and na u al sys ems o he changing clima e and in-

& Te on, 2022).

na u e-based solu ions (NBS). A ecen s udy es ima -

mi iga ion needed be ween now and 2030 o limi em-
pe a u e inc ease o 2°C (UNFCCC, 2022). Fo exam-
ple, The Fo es aMi p ojec , launched by he Municipal-
i y o Milan, aims o plan h ee million ees by 2030.

To educe he u ban hea island phenomenon, policies
o suppo u ban g eening can encou age g een oo s
and oo ga dens. Roo ga dens help mi iga e clima e
change by sinking ca bon and p o iding coole in e nal
buildings, which equi e less a i icial cooling. They help
a ci y o adap o inc easingly wa m empe a u es and
slow looding du ing hea y ains (Laukkonen, 2009). A
compelling example o how mi iga ion ac ions can sup-
po clima e adap a ion comes om he Ci y o Vien-
na. The G een Social Housing P og amme in eg a es
a o dable housing wi h clima e esilience, ea u ing
ene gy-e icien buildings, dis ic hea ing sys ems, and
equi able u ban planning. This holis ic app oach no
only educes emissions bu also enhances he ci y's ca-
paci y o adap o clima e impac s (S ad Wien, 2019).

The concep s o co-c ea ion and co-design a e con-

design" in 1960s Scandina ia, hese concep s ha e
since expanded in o u ban con ex s, whe e hey a e
used o engage ci izens in shaping public spaces, mobil-
i y sys ems, housing s a egies, and clima e adap a ion
plans.

emission accoun ing. The p ocess was ma ked by close
collabo a ion wi h he Be lin Sena e and a co-c ea i e
app oach in ol ing mul iple s akeholde s. A key success
ac o was he in eg a ion o a ious sena e depa -
men s h ough egula wo king g oups, which ensu ed
alignmen and b oad accep ance o he ou comes. The

- ocuses on de eloping a comp ehensi e s a egy

To apply Clima e P oo ing in Müns e , an o ganiza ion-
al acke was c ea ed o s uc u e exis ing da a, ools,
and guidelines ela ed o clima e ac ion and co-c ea-
ion. These esou ces we e mapped o he ool’s p o-
cess s eps based on hei ele ance o local planning
and implemen a ion. In collabo a ion wi h he ci y’s Cli-
ma e S a Uni , speci ic needs we e iden i ied o shape
he T ansi ion Guideline, which includes:
(i) an o e iew o dis ic de elopmen in Müns e ,
(ii) he ool’s me hodological backg ound,
(iii) a s ep-by-s ep implemen a ion guide, and
(i ) p o iles o key local clima e ac ion esou ces.
Sec ion (iii) o he guideline is he co e implemen a ion

guiding ques ions o each phase o Clima e P oo ing,
co e ing clima e mi iga ion, adap a ion, and co-c ea-

om he documen . The guiding ques ions a e de-
signed o be bo h locally ele an and b oadly applica-
ble, encou aging use s o e lec on exis ing esou ces,
explo e syne gies and ade-o s be ween opics, and

p o iles o key esou ces, including exis ing concep s
and da a ele an o clima e p oo ing in Müns e . Each
p o ile includes an in oduc ion, classi ica ion ega ding
liabili y and implemen a ion, and a b eakdown o how

and highligh s syne gies wi h o he esou ces. This en-
su es local knowledge is e ec i ely u ilized a he han

planned o he upcoming Upscaling Phase. This phase

ac ion. The Clima e Check co e ed a wide ange o
opics, including ene gy consump ion educ ion, e-
newable ene gy in eg a ion, building g eening, and
hea s ess mi iga ion. Based on his assessmen , each
municipali y ecei ed a cus omized oadmap ou lining
p io i y measu es, implemen a ion imelines, cos es i-
ma es, ele an unding p og ammes, and esponsible
s akeholde s.
The Clima e P oo ing me hodology was applied ac oss
all i e p ocess s eps o suppo municipali ies in de-
eloping ailo ed clima e s a egies. The p ocess be-
gan wi h he iden i ica ion o local clima e goals and
spa ial condi ions, o ming he basis o a sha ed ision
in each municipali y. In he e alua ion phase, clima e
isks and emissions ho spo s we e analyzed, and key
ields o ac ion we e p io i ized based on hei po en-
ial impac and easibili y. Building on his, conc e e
and indi idual measu es we e de eloped o each mu-
nicipali y, anging om pho o ol aic ins alla ions on
public buildings o decen alized ainwa e manage-
men and shading s a egies o hea -sensi i e a eas.
Du ing implemen a ion, he municipali ies ecei ed
a ge ed suppo in applying o unding, p epa ing
ende s, and coo dina ing wi h local s akeholde s o
ini ia e he measu es. The p ojec placed a s ong em-
phasis on he ac ual implemen a ion o measu es, en-
su ing ha planning e o s ansla ed in o angible
clima e ac ion on he g ound. The p ojec ollowed
a long- e m pe spec i e by os e ing knowledge ex-
change and in e municipal collabo a ion, ensu ing ha
insigh s and esul s could bene i no only he pa ici-
pa ing municipali ies bu also o he s ac oss he egion.
A key ea u e o he p ojec was i s s ong emphasis
on co-c ea ion and pa icipa ion. In each municipali-
y, wo kshops we e held o engage local s akeholde s,
anging om adminis a ion and u ili ies o esiden s
and ci il socie y g oups. These sessions helped ensu e
ha he p oposed measu es we e con ex -sensi i e,
socially accep ed, and aligned wi h local p io i ies. The
pa icipa o y app oach also os e ed owne ship and
buil capaci y o long- e m clima e ac ion. To suppo
knowledge exchange and scaling, he p ojec included
an in e municipal coo dina ion amewo k, enabling
c oss-lea ning be ween he i e municipali ies and con-
