consensus on income-based po e y measu es. This included a discussion
pape and wo online mee ings. This pape is an ou come o hose discussions.

unde ook consul a ions on a Mul idimensional Po e y Index o Aus alia
based on he wo k o Alki e and associa es a he Uni e si y o Ox o d.1 These
included a discussion pape , a semina wi h P o esso Alki e, and a con e ence
in Melbou ne in No embe 2024.
This pape ocusses on income-based po e y measu es. A e b ie ly
examining he his o y o po e y measu emen in Aus alia and easing ou he
ela ionship be ween income-based and di ec o mul idimensional measu es
and how esea ch can be in o med by li ed expe ience, i makes a se ies o
ecommenda ions o in o m o icial income-based po e y measu es and ou
own ‘Po e y in Aus alia’ esea ch se ies.2

based measu es (‘po e y lines’) o esea ch ha maps and hen acks he

1.3 The Na ional Po e y Inqui y and ‘Hende son Po e y
Lines’
In Aus alia he ex en o po e y has only been igo ously measu ed by social
scien is s o e he pas 60 yea s, beginning wi h P o esso Hende son’s pa h-
b eaking su ey o po e y in Melbou ne in 1966. He was la e commissioned by
he Aus alian go e nmen o lead a na ional po e y inqui y, which epo ed
in 1975. The cen epiece o ha epo was esea ch in o he ex en o po e y
ac oss Aus alia and he p o ile o people a ec ed, based on se o income
h esholds la e called ‘Hende son Po e y Lines’.9
