How data governance frameworks can leverage data-driven decision making: a sustainable approach for data governance in organizations

Abstract

With the technological advances, organizations have experienced an increasing volume and variety of data, as well as the need to explore it to stay competitive. Data governance importance emerges to support the data flow, to record and manage knowledge derived from data, as well as establishing roles, accountabilities, and strategies, which further results in better decision-making. Through the definition of strategies to manage data in a consistent manner, data governance establishes the path to an enterprise-wide standardization, providing unchallenging access, management, and analysis of data to derive useful insights. Research on data governance frameworks is limited and lacks a key perspective: how can firms ensure sustainability on their programs. Data governance programs can only be continuously valuable if supported by a holistic framework focused on sustainability. To understand this gap, five frameworks are presented, analyzed and evaluated according to an assessment matrix based on eleven critical success factors for data governance. As a result of this study, where we offer a more comprehensive assessment tool, both researchers and practitioners can understand the maturity level of each critical success factor in the reviewed frameworks and identify which areas need further exploration and how to accomplish higher data governance maturity levels.

e al., 2018). The impo ance o a da a go e nance ini ia i e is pe cei ed and claimed by many au ho s,
in bo h en e p ises and go e nmen al ins i u ions (Ab aham e al., 2019), as i can inc ease he
e ec i eness and success o da a managemen h ough he de ini ion o policies and p ocedu es
(Cheong & Chang, 2007), o ming he g oundwo k o inno a ion p ocesses wi h i s da a sha ing and
quali y capabili ies (Ransbo ham & Ki on, 2017).

da a (Kim & Cho, 2018), and disin eg a ed a chi ec u es and legacy sys ems (Ben eld e al., 2019).
3.3. DATA-DRIVEN AND DATA GOVERNANCE

da a mo i a e decision-making, p oblem sol ing and business ac i i y (Wa son, 2016). Since decisions
a e being made based on da a, poo da a quali y can a ec nega i ely hese decisions, hence, i is
pa amoun o moni o each s age o he da a li e cycle (Di án, 2017). Mo eo e , i can be necessa y o
implemen changes in da a managemen p ac ices and o ganiza ion s uc u e, ge ing id o da a silos,
and e en go e n da a o ganiza ion-widely, in o de o ansi ion o da a-d i en decision-making
(Hannila e al., 2019). In his line, da a-d i en decision-making depend on da a quali y and da a
go e nance (Di án, 2017).

new business models, da a go e nance is ecognized as impe a i e o manage da a-d i en business
models sus ainabili y, ising as essen ial o o ganiza ions in all sizes. E en wi h his ecogni ion,
o ganiza ions usually lack he p ope ools o i s implemen a ion (O o & Lis, 2020). Da a go e nance,
and speci ically ela ional mechanisms as communica ion and men o ing, ansla es o high
impo ance in a da a-d i en cul u e (Vial, 2020).

3.4. DATA GOVERNANCE FRAMEWORKS
