he sou he n dis ic s o he Republic o Ka akalpaks an is an ongoing p ocess, as a ce ain amoun
o household land plo s a e alloca ed annually h ough auc ions. In addi ion, he owne ship o
exis ing household land plo s and he p ope ies buil on hem o en changes. Fu he mo e, new
immo able p ope ies a e cons uc ed on household plo s, while exis ing ones g adually age and
dep ecia e o e ime. All such changes mus be eco ded pe iodically.
I his wo k is o ganized wi h hese ac o s in mind, he egis a ion sys em will
undoub edly p o ide a solid ounda ion o he a ional use o household land plo s.
In assessing he le el o use o household lands wi hin he bounda ies o u al se lemen s
and in de eloping he necessa y o ganiza ional and echnical measu es o imp o e i , land
in en o y—one o he p ima y ac i i ies o land accoun ing plays a c ucial ole.

hei use in acco dance wi h legally es ablished egula ions, hei a ea, loca ion, he na u e o land
use, he dynamics o quali y condi ion, as well as any es ic ions and p ese a ion measu es.

collec o -d ainage ne wo ks. This is because iden i ying and assessing he o e all condi ion o
such cons uc ion objec s and acili ies enables an objec i e e alua ion o he gene al s a e o
i iga ed land a eas in u al egions.

Based on he abo e analy ical indica o s, i can be concluded ha in his egion, he local
“Tomo ka Khojaligi” LLC (Household Fa ming LLC) and he mahalla ci izens’ assemblies, which
a e esponsible o he e icien managemen o household land plo s, should iden i y unused o
unde u ilized household lands in each mahalla and conduc awa eness- aising ac i i ies wi h he
landowne s o encou age hem o lease hese plo s ou on a sho - e m basis ( o example, o one
yea ). I would be ad isable o hem o p o ide leade ship and o e sigh o his wo k du ing he
a ming season.
A he same ime, in assessing he le el o land use in u al se lemen s, i is also necessa y
o e alua e he a ious ac o s a ec ing i . Among hese, an impo an issue is he need o o ganize
a p ope accoun ing sys em o household land plo s.
The ac is ha in he sou he n dis ic s, he land accoun ing wo k o household plo s
loca ed wi hin u al se lemen bounda ies has no been a he equi ed le el. In many cases, small
land plo s loca ed behind o in on o houses we e no eco ded as sepa a e land con ou s.
Fo example, a compa ison o he exis ing eco ds o household lands in “Na uz”
makhalla ci izens’ assembly o To kol dis ic wi h he esul s o he comp ehensi e in en o y
conduc ed in 2024 e ealed ha 4.69 hec a es o cul i a ed land had been le unaccoun ed o . I
was ound ha hese plo s mainly consis ed o small a eas o 0.005–0.006 hec a es (50–60 m²
each).
The esul s o he comp ehensi e in en o y o household plo s conduc ed in 11 mahalla
ci izens’ assemblies o his dis ic a e p esen ed below in Figu e 2. F om he da a p esen ed in
Figu e 2, i can be seen ha ac oss 11 mahalla ci izens’ assemblies, he amoun o un egis e ed o
illegally occupied land o aled 89.35 hec a es. I was e ealed ha hese land plo s had no been
subjec o land ax collec ion o nea ly 10 yea s.

Acco ding o he 2024 ax a es, he land ax a e o 1 m² o household land in he u al
a eas o To kol dis ic was 860 UZS, which amoun s o 8.6 million UZS pe hec a e o household
land. The e o e, he o al unpaid land ax o he 89.35 hec a es o un egis e ed land ac oss hese
11 mahalla ci izens’ assemblies amoun s o 768.41 million UZS.
Fo his eason, we conside i app op ia e o lease he cu en ly unused ag icul u al land
plo s h ough he es ablished elec onic online auc ion sys em.

cul i a ing such p oduc s. Fo example, social su eys conduc ed e ealed ha he esiden s o
“Ma ona ” illage in he “Shabboz” a ea ha e adi ionally achie ed high yields om ca o
cul i a ion. The esiden s o “Ullibog” illage in “Namuna” a ea o To kol dis ic ha e
expe ience in a ening li es ock o mea p oduc ion, while he people o “Toza Bogyop” illage
in he same a ea a e ecognized as skilled in cul i a ing onions and oma oes. P ope ly le e aging
hese expe iences will enable mo e a ional and e icien use o household a mland.
Accu a e knowledge o he ac ual condi ion o he land is also c ucial o o ganizing p ope
land accoun ing. Only by using ae ial image y and o hopho o plans de i ed om sa elli e images
can u ally land plo s be measu ed as accu a ely as possible. Map ma e ials, scaled app op ia ely,
p o ide p ecise and eliable in o ma ion on he size o land plo s and he composi ion o land ypes
used by a me s.
In addi ion, using elec onic maps plays a signi ican ole in he in en o y p ocess o u al
land a eas. Fo loca ions whe e no digi al maps a e a ailable, i is ecommended o use digi al
maps c ea ed h ough ield in e p e a ion ( ield decoding). I necessa y, and pa icula ly o

Household Fa ming”, adop ed on Ap il 1, 2021, in he u al a eas o he sou he n dis ic s o he
Republic o Ka akalpaks an, whe e he esea ch was conduc ed, has played an impo an p ac ical
ole in p omo ing he a ional use o hese lands and in inc easing he p oduc ion o ood p oduc s
o he egion as a whole.
Conclusion
Based on he abo e, i can be concluded ha o ganiza ional and echnical measu es play
an impo an p ac ical ole in o ganizing he use o household land plo s in u al se lemen s. The
imely implemen a ion o hese measu es plays a c ucial ole in ensu ing ha he coun y’s
popula ion is ully supplied wi h ood p oduc s.
