local businesses (Kim 1999). These na ional mul iuni businesses de eloped new p oduc s
like ma ga ine, d essed bee , and canned oods ha we e sold o consume s along wi h long-
s anding, locally-p oduced goods like bu e , locally-slaugh e ed mea s, and esh ui s and
ege ables (Susan S asse 1989; James Young 1989). Meanwhile, he eme gence o chain
s o es and he ise o na ional newspape s and magazines changed he ways ha goods and
se ices we e ma ke ed o households (Kim 2001; God ey Lebha 1963; Daniel Pope 1983).
Ame ican go e nmen also expe ienced a quali a i e shi in he la e 1800s (S ephen
Skow onek 1982). Du ing he an ebellum pe iod, go e nmen in Ame ica was small and highly
decen alized. Regula ion o economic ac i i y was minimal and le p ima ily o local
go e nmen s and hei espec i e cou s. The limi ed adminis a i e unc ions o go e nmen
equi ed li le expe ise o specialized knowledge. Unde he spoils sys em, poli ical pa ies
assigned go e nmen jobs o wo ke s who we e selec ed p incipally on he basis o pa isan
