I. In oduc ion
The Republic o Uzbekis an and he Kingdom o Sweden o icially es ablished
diploma ic ela ions on 29 Ap il 1992 (Go .uz, 2025). Sweden was among he i s No dic s a es
o ecognise Uzbekis an’s independence, suppo ing i s ansi ion owa d ma ke economy and
in eg a ion in o he in e na ional sys em. The ea ly yea s o diplomacy ocused on poli ical
dialogue, ule o law, and de elopmen coope a ion unde Sweden’s in e na ional assis ance
policy.
O e he nex h ee decades, his pa ne ship b oadened o include economic, educa ional,
and cul u al collabo a ion. Today, i also encompasses a o wa d-looking amewo k o labou
mig a ion and social p o ec ion, add essing bo h Uzbekis an’s demog aphic and employmen
p io i ies and Sweden’s g owing demand o skilled labou (Kun.uz, 2025).
II. Poli ical and In e -pa liamen a y Coope a ion
Sweden’s o eign policy owa d Cen al Asia has long emphasised democ acy, human
igh s, and sus ainable go e nance. Wi hin his amewo k, Uzbekis an occupies an impo an
posi ion as a egional leade unde going deep social and economic e o ms. In e -pa liamen a y
exchanges ha e in ensi ied in ecen yea s. As epo ed by UzA (2024), mee ings be ween
membe s o he Oliy Majlis o Uzbekis an and he Riksdag o Sweden ocused on s eng hening
coope a ion in democ a ic go e nance, gende equali y, and he ule o law.
Such exchanges complemen he Eu opean Union’s “S a egy o Cen al Asia,” whe e
Sweden has p omo ed s onge EU–Uzbekis an ies (Eu opean Ex e nal Ac ion Se ice, 2024).
III. Economic, Cul u al, and Educa ional Coope a ion
Al hough ade olumes emain modes , bila e al economic ela ions ha e shown s eady
di e si ica ion. Swedish i ms pa icipa e in Uzbekis an’s enewable-ene gy,

IV. Labou Mig a ion and Social P o ec ion
A majo b eak h ough occu ed in 2025 when Uzbekis an and Sweden signed a Join
Decla a ion on Labou Mig a ion and Social P o ec ion. The ag eemen es ablished legal
amewo ks o employmen o Uzbek ci izens in Sweden, pilo aining p ojec s, and digi al
pla o ms o anspa en ec ui men . I also in oduced social-p o ec ion mechanisms o p e en
illegal mig a ion and sa egua d wo ke s’ igh s (Go .uz, 2025; Kun.uz, 2025).
The pa ne ship e lec s Sweden’s demog aphic need o skilled wo ke s in sec o s such
as cons uc ion, heal hca e, logis ics, and ag icul u e, as well as Uzbekis an’s s a egy o
di e si y i s o e seas employmen ma ke s (Vzglyad.uz, 2025).
Following he decla a ion, Uzbekis an’s Na ional Agency o Social P o ec ion and
Sweden’s Minis y o Mig a ion ag eed o expand coope a ion on social wel a e, inclusi e
employmen , and child p o ec ion (UzA, 2024). This ini ia i e demons a es he ans o ma ion
o adi ional diplomacy in o p ac ical collabo a ion aimed a human capi al de elopmen and
social inclusion.
V. Fu u e P ospec s
Looking ahead, Uzbek–Swedish ela ions a e likely o deepen in se e al s a egic a eas:
1. G een economy and enewable ene gy, ocusing on echnology ans e and
sus ainable u ban de elopmen ;
2. Digi al ans o ma ion, including e-go e nmen and IT-educa ion pa ne ships;
3. Labou mobili y, h ough he ins i u ionalisa ion o sa e mig a ion and
ein eg a ion p og ammes;
4. Cul u al diplomacy, ia ou ism and c ea i e-indus y exchanges.

VI. Conclusion
