2015 and he Municipali ies Law No. 41 o 2015 we e announced.

o ganiza ions; o ins ance, he Wo ld Bank, wo king wi h he
Uni ed Na ions De elopmen P og am, has explained ha local
go e nmen s ha e a numbe o challenges, such as adminis a i e,
inancial, and echnological issues (UN, 2007; Wang and Be man,
2000). In addi ion, a g oup o esea che s disco e ed ha LAUs
ace nume ous challenges ela ed o echnical p o iciency, inancial
managemen , esiden needs esponsi eness, capaci y building, and
en i onmen al p ese a ion (Kauneckis and Ande son, 2006;
Nicholl, 2006).
In Jo dan, a ious LAU le els deal wi h a numbe o
challenges ha collec i ely make i di icul o hem o ca y ou
hei obliga ions. Employees a LAUs complain abou
ine ec i eness and excessi e HR ha goes beyond hei ac ual
demands. The li e a u e on local adminis a ion emphasized he
alue o g ow h and e icacy in local uni s (Taamneh, 2019).
