and policies (scaling up), shi ing cul u al alues owa d pa icipa ion (scaling deep), and

implemen a ion (scaling in and down). Wi hou his mul i-dimensional s a egy ha builds sys emic

To ca alyse his ans o ma ion, his whi e pape p esen s a s a egic oadmap de eloped om a
comp ehensi e analysis o cu en esea ch, policies and p ac ices. I builds on a syn hesis o
e idence om academic li e a u e, EU policy ins umen s, EU-le el documen s, pa icipa o y
p ac ices, and empi ical insigh s om he Adap a ion AGORA p ojec . The oadmap is s uc u ed
a ound ou in e connec ed pilla s, which collec i ely add ess he ins i u ional, inancial, cul u al
and p ac ical challenges hinde ing he scaling o s akeholde and ci izen engagemen :

ini ial p omises abou how inpu will be used a e no anspa en ly ul illed 17,18.

hinde i s mains eaming and meaning ul implemen a ion. Acco ding o esea ch unde aken wi hin
he Adap a ion AGORA p ojec 26,31 and in pa icula he sys ema ic li e a u e e iew 15,25 hese
challenges can be b oadly ca ego ized in o wo g oups: common c oss-cu ing challenges and
con ex ual dispa i ies ac oss Eu opean Regions.
5.1.1. Common c oss-cu ing challenges

engage (li e acy, inancial, digi al, language...) associa ed wi h deepe sys emic ba ie s
including powe imbalances, his o ical dis us o au ho i ies, and he p io i y o immedia e
daily-li e s uggles o e clima e conce ns (see Box 1). Mo eo e , ulne abili y is a mo ing

con ex . The e is a lack o inclusion s a egies o hese g oups, including he younge
gene a ions.

socioeconomic eali ies o hei pa icipan s. This may lead o accessibili y issues ela ed o
e.g., channels o pa icipa ion (e.g., in-pe son s. online), iming, loca ion, and language,
which can exclude impo an segmen s o a ec ed ac o s and communi ies. The a ailabili y
o compensa ion incen i es and esou ces can also make a di e ence.
