1. INTRODUCTION
The u ban- u al di ide emains one o he mos pe sis en socio-economic
challenges in de eloping na ions, especially in a di e se and populous coun y

Acco ding o he Na ional S a is ical O ice (NSO), he li e acy a e in u ban India
was 87.7% in 2022 compa ed o 73.5% in u al a eas. Simila ly, da a om he
NITI Aayog Heal h Index shows ha s a es wi h signi ican u al popula ions
consis en ly lag behind in heal hca e indica o s, including ma e nal mo ali y,
in an mo ali y, and immuniza ion co e age (NITI Aayog, 2023). The Digi al
India p og amme, despi e i s e o s, epo ed in 2022 ha only abou 31% o u al
households had access o he in e ne compa ed o 67% in u ban a eas (Mei Y,
2022). These dispa i ies unde mine inclusi e de elopmen and p esen a
signi ican obs acle in achie ing he Sus ainable De elopmen Goals (SDGs)
pa icula ly SDG 3 (Good Heal h and Well-being), SDG 4 (Quali y Educa ion),

such as algo i hmic bias, lack o digi al li e acy, in as uc u al bo lenecks, and
