hema ic a eas: (1) ins i u ional oles, whe e he Resea ch and Communi y Engagemen Boa d (BPPM) se es as a b idge be ween
academia and egional p io i ies; (2) challenges and oppo uni ies, which include esou ce cons ain s, eaching o e load, and he
need o s onge mul i-s akeholde collabo a ion; and (3) s a egic mechanisms, encompassing inno a ion o ums, sus ainabili y
epo ing, and in eg a ion wi h global ankings. Quan i a i e highligh s such as esea ch p ojec ou pu s, communi y engagemen
p og ams, and budge alloca ions suppo hese indings. The s udy con ibu es o he li e a u e by p o iding an in-dep h
unde s anding o he ins i u ional dynamics ha enable uni e si ies o ope a ionalize USR and SDGs wi hin egional de elopmen
amewo ks. I also o e s p ac ical insigh s o policymake s and highe educa ion leade s seeking o enhance ins i u ional capaci y

INTRODUCTION

schola ly publica ions, bu also on hei capaci y o add ess socie al needs h ough esea ch and communi y engagemen . This shi

ela ionships wi h ex e nal s akeholde s, including communi ies, go e nmen s, and indus y (El‐Ja dali e al., 2018; Mesegue -
Sánchez e al., 2020; Poza e al., 2021).
The concep o Uni e si y Social Responsibili y (USR) has eme ged as a key amewo k ha unde sco es his expanded ole. USR
emphasizes he ac i e in ol emen o uni e si ies in p omo ing social and en i onmen al well-being (Binsawad, 2020; Ca e ón-
Balles e e al., 2023; La i e al., 2021). E idence sugges s ha he implemen a ion o USR no only enhances s uden s’ pe cep ions
o se ice quali y and ins i u ional us bu also os e s sa is ac ion and loyal y, making i an e ec i e s a egy o ins i u ional
b anding and compe i i eness Mo eo e , s uden s’ posi i e pe cep ions o USR can s eng hen hei iden i ica ion wi h he
ins i u ion, he eby inc easing i s a ac i eness among p ospec i e s uden s (Yaku e al., 2025). Beyond USR, uni e si ies a e
inc easingly ecognized as key ac o s in ad ancing he Uni ed Na ions Sus ainable De elopmen Goals (SDGs). Th ough eaching,
esea ch, and ou each p og ams, hey a e expec ed o p o ide solu ions and measu e hei socie al impac s (El‐Ja dali e al., 2018;
López, 2023; Sánchez-Camacho & Mo eno, 2024).

LITERATURE REVIEW
The concep o Uni e si y Social Responsibili y (USR) has de eloped in esponse o g owing demands ha highe educa ion
ins i u ions se e no only as cen e s o eaching and esea ch bu also as agen s o angible socie al con ibu ion. USR emphasizes
he mo al and social esponsibili y o uni e si ies o deli e di ec bene i s h ough educa ion p og ams, applied esea ch, and
communi y engagemen . By adop ing USR, uni e si ies a e expec ed o s eng hen public us , enhance ins i u ional epu a ion, and
build long- e m ela ionships wi h s akeholde s.
A g owing body o esea ch highligh s he signi ican in luence o ins i u ional image and epu a ion on s uden sa is ac ion and
loyal y (Bak ie e al., 2019; S anye e al., 2024). ong c edibili y has also been shown o inc ease public us in uni e si ies(Hassani
& Wilkins, 2022; Nguyen e al., 2022), while simul aneously imp o ing compe i i eness and pe o mance a bo h na ional and
global le els (Bak ie e al., 2019; Chen e al., 2020). In his sense, epu a ion is no only a e lec ion o s uden pe cep ions bu also
a s a egic asse ha de e mines he posi ioning o uni e si ies wi hin he highe educa ion ecosys em.
Fu he mo e, s udies sugges ha ins i u ional epu a ion can be shaped by mul iple ac o s, including se ice quali y (Bak ie e al.,
2019; Chen e al., 2020), social esponsibili y (Ma eus & Juá ez, 2022), and inno a ion (X. Xia, 2024). In e nal ac o s such as

Acco dingly, USR can se e as an e ec i e s a egy o enhancing ins i u ional epu a ion and public us , while also os e ing
long- e m s akeholde engagemen . Th ough educa ion, applied esea ch, and communi y se ice, uni e si ies can p o ide angible
con ibu ions ha ein o ce a posi i e public image. Ne e heless, al hough he ela ionship be ween USR and ins i u ional
epu a ion has been widely explo ed, he li e a u e emains limi ed in add essing how USR is ins i u ionalized h ough s a egic
go e nance s uc u es, pa icula ly esea ch and communi y engagemen bodies.
Highe educa ion ins i u ions play a s a egic ole in ad ancing global sus ainable de elopmen objec i es. Thei con ibu ion is
ealized h ough eaching, esea ch, and communi y engagemen ac i i ies ha add ess social, economic, and en i onmen al
challenges while aligning wi h in e na ional amewo ks such as he UN 2030 Agenda (Findle e al., 2018; Menon & Su esh, 2022;
Pu cell e al., 2019).
As agen s o change, uni e si ies a e uniquely posi ioned o b idge academic knowledge wi h socie al needs (Abdullah e al., 2023;

digi al ans o ma ion (E ans & Miklošík, 2023). None heless, building such pa ne ships is o en cons ained by limi ed
in o ma ion, inadequa e inancial suppo , and di e ences in cul u e and objec i es be ween academia and indus y (Kleine -
Schae e & Schae e , 2022; Rossoni e al., 2023). Add essing hese challenges equi es e o s o ha monize expec a ions and
imelines, adop lexible models o coope a ion, and s eamline ope a ional p ocesses (Hall, 2025).

Regional collabo a ion in highe educa ion emphasizes he impo ance o syne gy among uni e si ies, local go e nmen s, indus ies,
and communi ies h ough he quad uple helix model (Yun & Liu, 2019). This app oach no only enhances he ele ance o esea ch
bu also accele a es he ans e o knowledge and echnology o socie y (Yun & Liu, 2019).

h s he need o mo e con ex -speci ic and empi ical in es iga ions, which his s udy aims o add ess (Aleixo e al., 2020; Fuchs e
al., 2023).

pa icula ly he esea ch and communi y engagemen unc ions o uni e si ies, can play a s a egic ole in in eg a ing he USR
agenda and he SDGs wi h egional collabo a ion (Aleixo e al., 2020; Fuchs e al., 2023). This s udy seeks o make a dis inc
con ibu ion by p o iding an in-dep h explo a ion o his unde explo ed ins i u ional dimension.

RESEARCH OBJECTIVES

challenges and oppo uni ies aced in aligning USR and SDG ini ia i es wi h egional collabo a ion, and (3) p opose s a egic
di ec ions o enhance ins i u ional capaci y o os e ing mul i-s akeholde pa ne ships. By ocusing on hese objec i es, he s udy
no only add esses an unde explo ed a ea in he exis ing li e a u e bu also p o ides p ac ical insigh s o highe educa ion
ins i u ions seeking o expand hei socie al con ibu ions and egional impac . The indings a e expec ed o con ibu e o bo h

esponsibili y, and sus ainable egional de elopmen .
METHODOLOGY
This s udy adop s a quali a i e case s udy design o examine how in e nal ins i u ional mechanisms in highe educa ion pa icula ly
esea ch and communi y engagemen bodies can be s a egically s eng hened o in eg a e he Uni e si y Social Responsibili y
(USR) agenda and he Sus ainable De elopmen Goals (SDGs) wi h egional collabo a ion. A quali a i e app oach is conside ed
app op ia e as i allows o a deepe unde s anding o ins i u ional p ocesses and s akeholde pe spec i es, a he han ocusing
solely on measu able ou comes.
The esea ch was conduc ed a Uni e si as B awijaya, one o he la ges and leading public uni e si ies in Indonesia, wi h mo e
han 60,000 s uden s ac oss unde g adua e and pos g adua e p og ams. The uni e si y is na ionally ecognized o i s con ibu ions
in esea ch, inno a ion, and communi y engagemen , pa icula ly h ough i s Resea ch and Communi y Engagemen Boa d (Badan
Peneli ian dan Pengabdian kepada Masya aka ). I s ole as a hub o knowledge p oduc ion and egional de elopmen makes i a
sui able si e o in es iga ing he s a egic in eg a ion o USR and SDGs.

s a egic mechanisms o ins i u ional s eng hening. These hemes o m he analy ical amewo k o he s udy and a e u he
elabo a ed in he Findings sec ion. T iangula ion ac oss mul iple da a sou ces was used o enhance eliabili y, and membe checking
was conduc ed by sha ing p elimina y indings wi h selec ed pa icipan s. Pee deb ie ing u he ensu ed he c edibili y o he

The Resea ch and Communi y Engagemen Boa d (BPPM) se es as he ins i u ional ancho o ad ancing bo h esea ch
p oduc i i y and communi y-based ini ia i es. In 2023, Uni e si as B awijaya acili a ed mo e han 2,500 esea ch p ojec s and
1,200 communi y engagemen p og ams, wi h BPPM coo dina ing unding alloca ion, moni o ing ou pu s, and liaising wi h ex e nal

eaching and esea ch (Compagnucci & Spiga elli, 2020).

Fuchs e al., 2023), hese indings highligh how ins i u ional mechanisms a he mic o-le el such as BPPM unc ion as media o s
ha ansla e abs ac commi men s in o p ac ice. On he p ac ical side, he s udy sugges s ha uni e si ies should in es in
s eng hening hei esea ch and engagemen boa ds, no only o coo dina e ac i i ies in e nally bu also o os e s onge
