2. The loca ion o he po
In Poland, inland wa e ways p ima ily se e as egional ou es. In 2021, he o al leng h o he na ional in-
land wa e way ne wo k amoun ed o 3,768 km. This igu e is signi ican , as e idenced by a compa ison wi h
ne wo ks in o he EU coun ies. Only Ge many, Finland, F ance, and he Ne he lands ha e a g ea e ne wo k
leng h. In e ms o he densi y indica o , he e a e 12.1 km o na igable wa e ways pe 1000 km2 in Poland
( he EU-27 a e age is 10.0 km/1000 km2). This obse a ion leads o he conclusion ha condi ions o inland
na iga ion in Poland a e a o able (Bilska, Janik, Niewia owski, 2022; Simionescu e al., 2021a).
Go zów Wielkopolski s ands ou as an a ac i e loca ion o a mode n i e po . Si ua ed jus 53 km om he
Ge man bo de , i is a me e 135 km away om Be lin and he po en ial cus ome base. The ci y’s p oximi y o
majo Polish u ban cen e s u he enhances i s appeal, wi h Poznań a 165 km, Szczecin a 111 km, and Zielona
Gó a a 113 km. “The ci y’s s a egic loca ion nea he wes e n bo de o he coun y posi ions i as a c ucial
hub o communica ion and ansi . Addi ionally, he a o able condi ions o inland na iga ion con ibu e o
i s po en ial o de elopmen in his sec o ” (Wiju a, Lich a ski, Piechówka, 2007).
The agglome a ion is si ua ed on se en hills, ea u ing wo le els o Holocene e aces ha include nume ous
p ese ed oxbow lakes. The pa o he ci y on he igh bank is cha ac e ized by signi ican undula ions, wi h
ele a ions anging om 23.0 o 82.0 me e s abo e sea le el. The le -bank, lowland pa has an a e age ele a-
ion o 19 me e s abo e sea le el and encompasses a la lood e ace in e sec ed by he Ulga Canal (Rek eacja
i zieleń, 2009).
Go zów Wielkopolski is loca ed on he edge o he Vis ula P ime al Valley in he Sou h Bal ic Lakeland egion,
a geog aphic a ea se e al imes la ge han Masu ia. The ci y is si ua ed a he con luence o he No eć and
Wa a i e s and can play a ole in p omo ing he Sou h Bal ic Lakelands and he MDW W70 wa e way. This
egion is cha ac e ized by a speci ic mild clima e o he Sou h Bal ic, wi h an abundance o p is ine lakes, i -
e s, and o es s (Kond acki, 2002; Simionescu e al., 2021b).

he expansion o inland wa e way ne wo ks will enhance bila e al, egional, and global anspo and logis ics
capabili ies. I will also inc ease he po en ial o mili a y mobili y (S a egia Bezpieczeńs wa Na odowego RP,
2020).
The da a om 2018 conce ning inland na iga ion in Poland indica e ha a o al o 81,683 lockages we e pe -
o med, including 15,981 o passenge ships and 43,299 o ou is essels. The ollowing yea , his igu e
dec eased o 69,402 lockages (including 19,686 o passenge ships and 42,122 o ou is uni s). In 2020 and
2021, he numbe o i e ou is s expe ienced a signi ican inc ease, wi h 61,637 and 59,248 lockages o
boa s and ou is yach s, espec i ely. This op imis ic end was somewha dis up ed by he ac ha he yea
2020 b ough he COVID-19 pandemic, leading o he implemen a ion o nume ous es ic ions and limi a ions.
Somewha unexpec edly, his si ua ion in ensi ied in e es in small wa e c a , mainly used o ec ea ion, ou -
ism, and spo s (Raggad, 2018; Pesa an, 2021, p. 13–50).
The ODW E-30 (Ode Wa e Rou e E-30), connec ed o E-70, ea u es nume ous po s and ma inas adap ed o
small wa e c a ecep ion. Thei concen a ion occu s in sec ions ha do no align wi h he s a e bo de due o
he neu ali y o bo de wa e s. In ecen yea s, he e has been a e e sal o his nega i e end, la gely a ib-
u ed o e ec i e egional coope a ion and c oss-bo de policies. This in ol es collabo a ion among Ode i e
municipali ies, as seen in he implemen a ion o p ojec s like “Od a dla u ys ów 2014” (Ode o Tou is s): “i s

inland na iga ion,” which en ails es ablishing condi ions o building a ne wo k o s opping places o wa e -
way use s. The densi y o hese s opping places is one o he condi ions o mo e e icien use o wa e ways as
communica ion ou es con ibu ing o economic, social, and en i onmen al goals. The p og am ad oca es o
equipping s opping places o boa s wi h was e managemen sys ems, sewage in as uc u e, isual moni o ing,
app op ia e signage, slipways o launching, as well as solu ions enabling access o clean wa e , elec ici y,
and uel dis ibu ion poin s. P oximi y o a public oad will also be c ucial o he loca ion o s opping places
(Jakubowska, Rabe, 2022; Ba ley, Sacke , Cla ke, 2004, p. 501–506; Vennemo, 2023).
The consequence o such ac ions will be an inc ease in he a ac i eness o inland na iga ion and he achie e-
men o economic and p omo ional bene i s by en i ies managing he wa e way, poin in as uc u e along his
ou e, and by local go e nmen uni s loca ed wi hin he impac zone o he wa e ou e. Suppo o he expan-
sion o he ne wo k o i e po s, quays, and ma inas is explici ly included as a sub- ask among he miles ones
lis ed in he Na ional Na iga ion P og am un il 2030 (K ajowy P og am Żeglugowy 2030, 2023, p.51-52).

as issuing and ansmi ing documen s, mic o-paymen s, se lemen s o he use o hyd o echnical de ices,
and o he aspec s o se ice o bo h businesses and indi iduals (K ajowy P og am Żeglugowy 2030, 2023,
p.53-54).

Eu opean Pa liamen emphasizes, “... ha he po en ial o inland wa e ways o ec ea ional na iga ion and o he
wa e -based ac i i ies should con inue o be analyzed. This would s imula e economic g ow h, p o ide new em-
ploymen oppo uni ies, and boos ou ism in he espec i e egions” (EP 2021/2015(INI), P9_TA(2021)0367,
2021). This leads o he conclusion ha i is impo an and necessa y o suppo all ini ia i es o local admin-
is a ion, local go e nmen , social o ganiza ions, and p i a e in es o s ha con ibu e o he de elopmen o
ou is wa e s in Poland. This includes, in pa icula , he cons uc ion and eno a ion o ma inas, po s, wa e
lee s, as well as he s imula ion o all ela ed se ices (Cze ny, 2013; Nwaogbe, E hiji wo, Mi acle, 2023).

allow eaching 30,000 kWh; when ans e ing ene gy o he powe plan , he ecei ed ene gy will be abou 0.7

be addi ionally equipped wi h h ee-phase socke s.
The cons uc ion o a compac ans o me s a ion is planned, housed in a conc e e enclosu e wi h ex e nal se -
ice and a ans o me wi h a maximum powe o 630 kVA. The ene gy s o age will ha e a powe o 500 kW,
equipped wi h NMC ba e ies and AC/DC con e e s, allowing he con e sion o DC om PV o AC.
The de ices designed in he po will be cha ac e ized by inc eased esis ance o wea he condi ions. Those
equi ing a powe sou ce will be selec ed o du abili y a low and high empe a u es and high humidi y. The
ba e ies will be p o ec ed o ensu e empe a u e luc ua ions do no limi hei li espan. The enclosu es o hese
de ices will be made o s ainless s eel o sui able plas ics. Special hea ing cables will be used in he dis ibu ion
poles o p o ec he wa e ins alla ion. In he p ocess o designing de ices and in as uc u e, emphasis should
be placed on mul i unc ionali y, easy econ igu abili y, mobili y, and he abili y o expand acili ies.
