analysis o he domes ic ma ke and he o eign expe ience o leading coun ies will allow us o
iden i y success ul incen i e models, inc ease he compe i i eness o domes ic manu ac u e s and
ensu e he long- e m de elopmen o he pha maceu ical indus y in Russia.
Pu pose o he s udy: o conduc a comp ehensi e analysis o he ac i e pha maceu ical
subs ances (API) ma ke in Russia o he pe iod 2014-2024, iden i y key ends, p oblems and
challenges o p oduc ion, as well as e alua e he e ec i eness o go e nmen suppo measu es. In
addi ion, he esea ch is aimed a s udying and compa ing o eign expe ience in s imula ing he
indus y in leading coun ies o he wo ld in o de o iden i y success ul de elopmen models ha can
be adap ed o inc ease he compe i i eness and sus ainabili y o he Russian pha maceu ical sec o .
Ma e ials and me hods: pha maceu ical ma ke analysis da a, Ross a s a is ics, epo s om
he Minis y o Indus y and T ade, and analy ical da a om esea ch companies DSM and RNC.
Compa a i e analysis me hods we e applied, which made i possible o compa e na ional s a egies
acco ding o key c i e ia: he olume o in es men s, he numbe o p ojec s suppo ed, he deg ee o
localiza ion o p oduc ion and he pace o indus y g ow h.
Resul s: since 2014, he Russian indus y has aced unp eceden ed sanc ions p essu e and a ban
on he impo o medicines and APIs, as well as he ligh o o eign manu ac u e s om he ma ke ,
which has caused sho - e m sho ages o i al and essen ial medicines (VED), which has been
pa icula ly acu e since 2022. The in oduc ion o GMP equi emen s led o he closu e o some
p oduc ion acili ies and a dec ease in he sha e o domes ic subs ances o 16% in 2019. A he same
ime, he economy is showing GDP g ow h, poin ing o he po en ial o he indus ial complex.
An analysis o he in e na ional expe ience o 2022-2025 has shown ha a ge ed go e nmen
suppo measu es — subsidies, ax incen i es, di ec inancing and in as uc u e de elopmen —
signi ican ly s imula e he p oduc ion and expo o APIs, educing dependence on impo s.
Success ul cases om India, he USA, F ance, Ge many and Sou h Ko ea allow us o de elop
ecommenda ions o he e ec i e de elopmen and s eng hening o he Russian pha maceu ical
sec o .
The p esen ed da a indica e ha he e ec i eness o measu es depends on he s uc u e o he
indus y, he le el o coo dina ion and he s abili y o inancing. In coun ies wi h in eg a ed suppo
(India, F ance, Hunga y), localiza ion o p oduc ion is accele a ing, while in he USA and Ge many
he p ocesses emain agmen ed and equi e long- e m suppo . Coun ies ha a e building up
in as uc u e and ins i u ional mechanisms a he same ime as inancial incen i es a e demons a ing
highe a es o expansion and u iliza ion o p oduc ion capaci ies.
