Empi ical s udies in Maldi ian educa ion and public adminis a ion e eal ha leade ship e ec i eness is cons ained by limi ed
collabo a ion and igid communica ion s uc u es (Ismail, 2022; Waheeda, 2024). Cen alized decision-making and en enched
hie a chies o en supp ess pa icipa o y dialogue, c ea ing a disconnec be ween leade ship ision and o ganiza ional p ac ice. The
absence o s uc u ed acili a i e p ocesses u he con ibu es o agmen ed coo dina ion and low eadiness o e o m ini ia i es.
