Mediators for sustainable livelihoods : Promoting sustainable livelihoods in vocational and adult education through university curricula and programs

Abstract

This preliminary study was accomplished during November 2021-March 2022, as part of “global innovation networks in teaching and learning”-initiative of the Finnish Ministry of Education and Culture, carried out by a team of senior and junior researchers from Finland, China, Tanzania, Kenya and Uganda. The ambition of the study was to clarify conceptual and methodological framework for future co-creative collaboration between key university and non-university actors, towards development and implementation strategies and practices of research-based curricula and programs, to shape expertise for sustainable livelihoods in vocational and adult education. Sustainable development has become a universal aim in national and supranational economic, social, and educational agencies and belongs to the repertoire of industries, businesses and civil society organisations. The study assumes that social metabolism - the material and energy flows by social organisations of different scales - is potentially the foremost concept for sustainable development. The combat against unsustainable social metabolism happens in local and planetary organisation of work, industries, social and political life. For humans, sustainable social metabolism means livelihood in collectives or assemblies of humans and nonhumans. Although directly targeting this, vocational and adult education have remained marginal in policies and discourse of sustainable development. While universities are prime institutions shaping agendas and expertise for political, economic and social development, we ask why they are ignoring vocational and adult education, despite their critical function for sustainable livelihoods. We hypothesise the impact of the established, taken-for-granted principles and practices in curriculum and program development and implementation, which overlook interaction and collaboration with non-university actors. From our experiences, we find this critical for analysing, understanding and shaping research-based expertise for sustainable livelihoods in vocational and adult education.

educa o s wi h speci ic cou se uni s. In addi ion o eache s o ea ly childhood, p ima y and
seconda y school g ades, he School also ains TVET lec u e s. Ye i has no ecei ed
commensu a e capaci y building necessa y o equip lec u e s wi h knowledge hey need o
ain hei s uden s in TVETs o ac ualize Kenya Vision 2030.
In he Vision 2030, Kenya aims o ans o m in o a newly indus ialized, middle-income
coun y. Such a coun y would p o ide a be e quali y o li e o i s ci izen y in a clean and
secu e en i onmen . Pa o he s a egies o ac ualizing his aim is o ain echnologis s and
echnicians o man he indus ies and p oduc ion line posi ions c ea ed wi h he inc easing
indus ializa ion. The go e nmen injec ed a whooping 30 billion Kenya shillings
(263,504,610 USD) o mode nize and upg ade TVETs (Abuya, 2021) and poly echnics o

ensu e he a ainmen o ision 2030. Al hough mo e unds ha e been alloca ed o TVETs,
no much capaci y building has been done in uni e si ies ha ain he TVET lec u e s. The
lack o capaci y building causes a disconnec be ween wha wo ke skills he coun y needs
o d i e ision 2030 and wha hey ge based on he aining o he TVET lec u e s by
uni e si ies ha ain g adua es mos ly wi h a ocus on whi e-colla employmen .
Addi ionally, he Kenyan educa ional sys em lacks pa hways om p ima y h ough
seconda y o highe and adul educa ion wi h a clea ocus on oca ional skills and
quali ica ions. The links be ween uni e si ies and p o ide s and go e no s o oca ional and

“The Go e nmen Whi e pape ” (Educa ion, 1992). Despi e he change in p og ess, pupils in
p ima y schools lack guidance and sensi iza ion. Pupils s udy o se en yea s in p ima y

abou echnical o oca ional schools while illing o ms o joining pos p ima y schools,

be on na ional policy o indus ializa ion, en ep eneu ship, sel -employmen and job c ea ion

In he KyU s udy, 96% o esponden s accep ed ha i is ele an o s a a new p ojec o
expe imen new p ac ices and implemen new p og ams and cu icula o new kinds o
expe ise, and 73% o hese showed willingness o pa icipa e in he new p og am. This
in o ma ion ob ained om he esponden s showed ha Ugandans a e eady o collabo a e
owa ds he new expe ise. The e is hope ha he new collabo a ion will help change he
mindse o he communi ies and hey will emb ace TVET and indus ies as necessa y o
