ABSTRACT: The issue o his s udy was based on he implemen a ion o supe ision, which was no ye ully aligned wi h he
OSS RBA (Online Single Submission Risk-Based App oach) mechanism. This was p ima ily due o he unde u iliza ion o digi al
ools suppo ing supe ision, such as online epo ing and moni o ing sys ems, caused by limi a ions in in o ma ion echnology
in as uc u e. This s udy aimed o desc ibe and analyze he implemen a ion p ocess o he isk-based business licensing supe ision
policy a he In es men and One-S op In eg a ed Se ices Depa men (DPMPTSP) o Sekadau Regency, which was implemen ed
h ough he s ages o o ganiza ion, in e p e a ion, and applica ion. This s udy also employed a desc ip i e esea ch me hod wi h a
quali a i e app oach and suppo ed by in e iews, obse a ion, and documen a ions as he echniques o da a collec ion. The esul s
o his s udy e ealed ha in he o ganiza ional s age, he ins i u ional s uc u e and di ision o asks had been adjus ed o align wi h
he isk-based business licensing policy; howe e , he e emained a sho age o compe en human esou ces. In he in e p e a ion
s age, he le el o unde s anding o he new egula ions a ied among s a , which a ec ed he e ec i eness o implemen a ion.
Meanwhile, a he applica ion s age, he implemen a ion o he OSS RBA sys em con inued o ace echnical challenges and a lack
o assis ance o business ac o s, pa icula ly hose ope a ing on a small and medium scale. The e o e, he esea che sugges s ha
human esou ce imp o emen , in ensi e socializa ion, and suppo ing sys em epai a e s ill needed in o de ha isk- based licensing
supe ision can un well in Sekadau Regency.

INTRODUCTION
The In es men Coo dina ing Boa d o he Republic o Indonesia (BKPMP RI) Regula ion Numbe 5 o 2021 conce ning Guidelines
and P ocedu es o Risk-Based Business Licensing Supe ision was issued in an e o o imp o e he in es men clima e and
s eamline he business licensing p ocess in Indonesia. To suppo ease o doing business, he Indonesian go e nmen is commi ed
o simpli ying and accele a ing he licensing p ocess. P io o he issuance o his egula ion, many en ep eneu s and po en ial
in es o s aced a ious di icul ies in ul illing complex and ime-consuming licensing equi emen s. The issuance o he Job
C ea ion Law in 2020 ma ked a signi ican miles one in d i ing licensing sys em e o m o c ea e a mo e iendly and e icien
business ecosys em.
The Sekadau Regency In es men and One-S op In eg a ed Se ices Agency (DPMPTSP) is closely aligned wi h e o s o
inc ease e iciency, anspa ency, and ease in he licensing p ocess, in acco dance wi h na ional policy s ipula ed in BKPM
Regula ion Numbe 5 o 2021. Speci ically, he implemen a ion o his policy a he egency le el in ol es se e al s eps, challenges,
and solu ions ela ed o i s implemen a ion. To his end, he Sekadau Regency DPMPTSP needs o conduc ou each o businesses
and he public ega ding he concep o isk-based licensing. This aining aims o p o ide an unde s anding o business isk
classi ica ion and how pe mi applica ion p ocedu es can be conduc ed mo e e icien ly h ough a isk-based app oach.
The ollowing is in o ma ion on isk-based business licensing supe ision o companies/business ac o s in Sekadau Regency in
2024, which can be seen in able 1.1 below.
Table 1.1 shows ha o he 10 companies/business ac o s subjec ed o isk-based business licensing supe ision in Sekadau
Regency in 2024, 6 (six) companies/business ac o s had p oblems, namely: 2 ( wo) CVs (Commandi ai e Vennoo scha), and 4 ( ou )
PTs (Limi ed Liabili y Companies). The Sekadau Regency DPMPTSP in implemen ing i s isk-based business licensing supe ision
policy s ill aces se e al majo obs acles ha impac he e ec i eness o supe ision. Fi s , limi ed human esou ces (HR) o
supe iso s mean ha supe ision canno op imally each all business ac o s, especially in sca e ed and di icul - o each a eas.
Second, business ac o s' low unde s anding o he OSS RBA sys em esul s in many business ac o s no ully unde s anding pos -
licensing obliga ions, such as ul illing commi men s and egula epo ing. Thi d, subop imal digi al in as uc u e, pa icula ly in
u al a eas, also hampe s he implemen a ion o online supe ision and da a in eg a ion be ween he cen al and egional

METHOD
This s udy uses a quali a i e esea ch me hod app oach. This esea ch me hod p oduces desc ip i e da a in he o m o w i en o
spoken wo ds om people and obse able beha io (Moleong, 2010:3). The use o quali a i e esea ch me hods in his s udy allows
esea che s o ob ain p e iously unan icipa ed indings and can ep esen isible phenomena.
Acco ding o Moleong, he da a analysis s age occu s a e he esea che has ca e ully comple ed he da a analysis. The nex
s ep is o in e p e he analysis esul s. Finally, he esea che d aws a conclusion ha summa izes he en i e esea ch p ocess and
makes ecommenda ions. When in e p e ing he analysis esul s, se e al ac o s mus be conside ed, including: he in e p e a ion
mus no de ia e om he analysis esul s, he in e p e a ion mus emain wi hin he esea ch amewo k, and he esea che mus
be e hically willing o disclose any di icul ies and obs acles encoun e ed du ing he esea ch.
RESULT AND DISCUSSION
1. O ganiza ional S age o Supe iso y Policy
The o ganiza ional s age is a key elemen in he policy implemen a ion p ocess, including he isk-based business licensing
supe ision policy. A his s age, implemen ing agencies, such as he In es men and One-S op In eg a ed Se ice Agency
(DPMPTSP), a e equi ed o es ablish an o ganiza ional s uc u e, alloca e asks, and ensu e adequa e esou ces a e a ailable o
ensu e e ec i e and e icien policy implemen a ion.
The o ganiza ional p ocess is no wi hou challenges, such as limi ed human esou ces, lack o echnical unde s anding, and he
need o adap o new wo k sys ems and p ocedu es. The e o e, an in-dep h analysis is needed o de e mine how he DPMPTSP o
Sekadau Regency o ganizes i sel o espond o he demands o his policy, om o ming wo k eams, de eloping s anda d ope a ing
p ocedu es (SOPs), c oss-sec o coo dina ion, o inc easing s a capaci y.

high-, and high- isk businesses."

pa ame e s inpu ed by he business ac o , including he ype o ac i i y, business scale, and po en ial impac on he en i onmen ,
heal h, sa e y, and public o de .

o supe ision due o an unbalanced wo kload. In ca ying ou hei du ies, no all pa ies use uni o m guidelines o SOPs. This leads
o di e ences in wo k me hods among o ice s who a e supposed o be pe o ming he same unc ion.
2. In e p e a ion/Unde s anding o Supe iso y Policy
The in e p e a ion o unde s anding s age is a c ucial phase in he policy implemen a ion p ocess, whe e implemen e s, bo h a he
go e nmen and business le els, unde s and he in en , objec i es, and mechanisms o he policy o be implemen ed. In he con ex
o isk-based business licensing supe ision policies, a p ope unde s anding o he concep o isk, business classi ica ion, and
supe ision p ocedu es is c ucial o success ul implemen a ion in he ield. The Sekadau Regency DPMPTSP, as he implemen ing
agency in he egion, mus ensu e ha all pe sonnel ho oughly unde s and his policy, no only om a egula o y pe spec i e, bu
also om a echnical and ope a ional pe spec i e.
Based on an in e iew wi h he Head o he Sekadau Regency DPMPTSP ega ding he s a egy used o dissemina e his policy
o all wo k uni s, he s a ed: "We implemen se e al s uc u ed dissemina ion s a egies. Fi s , we ou inely hold mon hly in e nal
coo dina ion mee ings o discuss new policies and ele an egula o y changes. Second, we dis ibu e w i en ci cula s and
dissemina ion ma e ials o each wo k uni , accompanied by explana ions h ough in e nal communica ion g oups such as Wha sApp
and o icial email. Fu he mo e, we hold pe iodic wo kshops and echnical guidance sessions, pa icula ly o policies ha a e
echnical in na u e o di ec ly impac he se ice p ocess. We in ol e esou ce pe sons om ele an agencies, bo h p o incial and
cen al, o s eng hen employee unde s anding."

coo dina ion mee ings, dis ibu ing ci cula s and w i en policy ma e ials, and u ilizing in e nal communica ion media. Fu he mo e,
wo kshops and echnical guidance in ol ing p o essional esou ce pe sons a e conduc ed o deepen echnical unde s anding. The
agency has also o med change agen eams in each sec o o ensu e e ec i e and equi able policy implemen a ion ac oss all wo k
uni s.

3. Applica ion/Implemen a ion S age o Supe iso y Policy
The applica ion o implemen a ion s age is he mos c ucial phase in he policy implemen a ion p ocess, as i is a his s age ha he
o mula ed and unde s ood policies a e es ed in he ield. In he con ex o isk-based business licensing supe ision policies, policy
implemen a ion equi es eadiness om a echnical, p ocedu al, ins i u ional, and human esou ce pe spec i e. The Sekadau
Regency In es men and One-S op In eg a ed Se ices Agency (DPMPTSP) is he implemen ing agency. A he egional le el, hey
a e aced wi h he esponsibili y o classi ying he isk le els o business ac i i ies, es ablishing o e sigh mechanisms, and ensu ing
business ac o s comply wi h pe mi s app op ia e o hei isk le els.
Based on an in e iew wi h he Coo dina o o In es men A ai s, ega ding he impac o he isk-based o e sigh sys em on
he implemen a ion o in es men pe mi s in Sekadau Regency, he s a ed: "In p inciple, he implemen a ion o he isk-based
o e sigh sys em is e y help ul in di ec ing ou ocus on businesses wi h highe isk le els. This makes supe ision mo e ocused
and e icien , as we no longe ea all ypes o businesses wi h he same app oach. Howe e , he impac on he implemen a ion o
in es men pe mi s is also qui e complex. On he one hand, his sys em encou ages businesses o be mo e disciplined and complian
wi h egula ions because hey know he e will be egula supe ision based on hei isk classi ica ion. Howe e , on he o he hand,
many businesses, especially small and medium-sized businesses, s ill don' ully unde s and his sys em, esul ing in con usion when
applying o pe mi s o when asked o ul ill addi ional equi emen s ela ed o hei isk classi ica ion.".

p ocedu es, as well as echnical cons ain s in in eg a ing he OSS sys em be ween he cen al and egional go e nmen s, which
impac he smoo hness o he licensing p ocess. Ne e heless, his sys em is conside ed o ha e he po en ial o c ea e a mo e o de ly
and esponsible in es men clima e in he long e m.

i s e ec i eness. The main obs acles iden i ied include limi ed echnological in as uc u e, pa icula ly in a eas wi h limi ed in e ne
access, and a lack o in eg a ion be ween cen al and egional in o ma ion sys ems, which leads o da a disc epancies and slows
down he licensing p ocess.
CONCLUSIONS
Based on he desc ip ion o he esea ch esul s and discussion p esen ed in he p e ious chap e , he ollowing conclusions can be
d awn:
1. The o ganiza ional s age o implemen ing he isk-based business licensing supe ision policy a he Sekadau Regency
DPMPTSP s ill aces se e al challenges. Fo example, limi ed human esou ces, pa icula ly in e ms o quan i y and echnical
capaci y, emain a ba ie o op imizing he supe iso y unc ion. Fu he mo e, coo dina ion be ween depa men s and in eg a ion
wi h he OSS-RBA (Online Single Submission โ€“ Risk-Based App oach) sys em ha e no been e ec i e and e icien .
2. A he s age o in e p e ing o unde s anding he isk-based business licensing supe ision policy, he Sekadau Regency
DPMPTSP s ill aces challenges, pa icula ly ela ed o echnical isk assessmen and he use o he OSS-RBA sys em. This has
esul ed in subop imal policy implemen a ion, pa icula ly in decision-making based on isk da a.
3. The Sekadau Regency DPMPTSP (Di ec o a e Gene al o Taxes and Taxes) has implemen ed he isk-based business licensing
supe ision policy. Howe e , i s implemen a ion s ill aces obs acles, such as limi ed echnological in as uc u e, a lack o
compe en human esou ces in he echnical ield o isk-based supe ision, and minimal da a in eg a ion be ween ele an
agencies. Fu he mo e, business ac o s in he egion do no ye ully unde s and he obliga ion o sel -moni o o epo h ough
he OSS (Online Financial Repo ing Sys em).
