ely on, p omo e, and u he ad ance he wo k ca ied ou by EIP AGRI Ope a ional G oups (OGs) wi h
espec o managemen and/o p ocessing o ag icul u al and o es biomass wi h Bio-Based
Technologies (BBTs), being BBTs hose echnologies o p ac ices ha use ei he non- ood eeds ock o
ci cula i y p inciples -o bo h- o deli e ing di e se p oduc s.
Applying he quin uple helix model and a mul i-ac o app oach bo h wi hin he conso ium i sel and
on he g ound ac i i ies, BBioNe s cons i u ed 6 egional Fo es and Ag icul u e Ne wo ks – FANs
(I eland, Spain, I aly, G eece, Poland, Czech Republic) ha ha e ensu ed a balanced ep esen a ion o
all kinds o s akeholde s. Fans comp omised o s akeholde s co e ing a b oad ange o s akeholde s
om he o es and ag icul u al sec o who will be engaged in key p ojec ac i i ies h oughou he
p ojec .
To success ully es ablish and ope a e i s mul i-ac o amewo k, BBioNe s has elabo a ed a ailo ed
me hodology o ensu e compa able bu well-adjus ed o local con ex s esul s om egional FANs. The
mission o he FANs, as well as he expec ed s uc u e and expec ed con ibu ion o hei membe s,
ha e been de ined o se he ounda ion o ou me hodology. A common p o ocol o he
iden i ica ion, selec ion o he FANs has been se o be used as a guide o conso ium pa ne s leading
a FAN o e icien ly es ablish hese s uc u es, as well as guidelines o in i ing membe s and managing
hei inclusion as well as po en ial con lic s o in e es ha may a ise du ing p ojec ac i i ies. The
igh s and du ies o membe s, hei expec ed ole and e ms o pa icipa ion ha e been de eloped o
p omo e clea communica ion among pa ne s and s akeholde s.
Wi h ou mul i-ac o app oach amewo k in place, ou a ge is o di ec ly engage a minimum o 60
ac o s in he FANs. A he momen o w i ing o his epo , o e 39 s akeholde s ha e con i med hei
accep ance o pa icipa e in he p ojec ’s FANs. The ec ui men p ocess is well unde way and mul i-
ac o s uc u es will be open o new membe s h oughou he p ojec .

The mul i-ac o s uc u e is o eseen in he ame o BBioNe s, namely he Fo es and Ag icul u e
Ne wo ks (FANs) ha a e ne wo ks o egional s akeholde s, se -up in six egions o he p ojec o
con ibu e o p ojec ac i i ies. Along hese lines, a dedica ed p o ocol o he BBioNe s FANs has been
elabo a ed o se ou he amewo k as well as he app oach o be ollowed o se ing up and unning
his mul i-ac o s uc u e, ensu ing he e ec i e engagemen o s akeholde s.
The cu en epo p esen s he p o ocols o he FANs and is comp ised o 5 dis inc chap e s:

whole p ocess o iden i ying, ec ui ing, and engaging ele an ag icul u al and o es y ac o s in he
ac i i ies o he p ojec .
Speci ic objec i es o his epo a e o:
1. Desc ibe he mul i-ac o s uc u e ha will ope a e in he ame o BBioNe s namely Fo es
and Ag icul u e Ne wo ks (FANs), along wi h hei expec ed s uc u e, mission and he “ igh s
and du ies” o membe s.
2. Elabo a e guidelines on how pa ne s can app oach he selec ion, con ac and engagemen o
s akeholde s o egional FANs as well as p inciples o os e ing hei inclusi eness.
3. De ine he main mee ings in which membe s o he FANs will pa icipa e along he p ojec .
4. Es ablish a amewo k and ools o managing and moni o ing he ope a ion o he FANs wi h

The BBioNe s p ojec aims o in ol e a minimum o 10 membe s pe egion, 50% consis ing o
a me s/ o es e s hemsel es o hei ad iso s, including membe s om he quad uple helix and
ag icul u e and o es y sec o s a he beginning o he p ojec , wi h he possibili y o u he expand
he FANs in he u u e. New membe s could be appoin ed o he FAN when necessa y and as he
p ojec e ol es.

3 Mul i-ac o app oach
The mul i-ac o amewo k o BBioNe s o esees he c ea ion o he Fo es and Ag icul u al Ne wo ks
(FANs). The ollowing sec ions o his chap e p o ide u he de ails abou he FANs as well as abou
hei mission and expec ed s uc u e.
3.1 Fo es and Ag icul u e Ne wo ks (FAN)
Fo es and Ag icul u e Ne wo ks (FANs) a e egional ne wo ks o s akeholde s coming om ac oss he
en i e alue chain o he ag icul u al and o es sec o as well as esea che s, policy make s, end use s,
g oups ep esen ing ci il socie y, ope a ional g oups and o he . One FAN has been es ablished in each
o he p ojec ´s 6 Rep esen ed Region (RR), and each FAN is led by a conso ium pa ne , called
“Regional Pa ne o Fo es y and Ag icul u e, RPFA”. Mo e in o ma ion on he managemen and
ope a ion o FANs a e p o ided in Sec ion 3.6 o his epo .
3.1.1 Mission
FANs mission is o assis he BBioNe s conso ium o iden i y needs and cu en esou ces wi h ega ds
o biomass p ocessing and hei espec i e en i onmen s, alue chain c ea ion, echnology a ailabili y,
e c. Each FAN will also help iden i y he exis ing dissemina ion channels mos consul ed by a me s
and o es e s in hei egion, as well as social aspec s pe aining o cu en in ol emen and ways o
a ac and empowe women, unemployed people, and you h o de elop g een skills in he a m and
o es sec o s. Also, unde he guidance o he espec i e RPFA who will apply co-c ea ion and design
hinking me hodologies, he membe s o each FAN will ho oughly examine and discuss he BBioNe s
assessmen o alida e i . They will deba e o e he BBTs iden i ied by OGs and o he Eu opean p ojec s
and ini ia i es as sc eened and mapped by he conso ium acco ding o he quin uple helix model and
will mo e speci ically del e in o hei easibili y o hei espec i e RR, and will each, cap u e and
ans e knowledge om OGs and in oduce addi ional BBTs a a double c oss- egional le el. Mo e
speci ically he mission o FANs membe is o:
• Will pa icipa e in a leas 10 mee ings a egional le el o each FAN, which will ake place o e
he 3 yea s o he p ojec (KPI: a leas 10 o al egional mee ings will be held pe FAN)).
• Will pa icipa e in a leas 3 mee ings a in e - egional le el (KPI: a leas 3 o al FAN mee ings
pe ETR).

es ablished FAN (KPI: a leas 2 Eu opean mee ings o all FANs).

boos ing he ( e)de ini ion o alue chains, s imula ing c oss- e ilisa ion beyond bo de s, and
b inging Eu ope o he o e on o a ming, o es y, and bioeconomy wi h economically
iable and sus ainable p ac ices.

3.6.1 Managemen o he FANs
BBioNe s ocuses on six coun ies and/o egions ac oss Eu ope, he Rep esen a i e Regions. In each
Rep esen a i e Region a FAN has been es ablished led by a conso ium pa ne , he Regional Pa ne
o Fo es y and Ag icul u e, RPFA. The ollowing able summa ises he in o ma ion o each
