y empowe men p og am h ough
accessibili y o li e acy educa ion in Sekucing Kualan Village, Simpang Kanan Dis ic , Ke apang Regency. The p oblems in his
s udy s em om he lack o uni o m p og am socializa ion and minimal coo dina ion be ween ins i u ions, as well as a ying
mo i a ions o implemen e s and a lack o unde s anding o he cha ac e ision. The pu pose o his s udy is o desc ibe and analyze
communica ion ac o s, implemen e disposi ion/a i ude, esou ces, and bu eauc a ic s uc u e in he implemen a ion o a
communi y empowe men p og am h ough accessibili y o li e acy educa ion in Sekucing Kualan Village, Simpang Kanan Dis ic ,
Ke apang Regency. This s udy uses a desc ip i e esea ch me hod wi h a quali a i e app oach. The esul s show ha ine ec i e
communica ion, less esponsi e implemen e a i udes, limi ed esou ces (bo h unds, acili ies, and ained pe sonnel), and a
complex and laye ed bu eauc a ic s uc u e a e he main obs acles in he implemen a ion o he li e acy p og am. Limi ed
communica ion be ween he illage go e nmen and he communi y causes in o ma ion no o a i e on ime, while he con olu ed
bu eauc acy slows down decision-making and p og am implemen a ion. Implemen e disposi ions ha a e less o ien ed o
communi y needs also wo sen he e ec i eness o he p og am. Based on hese indings, his s udy ecommends se e al co ec i e
measu es, including inc easing open and e ec i e communica ion channels, enhancing mo i a ion and aining o p og am
implemen e s, simpli ying bu eauc a ic p ocedu es, and inc easing esou ce alloca ion o suppo he smoo h implemen a ion o he
li e acy p og am.

INTRODUCTION
Minis e o Educa ion and Cul u e Regula ion (Pe mendikbud) No. 23 o 2015 conce ning he Cul i a ion o Cha ac e Educa ion
emphasizes he impo ance o cul i a ing cha ac e as pa o cha ac e educa ion. Li e acy educa ion, pa icula ly ha de eloped in
he communi y, no only imp o es eading and w i ing skills bu also os e s c i ical hinking, empa hy, and na ional alues ha
align wi h he goals o cha ac e educa ion. This egula ion ecognizes ha educa ion is no solely he esponsibili y o schools, bu
also o amilies and communi ies. Communi y-based li e acy p og ams, such as communi y eading ga dens (TBM), eading co ne s,
and amily li e acy ac i i ies, ep esen a conc e e mani es a ion o he collabo a ion be ween hese h ee elemen s.
Cul i a ing cha ac e educa ion emphasizes he impo ance o c ea ing a social en i onmen ha suppo s posi i e alues.
Empowe men p og ams h ough li e acy p o ide communi ies wi h he space o build a posi i e and sus ainable lea ning ecosys em.

building alues, because bo h aim a he o e all goal o educa ion: o educa e and shape he cha ac e o empowe ed and e hical
ci izens.
The implemen a ion o his p og am no only imp o es he communi y's basic li e acy skills bu also s eng hens li e skills,
encou ages c ea i i y, and builds indi idual sel -con idence as pa o a communi y. In line wi h he p inciples o Pe mendikbud
23/2015, s ong cha ac e educa ion begins wi h small, consis en ac ions such as eading oge he , engaging in ci ilized discussions,
and espec ing di e ences o opinion. By in ol ing all elemen s o socie y in ele an , con ex ual, and sus ainable li e acy ac i i ies,

becoming an ac i e, p oduc i e, and e hical ci izen in socie y. (Hanika T ia yan i and Nu Hidayah, 2018, 38).

objec i es o he li e acy p og am as pa o cha ac e building, so ha he le el o pa icipa ion is low..
LITERATURE REVIEW
Policy implemen a ion is a u he p ocess om he policy o mula ion s age. A he o mula ion s age, he s a egy and policy
objec i es a e es ablished, while he ac ions o achie e hese objec i es a e ca ied ou a he policy implemen a ion s age. Saba ie
and Mazmanian (in Tachjan, 2015:67) s a e ha "implemen a ion is he embodimen o decisions ega ding undamen al policies,
usually s ipula ed in a law, bu can also ake he o m o impo an execu i e ins uc ions o cou decisions." Ideally, hese decisions
cla i y he p oblems o be add essed, de ine he objec i es o be achie ed, and in a ious ways 'desc ibe he s uc u e' o he
implemen a ion p ocess.
Acco ding o Edwa d III's heo y (in Tachjan, 2015:56), he e a e ou ac o s ha in luence policy implemen a ion: 1.

Policy implemen a ion, based on Edwa d III's heo y, in ol es ac ions ha can be implemen ed di ec ly as well as ac ions ha

METHOD
The ype o esea ch o be used is de e mined by he p oblem, na u e, and objec i es o he esea ch. In his s udy, he app op ia e
ype o esea ch used is desc ip i e esea ch. Desc ip i e esea ch p o ides an o e iew o he implemen a ion o a communi y
empowe men p og am h ough accessibili y o li e acy educa ion in Sekucing Kualan Village h ough a ious ini ia i es, such as
eading and w i ing classes and basic skills aining. The implemen a ion o his p og am in ol es a ious pa ies, including he
illage go e nmen , NGOs, and local olun ee s. I has good po en ial in inc easing li e acy awa eness among he communi y.
The da a analysis echnique used in his s udy was quali a i e analysis. Da a analysis in quali a i e esea ch is he p ocess o
simpli ying da a in o a o m ha is easie o ead and in e p e . Quali a i e esea ch iews da a as he p oduc o he esea che 's
in e p e a ion p ocess, which al eady con ains meaning and e e ences o alues. Meanwhile, da a alidi y in his s udy was checked
using echnical iangula ion, namely by c oss-checking he da a. The c oss-checking echnique was used because his s udy u ilized
dual da a collec ion echniques o he esea ch objec : in e iews and documen a ion.

building us , ac i e pa icipa ion, and a sha ed unde s anding o he p og am's objec i es. Wi hou e ec i e communica ion,
empowe men p og ams isk being poo ly ecei ed o no ully unde s ood by he a ge communi y. Communica ion ac o s conce n
no only how in o ma ion is con eyed, bu also how messages a e ecei ed, unde s ood, and esponded o by he communi y.
Con e sely, communica ion ailu es o en lead o misunde s andings, low communi y in ol emen , and e en ejec ion o p og ams
ha a e ac ually bene icial.
Based on he esul s o in e iews wi h he Sekucing Kualan Village Communi y, ega ding how o ob ain in o ma ion ela ed
o li e acy educa ion p og ams in Sekucing Kualan Village, and whe he he communica ion me hods used a e easy o he

such as announcemen s om he RT head, in o ma ion om communi y leade s, as well as om communi y mee ings and mu ual
coope a ion ac i i ies. While he communica ion me hods used a e ela i ely easy o unde s and, because he in o ma ion is
con eyed using local languages and in simple o ms. Howe e , he e a e s ill challenges, such as: he lack o w i en in o ma ion o
o icial announcemen s ha can be e ead and he minimal a ie y o communica ion media, in he use o social media o hose
who ha e access."

in o mal channels, such as announcemen s om neighbo hood heads, communi y leade s, and h ough communi y mee ings and

o unde s and, because he in o ma ion is con eyed using simple and amilia language, in acco dance wi h local cul u e and
cus oms. Di ec , ace- o- ace communica ion is conside ed mo e e ec i e in con eying messages, as i allows in e ac ion and
cla i ica ion i he e is con usion. Howe e , se e al challenges emain, such as he lack o accessible w i en in o ma ion and he
lack o a ie y o communica ion media, which can hinde wide dissemina ion o in o ma ion, especially o esiden s who a e no
ac i e in social ac i i ies o illage mee ings.
Communica ion is a key elemen in he implemen a ion o communi y empowe men p og ams, including in he con ex o
inc easing accessibili y o li e acy educa ion. Based on in e iews, obse a ions, and di ec in e ac ions in Sekucing Kualan Village,
se e al communica ion ac o s signi ican ly in luence he success o ailu e o li e acy p og ams in his a ea. This is because
communica ion channels o li e acy p og ams in Sekucing Kualan s ill ely on di ec communica ion channels, such as communi y
mee ings, e bal announcemen s, and in e pe sonal communica ion. While e ec i e in eaching communi ies un amilia wi h
echnology, hese channels ha e limi ed each and dependency on physical p esence.

The implemen e 's disposi ion o a i ude, which includes commi men , mo i a ion, social awa eness, and p o essionalism, plays
a c ucial ole in de e mining he success o p og am implemen a ion. Implemen e s who ha e a posi i e a i ude and ca e abou

needs, and adap ing o exis ing limi a ions. Con e sely, implemen e s who lack en husiasm o an empowe men o ien a ion o en
esul in p og ams ha a e o - a ge o unsus ainable. In Sekucing Kualan Village, he li e acy p og am aced a ious challenges,
including a lack o compe en eache s, low communi y pa icipa ion, and limi ed lea ning esou ces. Howe e , ini ial obse a ions

The disposi ion o a i ude o he implemen e plays a c ucial ole in he success ul implemen a ion o communi y empowe men
p og ams, pa icula ly in he con ex o li e acy educa ion in Sekucing Kualan Village. Implemen e s who ha e a s ong commi men
o he goals o communi y empowe men signi ican ly in luence he e ec i eness o li e acy p og ams. Commi ed implemen e s
iew he p og am no me ely as an adminis a i e obliga ion bu also as a social mission ocused on imp o ing he quali y o li e o
he illage communi y. This commi men is e lec ed in hei e o s o unde s and he speci ic condi ions o he illage communi y
and ind solu ions ailo ed o hei needs.

go e nmen , non-go e nmen al o ganiza ions (NGOs), o o he hi d pa ies. Wi hou adequa e unding, he quali y o he p og am
will be a ec ed, and he communi y's access o li e acy educa ion will be limi ed. Physical in as uc u e, such as class ooms,
eaching ma e ials, and access o echnology, also impac s he e ec i eness o he li e acy p og am.
Based on he esul s o in e iews wi h he Sekucing Kualan Village Communi y, ega ding he acili ies, budge and a ailable
pe sonnel, whe he hey a e su icien o suppo li e acy ac i i ies in he illage and wha esou ce de iciencies a e mos el when
implemen ing li e acy p og ams, i was s a ed ha : "The exis ing acili ies a e s ill e y limi ed. We only ha e a simple s udy oom
in he illage hall, and o en he oom is used o a ious o he ac i i ies. The numbe o books a ailable is also limi ed, while he
mos el sho comings a e in wo main hings: acili ies and eaching s a . The exis ing acili ies a e e y limi ed, especially in
e ms o adequa e space and su icien books. Wi hou adequa e acili ies."

ac i i ies in he illage. Howe e , he sus ainabili y o his p og am s ill depends hea ily on limi ed unding, exis ing acili ies, and
limi ed eache in ol emen . To ensu e long- e m success, g ea e suppo om he go e nmen and o he ins i u ions is needed,
bo h in he o m o unding, acili ies, and aining o he managemen s a and olun ee s in ol ed. This suppo will g ea ly assis
in expanding he each o li e acy ac i i ies, imp o ing he quali y o acili ies, and inc easing b oade communi y in ol emen in
he exis ing li e acy p og am.
One o he main challenges aced in implemen ing communi y empowe men p og ams h ough li e acy is limi ed unding. The
li e acy p og am in Sekucing Kualan Village elies la gely on communi y sel - unding and limi ed und aising e o s. This esul s

only o mally, wi hou a di ec app oach ha would allow he communi y o be e unde s and and access li e acy p og ams. This
lack o coo dina ion and communica ion hinde s he implemen a ion o li e acy p og ams, as illage s do no know how o

CONCLUSIONS
Based on he esea ch esul s and discussion in he p e ious chap e , se e al conclusions can be d awn ega ding he
implemen a ion o he communi y empowe men p og am h ough accessible li e acy educa ion in Sekucing Kualan Village,
Simpang Kanan Dis ic , Ke apang Regency, including:
1. The lack o e ec i e communica ion be ween he illage go e nmen , educa ional ins i u ions, and he communi y esul ed in
delayed in o ma ion abou he li e acy p og am eaching he communi y. Fu he mo e, limi ed o mal communica ion esul ed in
communi y inac i i y in he planning and implemen a ion o li e acy ac i i ies.
