ABSTRACT

Con inuing Enginee ing Educa ion (CEE) ecosys em could be buil h ough sys emic
collabo a ion ac oss academia, indus y, and policy. D awing on case s udies,
s akeholde dialogues, and a design-led boo camp, he esea ch e eals ha cu en
agmen a ion in CEE is no only s uc u al bu also concep ual and cul u al, oo ed in
discipline-bound logics and legacy go e nance. The s udy iden i ies essen ial d i e s

1 INTRODUCTION
The enginee ing sec o is e ol ing apidly, equi ing a mode nized Con inuing
Enginee ing Educa ion (CEE) ecosys em o keep pace wi h echnological
ad ancemen s and shi ing socie al needs. T adi ional educa ional pa hways alone
a e no longe su icien o equip enginee s wi h all he skills equi ed o a li e ime in
his cen u y’s complex p o essional en i onmen ; a obus CEE amewo k is
essen ial o ensu e ha p ac icing enginee s emain a he o e on o inno a ion
(Kimmel e al., 2022). This s udy examines he po en ial o a Pan-Eu opean ne wo k
o s eng hen CEE by add essing c i ical gaps in cu en models, such as modula
and s ackable c eden ial models, Wo k-in eg a ed lea ning (WIL), and indus y
pa ne ships; Compe ence-based Educa ion (CBE); and Uni e si y-indus y
collabo a i e pla o ms (Díaz Lan ada, 2020). I d aws on insigh s om a 2024 COST
Ac ion p oposal, which ou lines s a egic ini ia i es o enhance p o essional
de elopmen ac oss Eu ope (Eu opean Coope a ion in Science and Technology,
2025). Today’s enginee ing landscape demands c oss-disciplina y collabo a ion,
whe e enginee s wo k alongside p o essionals om di e se ields o ackle complex
challenges. Upskilling and eskilling in key a eas, such as g een echnologies,
a i icial in elligence, and digi al ans o ma ion, a e essen ial o main aining
compe i i eness and d i ing sus ainable de elopmen (Eu opean Commission,
2023). Howe e , exis ing CEE app oaches a e o en agmen ed and lack a
cohe en , s uc u ed s a egy, limi ing hei impac on wo k o ce adap abili y and
inno a ion (EPALE, 2023). Common d i e s do exis o CEE (pos -Bachelo s
lea ning) - om pan-Eu opean policy (Eu opean Commission, 2025), om
P o essional Enginee ing Associa ions (Enginee s Eu ope, 2022), and he e is
po en ial o c oss-bo de ecogni ion h ough he Eu opean Quali ica ions
F amewo k (EQF), howe e , agmen a ion occu s in how hese d i e s a e enac ed
a an indi idual le el ( equi ed o olun a y CEE, so ex insic o in insic mo i a ion),
a a company le el (suppo o and ecogni ion o CEE), and a lack o sys ema ic
o ganiza ion o di e en CEE o e ings wi hin and ac oss na ional bo de s. This s udy
iden i ies he key d i e s and collabo a i e ac ions necessa y o ans o m CEE in o a
mo e e ec i e and in eg a ed sys em. I explo es how academia, indus y, and
p o essional bodies can collabo a e o c ea e a dynamic lea ning en i onmen ha

2 THEORETICAL CONSIDERATIONS IN COLLABORATION
Collabo a ion is an essen ial ace o mode n wo k, whe he wi hin a single wo kplace

om indi idual o in e -go e nmen al. Speci ically, collabo a ion is iewed as a i al
con empo a y p ac ice in esea ch, inno a ion, c ea i i y, and in e disciplina y wo k.
Collabo a ion is iewed as a p ocess ha bene i s om he cons uc i e inpu o
di e se g oups wi hin ag eed-upon no ms and guidelines. So, he ou pu s esul om
mu ually bene icial beha iou s o indi iduals. Cas añe and Oli ei a (2020) highligh
in hei sys ema ic li e a u e e iew ha e ec i e collabo a ion in ol es nego ia ion o
oles and esponsibili ies, as well as social o de , and join lea ning and p oblem-

ans o ma ion. The UK Cha e ed Ins i u e o P o essional De elopmen (CIPD) has
published a ecen e idence e iew on high-pe o ming eams (CIPD, 2023). This
e iew highligh ed he ollowing ac o s being impo an in high-pe o ming eams: a)
in a- eam us (mainly when he eam wo ks i ually, hey ely on each o he o
comple e asks, when esponsibili y is dis ibu ed ac oss he eam, and when he
eam has di e en specialis knowledge and skills), b) psychological sa e y; c) social
cohesion and he con ibu ion o eam size (smalle eams being ypically be e ); d)
sha ed men al models and e) mu ually ag eed goals.
A model o collabo a i e lea ning among expe eams is he Lea ning Communi ies
o P ac ice (LCoPs), de ined as s uc u ed p o essional g oups whe e pa icipan s
wi h a sha ed domain o in e es egula ly in e ac o imp o e hei p ac ice h ough
collabo a ion, e lec ion, and sha ed lea ning. LCoPs a e cha ac e ized by h ee
in e ela ed cons uc s: he domain (sha ed in e es o a ea o expe ise), he
communi y ( ela ionships and mu ual engagemen among membe s), and he
p ac ice ( he body o knowledge, ools, and expe iences sha ed and de eloped
h ough in e ac ion). These cons uc s p o ide a ounda ion o e ec i e collabo a i e
lea ning and inno a ion. This s udy employs he LCoPs amewo k as a lens o
analyze collabo a i e ini ia i es, such as he SEFI CEE ne wo k and he 2024 Bilbao
boo camp. These ini ia i es exempli y LCoPs in ac ion, b inging oge he expe s
ac oss disciplines and ins i u ions o sha e insigh s, build sha ed p ac ices, and co-
de elop s a egies o imp o ing CEE. Ou analysis builds on he heo e ical
ounda ions o LCoPs o in e p e how hese collabo a i e se ings os e p o essional
de elopmen and sys emic ans o ma ion (Blankenship & Ruona, 2007; Townley,
2020).
3 PRIOR ART AND CONCEPTUALISING THE CHALLENGES
Cu en S a e o CEE: T adi ional CEE has elied mainly on pe iodic echnical
aining, which is o en disconnec ed om he b oade challenges ha enginee s ace
(Baukal, 2022). Howe e , as he indus y adap s o digi aliza ion, au oma ion, and
sus ainabili y ansi ions, enginee s mus de elop con inuous lea ning habi s
(Chak aba i e al., 2020). Addi ionally, a agmen ed educa ional landscape exis s
wi hin Eu ope and i s na ions, cha ac e ized by dispa i ies in access o high-quali y
aining and educa ion ha esul in skill gaps ac oss egions and sec o s. This
agmen a ion limi s wo k o ce adap abili y, weakening he enginee ing sec o ’s
abili y o espond o indus y shi s and socie al needs (Leesakul e al., 2022).
Addi ionally, he inc easing Vola ili y, Unce ain y, Complexi y, and Ambigui y
(VUCA) o mode n enginee ing demands b oade compe encies, such as sys ems
hinking, in e disciplina y collabo a ion, and e hical decision-making. Ini ia i es such
as Enginee s4Eu ope (2025), coun y/sec o app oaches (e.g., Poschaukoa e al.,
2024), app oaches o suppo p og ess owa ds UN SDGS (Chak aba i e al., 2021)
and go e nmen led app oaches highligh wha is possible. Reg e ably, wi hin
Eu ope he lack o an in eg a ed ecosys em (co-o dina ed sys em cohe en ly b inging
s akeholde s oge he ) is hinde ing he pace o inno a ion and p og ess (Gomez-
Puen e e al., 2022).
Desi ed Fu u e S a e o CEE: A signi ican challenge in ede ining CEE is
embedding li elong lea ning in o p o essional ca ee s. Cu en ly, CEE is o en ea ed
as an op ional ex ension o o mal educa ion a he han an in eg al pa o ca ee
p og ession (Mejía-Manzano e al., 2022). The lack o s uc u ed in eg a ion in
exis ing CEE p og ams leads o missed oppo uni ies o p o essional g ow h and
inno a ion. Fu he mo e, he G een and Digi al T ansi ions demand new educa ional
s a egies ha inco po a e en i onmen al sus ainabili y, digi al compe encies, and
e hical conside a ions (Bianchini e al., 2023).
B idging he Gap: A Collabo a i e App oach. Add essing he gap be ween
cu en CEE models and indus y needs equi es a coo dina ed e o among
academia, indus y, and p o essional bodies. As ou lined in his pape , s onge
pa ne ships be ween hese s akeholde s can d i e educa ion models ha align wi h
eal-wo ld demands and enhance he p o essional de elopmen o bo h enginee s
and non-enginee s. By ensu ing ha all enginee s, ega dless o geog aphic o
economic ba ie s, ha e access o con inuous p o essional de elopmen , Eu ope
can s eng hen i s enginee ing wo k o ce o emain globally compe i i e (He &
Chand, 2024). To conclude, edesigning CEE o be collabo a i e, in e disciplina y,
and inclusi e is essen ial o p epa ing enginee s o ackle 21s -cen u y challenges.
4 METHODS AND APPROACHES
Ou me hodology e lec s he collabo a i e app oach used o help ame and speci y
he COST Ac ion 2024 p oposal, speci ically o p o ide a holis ic iew o he
educa ional landscape and o iden i y po en ial a enues o ans o ma i e impac s
on enginee ing p ac ices and socie y. An explo a i e, sequen ial, mul i-me hod,
quali a i e app oach is adop ed o examine he cu en complexi ies o CEE and LLL
wi hin he enginee ing sec o . This app oach combines a desk op s udy ha
syn hesizes he lea ning om he au ho s’ collabo a ions o da e, wi h a quali a i e
analysis o hemes based on a mul i-s akeholde boo camp o de elop a
comp ehensi e unde s anding o he d i e s equi ed o ans o ma i e change in
he CEE ecosys em. Figu e 1 illus a es he imeline o he explo a o y and desk op
s udy, which analyzed he d i e s o CEE, including ac o s in luencing collabo a i e
ac i i ies, as well as ecen s udies, policy documen s, and exis ing educa ional
amewo ks. The aim was o map he cu en s a e o CEE ac oss Eu ope, iden i ying
gaps, challenges, and bes p ac ices.
An inno a i e componen o ou me hodology includes he ou comes om an
in e na ional boo camp o ganized wi h pa icipan s om a ious indus y sec o s in
Oc obe 2024 in Bilbao, Spain. The boo camp employed an agile me hodology ha
combined eamwo k, equi y, pa ne ship, ac i e lea ning empla es, and gene a i e
AI echnology. The ac i i ies designed o he sessions ocused on eal-wo ld
p oblem-sol ing, in e disciplina y collabo a ion, and he de elopmen o new
educa ional ools and app oaches (Ins i u e o he Fu u e o Educa ion (Ins i u e o
he Fu u e o Educa ion, 2024). All in i ees con ibu ed o hese opics in a wo kshop
o ma , whe e he ou pu s we e syn hesised pe spec i es om he pa icipan s.
Limi a ions o his esea ch e lec he non-p obabilis ic sampling s a egy, so
gene alisabili y may be limi ed, al hough ca e was aken o ha e as wide as
co e age as possible. The e iew o li e a u e could be enhanced using e idence
syn hesis me hods. The esul s below a e a syn hesis ha iden i ies d i e s, key
s akeholde s, and equi ed collabo a i e ac ions.

5 RESULTS
The esul s sec ion o his s udy p esen s indings om he mul i-me hod
in es iga ion in o he cu en s a e and ans o ma i e po en ial o Con inuing
Enginee ing Educa ion (CEE) wi hin he Eu opean enginee ing ecosys em. These
indings aim o iden i y he d i e s and collabo a i e ac ions necessa y o enhance
he socie al impac o enginee ing educa ion.
5.1 Visual Mapping o D i e s and Ac ions. A key ou come om he
explo a o y phase was he de elopmen o a isual map ha illus a es he
in e connec ed d i e s and equi ed ac ions o e ec i e CEE. This isual
ep esen a ion, based on da a ga he ed om he COST Ac ion p oposal and
addi ional li e a u e e iews, highligh s se e al c i ical a eas, as shown in Figu e 2.
The map u he in eg a es insigh s in o how hese d i e s in e ac wi h socie al
needs, such as sus ainable de elopmen and e hical conside a ions in echnology
deploymen , highligh ing ha an adap i e CEE amewo k mus add ess bo h
echnical compe encies and b oade socio-economic impac s.
5.2 Collabo a i e E o s and Bounda y C ossing. The analysis p o ided a
deepe unde s anding o he cu en gaps in CEE, pa icula ly he lack o cohe ence
be ween educa ional ins i u ions and indus y needs. Discussions wi h s akeholde s
e ealed a consensus on he necessi y o g ea e collabo a ion ac oss sec o s o
os e a mo e dynamic CEE ecosys em. This includes:
• Academia-Indus y Pa ne ships. S eng hening he connec ion be ween
educa ional cu icula and eal-wo ld enginee ing challenges.
• P o essional Bodies and Regula o y Agencies. Facili a ing egula upda es
and compliance aining ha e lec cu en indus y s anda ds and p ac ices.
No ably, he discussions emphasized he impo ance o in ol ing non-enginee s in
he CEE p ocess, ecognizing ha con empo a y enginee ing challenges necessi a e
di e se pe spec i es and in e disciplina y app oaches.
5.3 Boo camp Ou comes. All 83 pa icipan s we e pu posi ely in i ed and came
om 27 coun ies, e lec ing a high le el o global di e si y: 72% om Eu ope, 18%
om No h Ame ica and La in Ame ica, 5% om Asia, 4% om A ica, and 1% om
Aus alia. Wi h he i le “Co-c ea ing open solu ions h ough in e disciplina y
collabo a ion o he u u e o educa ion”, he boo camp was a p ac ical o um o
explo ing new ideas and eaching me hods ha could enhance CEE and LLL. The
wo kshop discussions highligh ed he need o mo e adap i e lea ning en i onmen s
ha can espond o he demands o echnological ad ancemen s, socie al shi s, and
lea ne s' needs. Iden i ying hese ac o s and unde s anding how hey can be
p omo ed in educa ional con ex s was a cen al ocus o he boo camp. The
ou comes o he Bilbao boo camp we e cen e ed on iden i ying challenges a he
han o e ing immedia e solu ions. The discussions p o ided a clea unde s anding o
he complexi ies in ol ed in nu u ing and suppo ing he de elopmen o he CEE.
Th ough he iden i ica ion o hese challenges, he boo camp laid he g oundwo k o
u u e ini ia i es ha will ocus on add essing hese issues and inding unding o
de eloping ac ionable solu ions.

5.4 Speci ic Examples o Ne wo k and Bounda y-C ossing wi hin
Ins i u ions. Se e al case s udies we e de i ed om he ne wo k es ablished du ing

5.4.1 SEFI Special In e es G oup. The SEFI SIG on Enginee ing Educa ion is
pi o al in ad ancing CEE by os e ing a collabo a i e pla o m whe e academics,

inno a i e educa ional s a egies. Regula mee ings and collabo a i e p ojec s
acili a ed by he SIG ha e con ibu ed o de eloping comp ehensi e CEE s anda ds
and encou aged he implemen a ion o hese s anda ds ac oss a ious educa ional
ins i u ions in Eu ope. Thei wo k emphasizes he in eg a ion o eal-wo ld
enginee ing challenges in o academic cu icula, ensu ing ha educa ion is bo h
ele an and esponsi e o indus y needs. The SIG's ini ia i es ha e led o
signi ican ad ancemen s in educa ional p ac ices, demons a ing he powe o
collabo a i e e o s in b idging he gap be ween heo e ical knowledge and p ac ical
applica ion in enginee ing educa ion.
5.4.2 IACEE Council Boa d. In add essing bounda y-c ossing wi hin educa ional
ins i u ions, he In e na ional Associa ion o Con inuing Enginee ing Educa ion
(IACEE) Council Boa d exempli ies e ec i e go e nance and s a egic leade ship in
p omo ing global CEE s anda ds. Th ough i s di e se ep esen a ion o academic
and indus ial leade s, he Council Boa d ac i ely acili a es dialogues and ini ia i es
ha p io i ize in eg a ing inno a i e educa ional p ac ices ac oss con inen s. Thei
wo k unde sco es he impo ance o op-le el endo semen and s a egic di ec ion in
os e ing a cul u e o li elong lea ning wi hin he enginee ing communi y.
5.4.3 Indus y-Academia Collabo a ion. Case s udies om pa ne ships ha ha e
success ully in eg a ed cu ing-edge echnologies like AI and sus ainable p ac ices
in o hei cu icula. These examples illus a e success ul implemen a ions o he
p oposed s a egies and highligh he bene i s o such collabo a ions in e ms o
enhanced lea ning ou comes and mo e aligned educa ional o e ings wi h ma ke
needs. The esul s indica e a clea need o a s uc u ed ye lexible app oach o
CEE ha anscends adi ional bounda ies and inco po a es a b oade ange o
s akeholde s. The indings unde sco e he impo ance o con inuous, con ex -awa e
educa ion ha is accessible o all le els o he enginee ing wo k o ce and is
esponsi e o apid echnological and socie al changes.

5.4.4 Lea ning Communi ies o P ac ice. The collabo a ion among expe s in he
SEFI CEE ne wo k de eloped na u ally, d i en by a sha ed in e es in he opic o
CEE. C ea ed om an open ini ia i e, he sha ing o knowledge and expe iences has
e ol ed in o a egula mee ing poin whe e lea ning and he mo i a ion o del e
deepe in o he CEE subjec se e as he d i ing o ce. A e lec ion among membe s
o his communi y was ha , despi e di e ences in esea ch backg ounds, ins i u ional
s uc u es, and expe ience, e e yone el accep ed, engaged, and e en amused by
he ne wo k. This sense o belonging and sha ed cu iosi y c ea ed a g a i a ional
pull, d awing membe s oge he a ound hei common in e es in CEE. These ac o s
align wi h he heo e ical ounda ions de ailed abo e.
6 DISCUSSION AND CONCLUSIONS
This s udy e eals no only he agmen ed s a e o Con inuing Enginee ing
Educa ion (CEE) in Eu ope bu also he la en capaci y o ans o ma ion h ough
sys emic collabo a ion. Ra he han ei e a ing he indings, his discussion
syn hesizes hei b oade signi icance and conside s how hey can be
ope a ionalized h ough s a egic design and policy ac ion.
The Need o a Sys emic Change. The mapped d i e s and s akeholde dialogues
e eal a landscape whe e p omising ini ia i es o en exis in isola ion. Insigh s om
bo h he boo camp and he ne wo k case s udies sugges ha agmen a ion wi hin
CEE is no me ely s uc u al; i is also concep ual and cul u al. Lea ning ecosys ems
emain ancho ed in discipline-speci ic logics and legacy go e nance s uc u es ha
cons ain expe imen a ion, hinde in eg a ion, and educe ins i u ional agili y. The
gaps iden i ied, pa icula ly in acul y capaci y, pe sonaliza ion, and c oss-bo de
collabo a ion, should no be in e p e ed as sho comings bu as le e age poin s.
