大阪市立大学（現大阪公立大学）大学院法学研究科後期博士課程単
位取得退学。民間企業での勤務後、龍谷大学にて人社系プロジェクトのポスト
アワードを担当、2015年4月北海道大学大学院文学研究科URAとして着任。
2018年10月に本部URAとしてURAステーション（現：統合URA本部）へ
異動。戦略企画部門長を経て2025年度より経営企画本部に配属（兼務）。
主任URA。認定リサーチ・アドミニストレーター、日本評価学会認定評価士。
中野 悦子 北海道大学 統合URA本部 兼 経営企画本部
2021年の科学技術基本法改正により、人文・社会科学は科学技術・イノ
ベーション政策の対象として正式に位置づけられた。しかしその後も、人社系研
究と政策や一般社会との接続には依然として隔たりがあり、研究活動が急速に
拡大したとは言い難い。欧州でSSH統合政策に基づくモニタリング体制の整備
が進んでいるように、日本でも日本語による研究業績データベースの構築など、
人社系研究の実態や効果を把握・分析するための現場に即した基盤づくりが求
められている。また、「人社系研究」を一括りに扱うのではなく、各分野固有の特
性や文脈を丁寧に捉えた上で、適切に可視化・定量化する重要性も、国内外
で繰り返し指摘されている。
本セッションでは、文部科学省「人文学・社会科学のDX化に向けた研究開
発推進事業」に設置された「人社系研究モニタリング部会」の取組を起点に、人
社系研究のアクティビティを可視化・定量化するための方法論について議論する。
とりわけ、研究現場に近い立場で研究者と対話を重ね、活動実態を把握してい
るURAの視点を重視し、モニタリング設計や調査連携に関する実務的知見を
深掘りする。全国的なURAネットワークを活用した、機関を超えた連携の展開
によって、人社系研究の基盤強化と日本全体の研究力向上に資する具体的
な方向性を提起する。

林 隆之 政策研究大学院大学
科学技術イノベーション政策プログラム教授。東京大学大学院にて博士(学術)
取得後、大学評価・学位授与機構にて高等教育評価や研究評価制度の設
計・実務に従事。2018年より現職。専門は科学技術政策、科学計量学、高
等教育政策で、内閣府や文部科学省の委員を歴任し、政策形成にも深く関
与。科学的根拠に基づく評価の枠組み構築を通じ、研究・大学改革の実証的
研究を牽引している。
丸山 浩平 早稲田大学研究戦略センター
JUKI㈱にて産業用機械のR&D、技術企画、新規事業開発等を担当した後、
早稲田大学でバイオセンシング研究に従事。2009年から同大学研究戦略セ
ンターの立上げに参画し、その後も複数の大学で URA活動に従事。JST・
CRDS 特任フェロー兼務。専門は研究戦略、計測学など。博士(工学)

吉澤 剛 EY新日本有限責任監査法人
慶應義塾大学理工学部物理学科卒業後、東京大学大学院(科学史)修了。
民間シンクタンク勤務を経て、2008年に英国サセックス大学科学政策研究ユ
ニット(SPRU)にてPhD(科学技術政策)を取得。テクノロジーアセスメントや知
識政策を専門とし、知識を社会的・公共的価値につなげる方法論やマネジメン
ト、制度の研究と実践に広く携わっている。
