Аннотация: В статье проводится глубокий анализ сущности финансового контроля, его
роли в системе финансовой политики и значении для обеспечения экономической
стабильности. Финансовый контроль рассматривается не только как проверочный

механизм, но и как стратегический инструмент, направленный на предотвращение
финансовых рисков, эффективное управление государственными ресурсами и
повышение прозрачности бюджетных процессов. На основе отечественных и
зарубежных исследований рассмотрены теоретические основы, цифровая
трансформация системы контроля и современные подходы к укреплению финансовой
дисциплины. Результаты показывают, что эффективная система финансового контроля
способствует экономическому росту, укреплению общественного доверия и
повышению ответственности государственных институтов.

sys em is no jus a digi al calcula ion, bu a mechanism ha s eng hens inancial discipline
be ween he s a e and economic en i ies.
As he P esiden o he Republic o Uzbekis an Sh. M. Mi ziyoye no ed:
“Financial discipline is he hea o he s a e managemen sys em, which gua an ees he
implemen a ion o economic policy in he igh di ec ion”.
The inancial con ol sys em is a se o p ocesses aimed a implemen ing inancial policy,
assessing i s esul s and elimina ing iden i ied sho comings. In a mode n economy, i is an

changes ensu e no only anspa ency, bu also e ec i e managemen o public inances.
As Mi ziyoye no ed in his speech: “Financial con ol is no jus a calcula ion, bu a

The main goal o he inancial con ol sys em is o ensu e he a ional use o esou ces and
s eng hen inancial discipline. Howe e , in he mode n economic en i onmen , his concep
has expanded: i now includes assessing inancial isks, iden i ying co up ion isks, and
analyzing he social e ec i eness o spending.
Analyses show ha he p esence o inancial con ol inc eases he le el o economic s abili y.
Acco ding o he In e na ional Mone a y Fund, coun ies wi h s ong inancial con ols ha e an
a e age in la ion a e o 2.4 imes lowe and public deb is 30% lowe . This means ha he
p esence o con ols educes economic isks.

inancial con ol is based on “ ines and inspec ions”, bypassing p e en i e analysis and
s a egic o ecas ing. This lea es con ol in a eac i e (i.e., aking ac ion a e a p oblem has

Real inancial con ol should be p oac i e - ha is, i should wo k as a sys em ha iden i ies
economic p oblems in ad ance and p o ides co ec i e signals o policymake s.
Fo example, i an in e nal audi sys em is es ablished in en e p ises, inancial losses a e
educed by up o 40%. This means ha con ol is no only an impo an elemen wi hin he
s a e, bu also in he cul u e o co po a e go e nance.
The e is also a social aspec o inancial con ol. I inc eases he popula ion’s us in axes and
public spending. T anspa ency, esponsibili y and accoun abili y a e mani es ed as he
inancial basis o democ acy.
