D6.2 seeks o answe he esea ch ques ion “How o concep ualize and o ganize a ci izens'
pa liamen ?” wi h he app oach o Pa icipa o y Ac ion Resea ch (PAR). I is designed as a
p ac ical guide o he implemen a ion o he CPs and o he subsequen da a analysis in iew
o MeDeMAP asks 6.3 (Analysis o he sessions and inal decisions o ci izens’ pa liamen s) and
6.4 (E alua ion o PAR esea ch).
D6.2 co esponds o MeDeMAP Task 6.2 “Implemen a ion o Ci izens' Pa liamen s in he local
con ex o he coun ies co e ed”. As speci ied in he G an Ag eemen p. 28, “ he design (is) based
on esul s o Task 6.1 and e lec ion on componen s o he PAR cycle (Pa icipa ion Ac ion Resea ch
cycle)”. Besides he lessons lea n om he Resea ch Repo on Success ul P ac ice o Policy

This documen includes guidelines and also desc ip ions o s eps ha ha e al eady been

As speci ied in he G an Ag eemen , he design o he CPs is based on he esul s o Task 6.1,
i.e. he Resea ch Repo on Success ul P ac ice o Policy De elopmen wi h Ci izens’ Pa liamen s in
Eu ope (Deli e able 6.1) and on e lec ion on componen s o he PAR cycle ou lined in
Ca pen ie & Wimme (2024a).

di e en models. As s a ed in he OECD compa a i e s udy conduc ed in 2020 on nea ly 300
cases (o ganized o ini ia ed by public ins i u ions) „ he p ocess o choosing and ailo ing he mos
app op ia e ep esen a i e delibe a i e model o a gi en con ex , le el o go e nmen , phase o he
policy cycle, and policy issue a hand is a c ea i e one, wi h oppo uni ies o combine ea u es om
di e en models “. The in e na ional o ganiza ion u he unde lines ha “i is o essence o ensu e
ha all undamen al phases o a ep esen a i e delibe a i e p ocess a e p ese ed: lea ning,
delibe a ion, and de eloping in o med collec i e ecommenda ions” (OECD, 2020, p. 62).
The design p oposed in D6.2 builds on he lessons p esen ed in sec ion 3.4 o D6.1, and is also
inspi ed by he quali y s anda ds de eloped o e he las hi y yea s and esumed as 'p inciples'
in OECD (2020).
These lessons a e ecalled h oughou Pa 1 o his deli e able. The main ecommenda ions

Based on he MeDeMAP Lea ning objec i es (see Annex 2) and on he ques ions add essed o
media ep esen a i es in MeDeMAP Deli e able 4.3 on media p oduc ion om he angle o
poli ical pa icipa ion (Klimkiewicz, 2025), he ollowing ques ions could be used o in oduce

ep esen a i es, and p ac i ione s (Deu sche Bundes ag, 2023, p. 9).

The lea ning phase in he CPs will be ollowed by a e lec ion on he lea ning be o e he

a s ake and a second expe in e en ion will p o ide a case s udy o examples. In he la e

ha all case s udies/examples a e abou one ype o media.
As i migh be di icul o ind p ac i ione s wi h a good o e iew o he whole media landscape,
his may lead o asking academics o p esen case s udies. In p ac ice, he choice will be
es ic ed by he a ailabili y o expe s.

ci cula and i e a i e p ocess, ollowing he PAR cycle o obse ing, e lec ing, ac ing,
e alua ing and modi ying;

pa icipan s (engaging, e.g., he Suppo G oup in he ec ui men p ocess).

As emphasized by CU in D2.2, PAR implies a ci cula and i e a i e modus and a ocus on
delibe a ion. Applied o he CP’s design, his means ha he di e en s ages (e.g. lea ning,
delibe a ing, adop ing esolu ions, …) need o empowe he pa icipan s, using he PAR cycles.
We should be awa e ha his c ea es a ension wi h he limi ed ime a ailable (4 days).
Facili a ion should pay a en ion o he needs o i e a i e s eps and space o delibe a ion,
o ins ance when i s o mula ing he p oposed ecommenda ions … while s ill espec ing
