Design win e /summe empe a u es a e ex ensi ely used in he design and
cons uc ion o he buil en i onmen . The calcula ion o hese alues a e
s anda dised in ISO 15927-5:2004(E) and 15927-2:2009(E). Some oubling
pa s wi h hese s anda ds will be highligh ed in chap e 1.1 and 1.2. The
ollowing chap e s will p esen an al e na e me hod o calcula e obus alues
and p o ide a b oade se o in o ma ion.
1.1 Design win e empe a u e
1.1.1 The challenge o an unclea de ini ion
The cu en de ini ion o Design win e empe a u e in ISO 15927-5:2004(E) is:
“The n-day mean design empe a u e, θ*nd , is calcula ed as he n-day mean ai empe a u e,
whe e n is one, wo, h ee o ou , ha ing an a e age e u n pe iod o 1 yea (e.g. occu ing on
a e age 20 imes in 20 yea s). The n-day mean ai empe a u e on which i is based may be
calcula ed, o e e y combina ion o n successi e days, in one o se e al ways, depending on
he da a a ailable.”

1.1.2 The challenge o spa ial esolu ion and sho pe iods o measu emen s
The cu en calcula ions a e based on in si u measu emen s a he si e o obse a ions. A si es
wi h good con inuous obse a ions o he pe iod used o calcula e design alues, his is a good
app oach. The challenge wi h his app oach o a majo pa o No wegian municipali ies is he
lack o a s able e e ence nea he cen e o he municipali y. Thei challenge is composed o
wo no exclusi e p oblems: No ele an s a ion and s a ions wi h sho o b oken imese ies. In
igu e 1, he daily mean empe a u es o T ondheim-Voll (pu ple) and Væ nes (blue) a e shown.
The e a e wo poin s wo h a en ion: The eco ds a T ondheim – Voll s a in 1996, and
Væ nes, which is geog aphically he closes obse a ion si e, is sligh ly colde in win e .

pe iod, 1991-2020, one needs o ei he me ge he T ondheim se ies wi h he Væ nes se ies o

yea s o e lap, he ask o me ging and/o adjus ing is manageable, a o he si es i can be less
o una e.
1.2 Design summe empe a u e
1.2.1 The challenge o spa ial esolu ion and choice o e e ence pe iod
As poin ed ou o design win e empe a u e he e is a challenge in he empo al esolu ion. The
de ini ion s a es ha a s a ion mus ha e “a leas 10 yea s o hou ly da a”, howe e , he e a e
se e al s a ions ha don' ha e a comple e eco d o 10 yea s o hou ly da a. Good
clima ological p ac ice would be, i possible, o use 30 yea s o da a o a oid annual and
decadal a ia ions.
1.2.2 The challenge o he de ini ion
In ISO 15927-2:2009(E) chap e 4 and 5 con ains de ini ions on he cons uc ion. The design
e e ence empe a u e in ques ion is de ined in 5:
“Fo all he hou ly da a in he da a se , calcula e he d y-bulb empe a u e exceeded on 1 %, 2
% and 5 % o occasions. These a e θ99%, θ98% and θ95%”.

Oslo - Blinde n. The a e age o he no mal pe iod, 1991-2020, is θ99% = 25,0 °C, θ98% = 23,2 °C,
θ95% = 20,3 °C, 50H = 26,3 °C.

The use o hou ly da a o he cu en no mal pe iod is a challenge since mos s a ions, as
men ioned abo e, do no ha e 30 yea s o hou ly da a. This challenge may be o e come by
di e en app oaches.
● One may in e pola e less equen da a o hou ly da a by in oducing ce ain
assump ions, e.g., minimum empe a u e e lec s ea ly mo ning empe a u e, and
maximum empe a u e is eco ded in he a e noon. This kind o in e pola ion may
amend he p oblem i he e a e obse a ions a a ele an si e.
● As s a ed abo e many municipali ies do no ha e a homogeneous ele an se ies o
obse a ions. Fo he municipali ies wi hou ele an obse a ions, one would need o
adjus nea by obse a ions o i he si e, hus equi ing me hods o spa ial in e pola ion
in addi ion o empo al in e pola ion.
As men ioned abo e, he de ini ion does con ain “a leas 10 yea s o hou ly da a”. Figu e 3
shows he θ99% based on a ious 10-yea pe iods (solid ed lines) and 30 yea s (do ed line).
θ99% based on he 10-yea e e ence pe iod show a a ia ion om 24,3 °C (2008 -2017) o 25,3
°C (2011 – 2020), while θ99% based on he no mal pe iod (1991 – 2020) is 25,0 °C and s able.

Dimensioning o cooling and hea ing o houses a e dependen on mo e da a han jus one alue

4.2 Clea day hypo hesis and adia ion
The he mal esponse and p ope ies o he buildings a e a ec ed by sola adia ion, hus he
knowledge o cloudiness and sola adia ion is e y ele an . Un o una ely he measu emen s
o adia ion a e se e ely limi ed in No way. One assump ion o be explo ed is whe he he
coldes and wa mes days coincide wi h clea days. Figu e 12 explo es he connec ion on a
mon hly basis. This plo is a he complex and has h ee lines o each mon h. The uppe line,
ma ked wi h iangles, indica es days which we e classi ied as “Fai -Wea he -days”, while he
lowe , ma ked wi h squa es, is o o e cas days. The middle line, wi h ci cles, is nei he . The
classi ica ion is based on cloud obse a ions in oc a h ee imes a day. Fai wea he equi es a
sum o 9 o less and no obse a ion abo e 4, while o e cas is a sum o 20 and mo e.
