Pu pose o he s udy: he pu pose o his s udy is o analyze he measu es being aken o ensu e
he popula ion’s access o a o dable and high-quali y medicines, o es ic he p oduc ion o
coun e ei d ugs, o suppo local manu ac u e s, and o educe dependence on impo ed
pha maceu ical p oduc s.

Resul s: acco ding o he P esiden ial Dec ee UP-20 (Janua y 23, 2024), manu ac u e s and
dis ibu o s o pha maceu icals and medical p oduc s we e made di ec ly esponsible o he quali y,
sa e y, and e icacy o hei goods. Speci ic s a e con ol egula ions we e in oduced, and egional
s uc u es we e eo ganized unde he newly es ablished Good P ac ices Cen e sys em. A 'Roadmap
o 2024–2025' was app o ed o accele a e new p ojec s and alloca e unding o hei
implemen a ion. Addi ionally, he Cabine o Minis e s Resolu ion PP-14 (Janua y 10, 2024) de ined
measu es o a ac in es men s, in oduce in e na ional s anda ds such as GMP, and expand
p oduc ion olumes. A e he Ma ion Bio ech case, s ic e quali y and sa e y measu es we e
adop ed, esponsible o icials we e penalized, and compensa ion mechanisms we e in oduced –
s eng hening con ol and educing low-quali y impo s. In he i s qua e o 2025, he Cen e o
Ce i ica ion o Medical P oduc s issued 307 con o mi y ce i ica es o 770 se ies comp ising
119,651,012 condi ional packages o medicines, medical de ices, and equipmen . Howe e , 49 se ies
(408,521 packages) we e deemed non-complian wi h egula o y equi emen s. Cases o illegal d ug
p oduc ion we e iden i ied in se e al egions: in Tashken ’s Mi zo Ulug‘bek dis ic , abou 180 kg o
powde ed aw ma e ials and nea ly 3,000 packages o coun e ei able s and capsules we e
disco e ed; in Kashkada ya, unlicensed home-based d ug manu ac u ing was exposed; and in
Gulis an, au ho i ies con isca ed 10,481 expi ed medical p oduc s wo h 435.9 million UZS s o ed
o esale.
Conclusions: o s eng hen domes ic pha maceu ical p oduc ion, i is necessa y o: p io i ize
GMP-ce i ied local companies in s a e p ocu emen and ex end long- e m con ac s; simpli y
egis a ion and au ho iza ion p ocedu es, especially o local analogues; p o ide p e e en ial loans,
g an s, and in es men subsidies; es ablish ee economic zones and pha ma pa ks; expand
bioequi alence and labo a o y in as uc u e (GLP, ISO/IEC 17025) o acili a e as e , cheape
clinical ials o gene ics; c ea e a as - ack pa hway o local p oduc s in he S a e Regis e and
