INTRODUCTION

go e nance models (E zkowi z & Leydesdo , 2000; Gue e o e al., 2021).
In Uzbekis an, he apid mode niza ion o highe educa ion is a co ne s one o he na ional S a egy o Inno a i e
De elopmen (2019–2030), which p io i izes inno a ion-based economic g ow h and he c ea ion o a knowledge socie y.
The go e nmen has ini ia ed comp ehensi e e o ms o s eng hen ins i u ional au onomy, imp o e quali y assu ance
mechanisms, and os e inno a ion-led managemen p ac ices. Howe e , despi e hese e o ms, many highe educa ion
ins i u ions (HEIs) in Uzbekis an s ill s uggle o implemen inno a ion-o ien ed leade ship and en ep eneu ial s a egies
e ec i ely. The gap be ween policy goals and ins i u ional p ac ice emains signi ican , la gely due o bu eauc a ic
igidi y, insu icien leade ship aining, and limi ed access o inno a ion esou ces.
Abs ac
The mode niza ion o highe educa ion in Uzbekis an equi es academic leade s o adop inno a i e and
en ep eneu ial app oaches o go e nance. This s udy in es iga es he ole o inno a ion-o ien ed leade ship in
enhancing ins i u ional e iciency and en ep eneu ial capaci y ac oss Uzbekis an’s highe educa ion sys em. The
esea ch was conduc ed using a mixed-me hods design, combining su ey analysis (N=120 esponden s) and semi-
s uc u ed in e iews (n=20) wi h uni e si y adminis a o s. The esul s demons a e a s ong co ela ion be ween
leade ship au onomy, inno a ion p ac ices, and o ganiza ional pe o mance (R² = 0.71). The s udy de elops a
concep ual model linking inno a i e leade ship, en ep eneu ial s a egy, and ins i u ional e ec i eness.
Reg ession analysis con i ms ha uni e si ies wi h highe inno a ion-o ien ed go e nance exhibi a 23% highe
pe o mance index compa ed o adminis a i ely managed ins i u ions. Majo ba ie s iden i ied include
bu eauc a ic igidi y, insu icien digi al li e acy, and weak ins i u ional incen i e sys ems. The esea ch

and he abili y o p omo e en ep eneu ial cul u e—is ecognized as a c i ical de e minan o ins i u ional compe i i eness
and sus ainabili y. In ansi ion economies such as Uzbekis an, whe e uni e si ies ope a e in dynamic and o en uns able
en i onmen s, inno a ion-o ien ed leade ship plays a decisi e ole in ensu ing ha ins i u ions adap o digi al
ans o ma ion, global compe i ion, and knowledge-based economic demands.
Howe e , he empi ical unde s anding o how inno a i e leade ship in luences en ep eneu ship and pe o mance in
Uzbekis an’s highe educa ion sys em emains limi ed. The e is a clea need o explo e how uni e si y leade s
concep ualize, implemen , and sus ain inno a ion-d i en ini ia i es wi hin local ins i u ional and cul u al con ex s. This
s udy add esses his esea ch gap by examining he mechanisms h ough which academic leade s in Uzbekis an p omo e
inno a ion and en ep eneu ship, and by iden i ying s a egic ac o s ha enhance hei e ec i eness.
Resea ch Hypo hesis. I is hypo hesized ha he e iciency and compe i i eness o highe educa ion ins i u ions in
Uzbekis an can be signi ican ly imp o ed h ough inno a ion-o ien ed leade ship p ac ices ha os e en ep eneu ial
cul u e, s a egic lexibili y, and ins i u ional au onomy.
Resea ch Goal. To analyze and p opose an e idence-based model o p omo ing inno a ion and en ep eneu ship in
academic leade ship wi hin Uzbekis an’s highe educa ion ins i u ions.

LITERATURE REVIEW
Inno a ion and en ep eneu ship ha e become co e concep s in he go e nance o highe educa ion ins i u ions (HEIs). In
he global con ex , uni e si ies a e inc easingly expec ed o ope a e as dynamic, sel -sus aining en i ies capable o
p oducing new knowledge and d i ing socio-economic inno a ion (E zkowi z & Leydesdo , 2000; Gue e o e al.,
2021). Academic leade ship hus plays a decisi e ole in ins i u ional ans o ma ion—se ing as bo h a s a egic ca alys
and a manage ial amewo k o de eloping inno a i e and en ep eneu ial ecosys ems (Cla k, 1998; Gumpo , 2000).
The a ionale o selec ing his opic lies in he g owing ecogni ion ha leade ship models in highe educa ion mus
e ol e om adminis a i e managemen owa d en ep eneu ial and inno a ion-d i en pa adigms (Jones e al., 2018;
Kalimullin, 2019). In Uzbekis an, whe e highe educa ion e o ms a e accele a ing unde he S a egy o Inno a i e
De elopmen (2019–2030), his ansi ion is pa icula ly i al o s eng hening ins i u ional compe i i eness and aligning
na ional educa ion wi h global s anda ds.
Ea ly s udies on en ep eneu ial uni e si ies (Cla k, 1998) in oduced he concep o he “en ep eneu ial uni e si y”,
emphasizing leade ship’s abili y o in eg a e eaching, esea ch, and inno a ion. E zkowi z and Leydesdo (2000)
expanded his h ough he T iple Helix Model, desc ibing how uni e si y–indus y–go e nmen collabo a ion os e s
inno a ion ecosys ems.
Subsequen wo ks (Gibb, 2012; Ki by, 2006) u he concep ualized en ep eneu ial leade ship as a p ocess o cul i a ing
o ganiza ional cul u e, c ea i i y, and esponsi eness. Jones e al. (2018) ound ha leade ship s a egies emphasizing
inno a ion signi ican ly inc eased ins i u ional pe o mance and s a engagemen .
In con as , adi ional adminis a i e leade ship models we e c i icized o hei igidi y and lack o adap abili y
(Middlehu s , 2010). This led o new amewo ks highligh ing ans o ma ional, pa icipa o y, and inno a ion-cen e ed
leade ship (No house, 2019; Bolden e al., 2020).

Digi al ans o ma ion has also become a cen al componen o inno a ion leade ship. Zawacki-Rich e (2020) ound ha
digi al leade ship co ela es posi i ely wi h inno a ion capaci y and o ganiza ional lea ning. S udies in Finland (S en all
& Lai inen, 2021) and Singapo e (Lim e al., 2023) e ealed ha leade ship aining in inno a ion managemen di ec ly
imp o es eaching quali y and esea ch p oduc i i y.
In he pos -So ie space, inno a ion-o ien ed go e nance emains a an ea ly s age o de elopmen . Resea ch by
Kalimullin (2019) and Sku a o (2020) demons a ed ha leade ship models in Cen al Asian uni e si ies a e s ill la gely
bu eauc a ic and cen alized. Howe e , na ional inno a ion policies a e c ea ing oppo uni ies o ans o ma ion.
In Russia, o example, Shi oko a e al. (2020) highligh ed how leade ship au onomy enhanced en ep eneu ial ac i i y
among acul y. Simila ly, in Kazakhs an and Ky gyzs an, uni e si y e o ms in eg a ing inno a ion aining ha e led o
measu able inc eases in applied esea ch ou pu (Baimeno , 2022).
Fo Uzbekis an, s udies by Abdu akhmono (2023), Ka imo & Djalilo a (2024), and Kholikulo (2024) no e ha while
inno a ion ini ia i es a e expanding, leade ship compe ency and ins i u ional independence emain limi ed. Mos HEIs
con inue o ely on adi ional adminis a i e p ac ices, wi h insu icien s a egic planning o en ep eneu ial
de elopmen .
Me hodologically, s udies on inno a i e leade ship employ mixed app oaches combining su eys, in e iews, and
eg ession modeling (Gue e o e al., 2021; O’Reilly & Binns, 2019). Quan i a i e me hods domina e empi ical analyses,
ocusing on ela ionships be ween leade ship p ac ices, inno a ion indices, and ins i u ional pe o mance. Quali a i e
app oaches, such as case s udies (Leih & Teece, 2016), p o ide nuanced insigh s in o o ganiza ional cul u e and
ans o ma ion p ocesses.
In Uzbekis an, ew empi ical s udies ha e applied such igo ous mixed-me hods amewo ks. Mos ely on desc ip i e o
no ma i e analysis, lacking s a is ical es ing o causal modeling. The e o e, his s udy seeks o ill ha me hodological
gap by de eloping a concep ual and empi ical model o examine how academic leade ship p omo es inno a ion and
en ep eneu ship.
The e iewed li e a u e con i ms ha inno a i e and en ep eneu ial leade ship is a key de e minan o ins i u ional
e ec i eness and adap abili y in highe educa ion. Theo e ical and empi ical wo ks highligh ha inno a ion-o ien ed
go e nance enhances esea ch p oduc i i y, uni e si y–indus y collabo a ion, and socie al impac . Howe e , signi ican
esea ch gaps pe sis ega ding: he empi ical assessmen o inno a ion leade ship in ansi ional economies; he
de elopmen o measu able models linking leade ship o en ep eneu ship ou comes; he speci ic challenges aced by
uni e si y leade s in implemen ing inno a ion wi hin cen alized managemen sys ems.
Thus, his s udy builds upon he exis ing li e a u e by p oposing a concep ual model ha explains how inno a ion-
o ien ed leade ship in luences ins i u ional pe o mance wi hin Uzbekis an’s highe educa ion sys em. I also in oduces
empi ical es ing o alida e hese ela ionships and gene a e e idence-based policy ecommenda ions.
MATERIALS AND METHODS
This s udy adop s a mixed-me hods design ha combines bo h quan i a i e and quali a i e app oaches o ensu e
comp ehensi e unde s anding o he ole o inno a ion and en ep eneu ship in academic leade ship. Quan i a i e da a
we e collec ed h ough s uc u ed su eys o measu e he ela ionships be ween leade ship s yle, inno a ion ac i i y, and
ins i u ional pe o mance. Quali a i e da a we e ob ained om semi-s uc u ed in e iews wi h uni e si y adminis a o s
o explo e con ex ual and beha io al aspec s o leade ship.
The mixed design allows iangula ion and alida ion o esul s, ensu ing ha s a is ical indings a e complemen ed by
in-dep h quali a i e in e p e a ions. This me hodological plu alism s eng hens in e nal and ex e nal alidi y and aligns
wi h in e na ional s anda ds o educa ional managemen esea ch (C eswell & Plano Cla k, 2018).
The sample consis ed o 15 highe educa ion ins i u ions (HEIs) ac oss Uzbekis an, including: 5 na ional uni e si ies, 5
egional uni e si ies, and 5 p i a e uni e si ies. A o al o 120 esponden s pa icipa ed in he su ey ( ec o s, ice-
ec o s, deans, and depa men heads), and 20 pa icipan s we e in ol ed in he in-dep h in e iews. The ins i u ions we e
selec ed based on di e si y in owne ship, geog aphical ep esen a ion, and engagemen in inno a ion-o ien ed p ojec s.

RESULTS
A o al o 120 alid esponses we e analyzed (40 om na ional uni e si ies, 45 om egional uni e si ies, and 35 om
p i a e ins i u ions). The demog aphic s uc u e o esponden s included 62% male and 38% emale pa icipan s, wi h an
a e age leade ship expe ience o 9.4 yea s (SD = 3.1). The desc ip i e s a is ics o key a iables a e p esen ed in Table 3.

DISCUSSION
This s udy explo ed how inno a ion-o ien ed leade ship in luences en ep eneu ial cul u e and ins i u ional pe o mance
wi hin Uzbekis an’s highe educa ion ins i u ions. The indings con i m he p oposed concep ual model and alida e he
esea ch hypo hesis.
The eg ession analysis e ealed ha inno a ion-o ien ed leade ship and en ep eneu ial cul u e join ly accoun o 71%
o he a iance in ins i u ional pe o mance, demons a ing a obus and s a is ically signi ican ela ionship.
These indings a e consis en wi h he T iple Helix model (E zkowi z & Leydesdo , 2000) and Cla k’s (1998)
En ep eneu ial Uni e si y amewo k, bo h emphasizing leade ship’s ca aly ic ole in inno a ion. Simila pa e ns ha e
been obse ed globally: Gue e o e al. (2021) ound ha inno a ion-o ien ed leade ship inc eased ins i u ional esilience,
while Wang & Ahmed (2022) con i med ha en ep eneu ial cul u e media es he ela ionship be ween leade ship and
pe o mance.
In Uzbekis an’s case, howe e , s uc u al and cul u al ba ie s—such as igid bu eauc a ic sys ems, low digi al eadiness,
and insu icien leade ship au onomy— emain signi ican challenges. These cons ain s slow he p ac ical
implemen a ion o inno a ion s a egies despi e a o able policy condi ions.

CONCLUSION
The s udy aimed o examine how inno a ion-o ien ed academic leade ship con ibu es o p omo ing en ep eneu ship and
imp o ing ins i u ional pe o mance in Uzbekis an’s highe educa ion sys em. Empi ical esul s con i m he hypo hesis
ha inno a i e leade ship posi i ely a ec s ins i u ional pe o mance, bo h di ec ly and indi ec ly, h ough
en ep eneu ial cul u e.
