and imp o ing people’s li elihoods, and c ea ing new eco-
nomic g ow h d i e s. In ecen yea s, he apid de elop-
men o he spo s compe i ion pe o mance indus y in
he Chengdu-Chongqing egion has become an impo an
o ce o economic g ow h. Howe e , he e is s ill a la ge
gap compa ed wi h de eloped coun ies. The e o e, how o
p omo e high-quali y de elopmen o he spo s compe i-
ion pe o mance indus y has become a ho opic in he
indus y and academia.
The Chengdu-Chongqing egion e e s o he egion
be ween Chengdu and Chongqing in Sichuan P o ince,
including 15 ci ies in Sichuan P o ince such as Chengdu,
Mianyang, Deyang, Meishan, Leshan, Ya’an, Ziyang, Neijiang,
Zigong, Yibin, Luzhou, Suining, Nanchong, Guang’an, and
Dazhou, as well as dis ic s and coun ies in he Chongqing
me opoli an a ea, such as Fuling, Jiangjin, Hechuan,
Yongchuan, Tongnan, Tongliang, Dazu, Rongchang, and
Bishan. The egion co e s an a ea o abou 200,000 km
2
and has a popula ion o 87.24 million, accoun ing o 6.6%
and 35% o he sou hwes e n egion o China, espec i ely.
The egion is he mos de eloped a ea in wes e n China and
one o he impo an u ban bel s in China. Wi h he imple-
men a ion o a se ies o na ional policies and plans such as
he “Wes e n De elopmen ,”“Chengdu-Chongqing Economic
Zone Regional Plan,”“Chengdu-Chongqing U ban Clus e

The spo s compe i ion pe o mance indus y o igina ed

long medie al pe iod, and finally became an impo an cul-
u al phenomenon in con empo a y socie y wi h he ise o
Wes e n indus ial ci iliza ion. Wes e n schola s’ esea ch
on spo s e en s mainly ocuses on he demog aphic cha -
ac e is ics o audiences, he mo i es and demands o
wa ching he games, he cogni i e and consump ion aspec s
o spo s p oduc s, and he causal pa h ela ionships
be ween mul iple a iables. The esul s p esen ich and
h ee-dimensional esea ch pe spec i es, empi ical esea ch
pa adigms, and di e se esea ch me hods (Luo, 2019). Fo -
eign esea ch on pe o mance e alua ion mainly discusses
diffe en e alua ion me hods o e alua e he pe o mance
o diffe en en e p ises o pe sonnel. Some schola s ha e
used Analy ic hie a chy p ocess and eigen alue calcula-
ion by ma hema ical p og amming o e alua e eache
pe o mance, he eby making he au ho i ies awa e o
he quali y and quan i y o ac i i ies accep able o he
o ganiza ion. I also c ea es a ounda ion o empowe ing
human esou ces and educing dissa is ac ion and com-
plain s (Mo a aghpou , 2019). Some schola s ha e es ab-
lished a pe o mance e alua ion model o digi al game
indus y by combining Analy ic hie a chy p ocess and
Balanced sco e ca d (Mo adi e al., 2018). Some schola s
p oposed ha enhanced pe o mance e alua ion h ough
Neu osophic Da a En elopmen Analysis (DEA) le e -
aging pen agonal neu osophic numbe s, and he p ac ic-
abili y and effec i eness o he p oposed me hod a e
e ified by nume ical examples (Mohan a & To agay, 2023).
Some schola s use Fuzzy-DEA o s udy he pe o mance
e alua ion o human capi al managemen o ganiza ion
h ough cases (Ta akoli e al., 2017). Some schola s use
Sma PLS3 so wa e o conduc s uc u al equa ion mod-
eling o es he impac o inno a ion and s a egic planning
on o ganiza ional pe o mance, and belie e ha bo h inno-
a ion and s a egic planning ha e a posi i e impac on
o ganiza ional pe o mance (Osin se & Khalilian, 2023). I
can be seen ha o eign esea ch on pe o mance e alua-
ion mainly ocuses on he combina ion o mul iple esea ch
me hods and empi ical esea ch. In China, expe s and scho-
la s s a ed o esea ch he spo s compe i ion pe o mance
indus y ela i ely la e. F om he ea ly 1990s o he p esen ,
he esea ch on he spo s compe i ion pe o mance indus y
has mainly ocused on he spo s compe i ion and pe o -
mance ma ke , ea ing he spo s compe i ion pe o mance
indus y as an indus y ha p oduces spo s and compe i ion
pe o mance p oduc s (Liu & Zhang, 1999). In Decembe 2018,
he Gene al Office o he S a e Council o China issued he
“Guiding Opinions on Accele a ing he De elopmen o Spo s
Pe o mance Indus y,”which poin ed ou he di ec ion o
he apid de elopmen o China’s spo s compe i ion pe o -
mance indus y. Cu en ly, he e a e ew esea ch esul s on
he high-quali y de elopmen o he spo s compe i ion pe -
o mance indus y, and only a ew schola s ha e s udied he
heo e ical conno a ions and p ospec s o high-quali y de el-
opmen om he pe spec i e o u ban benefi s (He & Xu,
2020). I can be seen ha esea ch on he high-quali y de el-
opmen o he spo s compe i ion pe o mance indus y is
s ill in i s ea ly s ages. Howe e , due o he in e en ion o
na ional policies and he ma u i y o he spo s compe i ion
pe o mance indus y, mo e and mo e esea ch esul s on
his opic a e expec ed o eme ge in he u u e. I can be
said ha he Chengdu-Chongqing egion is a he o e on
o esea ch and p ac ice in he high-quali y de elopmen o
he spo s compe i ion pe o mance indus y. As ea ly as
2016, Chengdu p oposed o build i sel in o a wo ld- enowned
spo s e en s ci y and an in e na ional spo s indus y cen e
ci y by 2025. In la e 2018, he “Tian u In e na ional Spo s
E en s Resea ch Cen e ”was es ablished, which is commi ed
o esea ch in wo aspec s: In e na ional spo s e en in o-
duc ion and e alua ion, and la ge-scale spo s e en openness
and dissemina ion. Al hough he Chengdu-Chongqing egion is
a he o e on o inno a i e de elopmen in he spo s com-
pe i ion pe o mance indus y, i should also be no ed ha
he e a e s ill some challenges in his indus y. Fo example,
he ma ke iza ion le el is no high, egional de elopmen is
imbalanced, he e is a se e e sho age o high-end alen ,
he ecological de elopmen o he ups eam and downs eam
o he indus ial chain is no pe ec , and he e is a p ominen
homogenous compe i ion in he egional spo s indus y
chain. To add ess hese challenges and accele a e he

Nowadays, wi h he inc easing demand o people, al hough
he exis ing spo s compe i ion pe o mance indus y gene a es
high income, he e is always a loss. So, he spo s compe i ion
pe o mance indus y needs a sui able pe o mance e alua ion
sys em. Cu en ly, bo h domes ically and in e na ionally, he
applica ion o pe o mance e alua ion heo y in he de elop-
men o spo s compe i ion pe o mance indus y is s ill in i s
p elimina y s age. The esea ch is limi ed o a single field o
discipline, lacking comp ehensi eness and syne gy. A he same
ime, he e a e also many diffe ences in unde s anding and
applica ion o he pe o mance e alua ion heo y in diffe en
esea ch fields. The e o e, his esea ch will combine he ac ual
si ua ion o he spo s compe i ion pe o mance indus y in he
Chengdu-Chongqing egion, d aw on domes ic and o eign
esea ch esul s, and cons uc an applica ion model and index
sys em o pe o mance e alua ion heo y in his indus y. The
goal is o p o ide mo e comp ehensi e and sys ema ic esea ch
suppo o he high-quali y de elopmen o his indus y. This
s udy aims o explo e he ele an issues o high-quali y de el-
opmen o he spo s compe i ion pe o mance indus y in he
Chengdu-Chongqing egion based on he pe o mance e a-
lua ion heo y, p o iding heo e ical suppo and p ac ical
guidance o he high-quali y de elopmen o he spo s compe-
i ion pe o mance indus y in he egion, and making a posi i e
con ibu ion o he sus ainable de elopmen o his indus y.
2 Me hods
2.1 Resea ch Ques ions and Hypo heses
This s udy will add ess h ee main esea ch ques ions:

Chongqing egion? How can we e alua e he de elopmen
le el and quali y o he spo s compe i ion pe o mance

p omo e he high-quali y de elopmen o he spo s com-
pe i ion pe o mance indus y in he egion, and p opose
de elopmen ideas and pa hs? The hypo hesis o his

mance e alua ion me hod based on pe o mance e alua ion
heo y, i can p omo e he high-quali y de elopmen o he

2.2 Resea ch Design

da a. One me hod is a ques ionnai e su ey. A a ge ed
ques ionnai e su ey will be designed o ob ain he opi-
nions and iews o he esponden s on he spo s compe i-
ion pe o mance indus y in a ea, h ough ace- o- ace o
online me hods. The second me hod is field obse a ion
and in-dep h in e iews. Th ough field obse a ion and in-
dep h in e iews, he expe iences, insigh s, and p oblems o
he pa icipan s in he spo s compe i ion pe o mance
indus y in a ea will be ob ained. The hi d me hod is docu-
men analysis. Rele an documen s and ma e ials, such as
policy documen s and s a is ical da a, will be collec ed,
so ed, and analyzed o p o ide backg ound and in o ma-
ion suppo o he esea ch. One o mo e o he abo e
me hods can be used o collec and analyze da a depending
on he esea ch ques ions and hypo heses. Du ing he da a
collec ion and analysis p ocess, i is necessa y o p o ec he
confiden iali y and p i acy o he da a, as well as ensu e he
accu acy and eliabili y o he da a.
2.3 Sample Selec ion
Sample selec ion is one o he impo an s eps in esea ch.
In he s udy o high-quali y de elopmen o spo s compe i-
ions and pe o mances indus y in he Chengdu-Chongqing
egion, we conside sample selec ion om he ollowing
aspec s: fi s , selec ing a o al o 70 people, including espon-
sible pe sons o local spo s compe i ion and pe o mance-
ela ed ins i u ions, p o essional p ac i ione s in he indus y,
ele an go e nmen officials, cul u al media pe sonnel, e c.,
o ob ain hei iews and sugges ions on he high-quali y
de elopmen o he indus y. Second, selec ing local ci izens,
s uden s, and o he g oups, using me hods such as ques ion-
nai e su eys o ob ain hei unde s anding, pa icipa ion,
expec a ions, and o he in o ma ion abou he spo s compe-
i ions and pe o mance indus y in he egion, in o de o
help us be e unde s and public needs and a i udes. Thi d,
o specific hemes o issues, specific sample g oups a e
selec ed o in-dep h in e iews o field esea ch o ob ain
mo e de ailed and in-dep h in o ma ion and insigh s. When

magazines, and o he channels. In e ms o da a p ocessing,
we use he ollowing me hods (Deng & Xiang, 2016): fi s , we
o ganize he collec ed da a, and emo e ou lie s and dupli-
ca e da a; second, we use desc ip i e s a is ics o analyze he
da a ma e ials, p o ide basic s a is ical desc ip ions and
isual displays o he da a; hi d, we use SWOT analysis o
e alua e he de elopmen oppo uni ies and challenges in
he spo s compe i ion pe o mance indus y in he egion.
