The s uc u e o Sou h A ica’s economy has been shaped by a mine als–ene gy complex
(MEC) cha ac e ized by la ge-scale mining and ossil uel in e es s. This legacy has c owded
ou in es men in o he sec o s, such as manu ac u ing, and has hinde ed di e si ica ion.

and indus ial policy we e no closely coo dina ed in he pas . Fo example, he Jus Ene gy
T ansi ion (JET) is managed by he P esidency and he Depa men o Mine al Resou ces
and Ene gy. In con as , indus ial policy is o e seen by he Depa men o T ade, Indus y
and Compe i ion (DTIC).
Al hough he go e nmen con enes mul i-s akeholde o ums o he JET (including
labou and business), coo dina ion ac oss hese ins i u ions has his o ically been limi ed,
wi h only ecen a emp s a join planning. As a esul , indus y de elopmen has o en
been shaped by pe iods o ini ial p og ess ollowed by delays, e e sals and policy pauses
