Uzbekis an$is$among$ he$coun ies$ ha $ha e$made$e-se ice$de elopmen $a$s a egic$
ocus$o $go e nmen $ ans o ma ion.$Since$2017,$ he$coun y$has$launched$a$se ies$o $digi al$
go e nance$ini ia i es$ aimed$a $ simpli ying$adminis a i e$p ocedu es,$enhancing$public$
accoun abili y,$ and$ os e ing$ da a-d i en$ decision-making$ in$ s a e$ ins i u ions$ [2].$ The$
es ablishmen $o $in eg a ed$digi al$pla o ms$such$as$ he$Uni ied$Po al$o $In e ac i e$Public$
Se ices$ (my.go .uz),$ he$ accele a ion$ o $ elec onic$ documen $ ci cula ion,$ and$ he$
mode niza ion$ o $ ICT$ in as uc u e$ all$ signi y$ majo $ s eps$ owa d$ imp o ing$ he$
accessibili y$and$quali y$o $public$se ices$[3].$These$e o s$align$wi h$b oade $na ional$
