analysed using desc ip i e s a is ics, Chi-squa e es s, Pea son’s co ela ion, and mul iple eg ession, while quali a i e insigh s we e
ob ained h ough key in o man in e iews. The indings e eal ha digi al go e nance ini ia i es ha e signi ican ly imp o ed
e iciency and anspa ency, pa icula ly h ough pla o ms such as he T easu y Single Accoun (TSA), In eg a ed Pay oll and
Pe sonnel In o ma ion Sys em (IPPIS), and Go e nmen In eg a ed Financial Managemen In o ma ion Sys em (GIFMIS).

Sys em (IPPIS), all o which aim o p omo e anspa ency and accoun abili y in public inance [3]. Addi ionally, digi isa ion o

de elopmen heo ies, which emphasise manage ialism, esponsi eness, and cos -e ec i eness as key ou comes o echnological
in eg a ion in go e nance [7][9].

i s heo e ical ounda ion. The TOE amewo k is widely used o examine echnology adop ion in o ganisa ional se ings and is
pa icula ly sui able o s udies explo ing e-go e nmen implemen a ion in de eloping coun ies (Heeks, 2006; Ndou, 2004) [1][6].

METHODOLOGY
This s udy adop ed a desc ip i e su ey esea ch design, which is app op ia e o examining he pe cep ions, a i udes, and
expe iences o public sec o employees and ci izens conce ning digi al go e nance and e-go e nmen ans o ma ion in Nige ia.
The design allows o he collec ion o bo h quan i a i e and quali a i e da a o p o ide a holis ic unde s anding o he ela ionship
be ween digi al go e nance ini ia i es and public se ice deli e y. The a ge popula ion o he s udy comp ised public se an s and
ci izens who in e ac wi h e-go e nmen pla o ms in Nige ia. Speci ically, he s udy ocuses on h ee ede al minis ies ha ha e
been cen al o digi al go e nance e o ms: he Minis y o Finance, he Minis y o Communica ion and Digi al Economy, and he
Minis y o In e io . The es ima ed combined s a s eng h o hese minis ies is app oxima ely 1,200 employees, wi h addi ional
inpu s om selec ed ci izens who access e-se ices such as ax egis a ion, passpo applica ions, and na ional iden i y en olmen .
Using Yamane’s (1967) o mula o sample size de e mina ion a a 95% con idence le el and 5% ma gin o e o , a sample size o
app oxima ely 300 esponden s was selec ed om he popula ion. A s a i ied andom sampling echnique was employed o ensu e
ep esen a ion ac oss he h ee minis ies, while pu posi e sampling was used o include ci izens who ha e expe ience using e-
go e nmen pla o ms.
Addi ionally, da a we e collec ed using wo main ins umen s: S uc u ed Ques ionnai e and Key In o man In e iews (KII). The
S uc u ed Ques ionnai e was designed on a 5-poin Like scale (S ongly Disag ee o S ongly Ag ee) o cap u e esponden s’
pe cep ions o e iciency, anspa ency, and challenges o digi al go e nance. The Key In o man In e iews (KII) was conduc ed
wi h selec ed policymake s, ICT o icials, and senio ci il se an s o gain deepe quali a i e insigh s in o policy implemen a ion
challenges. Quan i a i e da a was analysed using he S a is ical Package o Social Sciences (SPSS). Desc ip i e s a is ics
( equencies, means, and s anda d de ia ions) was used o summa ise esponses, while in e en ial s a is ics such as Chi-squa e es s
and Pea son’s co ela ion was employed o es he esea ch hypo heses. Quali a i e da a om in e iews was analysed hema ically,

FINDINGS AND DISCUSSION

public se ice deli e y in Nige ia.
Fi s , he esul s om he Like scale and co ela ion analysis indica e ha digi al go e nance signi ican ly imp o es e iciency in
Nige ia’s public se ice deli e y. A posi i e co ela ion ( = 0.61, p < 0.05) suppo s he hypo hesis ha e-go e nmen ini ia i es
educe bu eauc a ic bo lenecks and make se ices mo e accessible. This aligns wi h Heeks, who a gued ha digi isa ion simpli ies
adminis a i e p ocesses and p omo es as e se ice deli e y [1]. Simila ly, Oni e al. ound ha ICT adop ion in Nige ian minis ies
inc eased wo k low e iciency and esponsi eness o ci izens’ needs [4]. Howe e , he ela i ely mode a e mean sco es (3.34–3.50)
sugges ha hese imp o emen s a e no ye subs an ial, indica ing pa ial a he han ull-scale e iciency gains.
Second, he indings also show ha digi al go e nance ini ia i es signi ican ly enhance anspa ency and accoun abili y. The Chi-
squa e es (χ² = 28.74, p < 0.05) con i med a s ong ela ionship be ween e-go e nmen pla o ms (such as TSA, IPPIS, and
GIFMIS) and imp o ed inancial accoun abili y. This co obo a es Adegbola and Oyewole, who epo ed ha TSA adop ion cu bed
inancial leakages in Nige ian minis ies [3]. The mean sco e o 3.72 o educing inancial leakages u he demons a es ci izen
pe cep ion ha digi al e o ms enhance anspa ency. Howe e , he ela i ely lowe mean sco e o 3.33 on public us sugges s ha
while digi al e o ms inc ease accoun abili y, hey ha e no ye ully ansla ed in o imp o ed ci izen con idence in go e nmen
ins i u ions. This inding is consis en wi h Oko -Uma, who emphasised ha s uc u al and cul u al esis ance o en weakens ci izens’
us in digi al e o ms in A ican s a es [2].

supply limi Nige ia’s e-go e nance capaci y [5]. Digi al li e acy (β = 0.31) also eme ged as a signi ican ac o , in line wi h Ndou,
who a gued ha ci izen educa ion is c ucial o e ec i e e-go e nance adop ion [6]. Fu he mo e, co up ion and bu eauc a ic
esis ance (β = 0.27) con inue o pose obs acles, echoing Oni e al., who no ed ha en enched p ac ices and lack o poli ical will
impede he success o digi al e o ms [4].
Syn hesizing he indings, he s udy’s indings sugges ha digi al go e nance has con ibu ed posi i ely o Nige ia’s public se ice
deli e y bu is cons ained by sys emic challenges. E iciency and anspa ency gains a e e iden , bu hey emain pa ial, wi h

RECOMMENDATIONS

2) Enhance Digi al Li e acy: Public sec o employees and ci izens should unde go con inuous digi al li e acy aining o
inc ease adop ion and educe esis ance o e-go e nmen pla o ms [6].
