REVIEW OF LITERATURE

Heeks (2002) highligh ed he ole o In o ma ion and
Communica ion Technology (ICT) in go e nance, emphasizing
i s po en ial o b idge adminis a i e gaps. Bha naga (2004)
examined ea ly e-go e nance ini ia i es in India, no ing
imp o emen s in se ice accessibili y h ough p ojec s like
Bhoomi (land eco ds) and Gyandoo ( u al cybe ca és).
The Na ional E-Go e nance Plan (NeGP) (2006) in oduced
Mission Mode P ojec s (MMPs) o digi ize co e go e nmen
unc ions, which schola s like Singh & Sahu (2010) ound o
imp o e se ice e iciency bu also highligh ed digi al di ide
conce ns. Mish a & Choudha y (2015) analysed he Digi al
India p og amme (2015), emphasizing Aadhaa , Di ec Bene i
T ans e (DBT), and Uni ied Paymen s In e ace (UPI) as
c i ical d i e s o inancial inclusion.
Recen s udies, such as Sha ma e al. (2021), indica e ha AI-
d i en go e nance, cloud compu ing, and blockchain a e
shaping he u u e o e-go e nance. Howe e , challenges like
cybe secu i y isks and une en digi al pene a ion pe sis
(Kuma & Gup a, 2022).

The e olu ion o e-go e nance in India has been a

go e nmen schemes wi h Aadhaa and bank accoun s, DBT
has elimina ed leakages, educed co up ion, and ensu ed he
imely deli e y o subsidies. As o 2023, o e ₹30.77 lakh c o e
has been ans e ed ac oss 344 schemes, bene i ing 1.2 billion
people.
In public se ice deli e y, pla o ms like UMANG, Digi
Locke , and e-Hospi al p o ide seamless access o ce i ica es,
educa ional documen s, and heal hca e se ices. The e-
Sanjee ani elemedicine pla o m has acili a ed o e 14 c o e
online consul a ions, imp o ing u al heal hca e accessibili y.
Simila ly, he CoWIN pla o m success ully managed 2.2
billion COVID-19 accina ions, showcasing India's digi al
go e nance capabili ies.
E-Go e nance has also s eng hened inancial inclusion h ough
UPI and digi al paymen s, enabling seamless ansac ions. UPI
ansac ions su ged om 2 billion pe mon h in 2020 o 12.2
billion in 2023, demons a ing widesp ead digi al adop ion.

cybe secu i y isks, and lack o digi al li e acy pe sis .
Add essing hese gaps h ough 5G expansion, Bha a Ne , and

digi al li e acy, wi h only 38% o Indians ha ing basic digi al
skills (NSO, 2023).
