To achie e his ambi ious objec i e, o e he las 6 mon hs, an analysis o he cu en si ua ion,
challenges and needs o each pilo has been conduc ed, in collabo a ion wi h local s akeholde s, o
p ecisely cha ac e ize he pilo s and co-de ine he main guiding lines o he speci ic ac ion plans o
be de eloped and implemen ed a local le el.
This wo k has been done ollowing a 4-s eps p ocess: (i) p epa a ion phase, os e ing coo dina ion
be ween pilo s’ pa ne s and ini ia ing he mapping o he di e en da a, documen s, s akeholde s,
egula ions and ini ia i es a local le el; (ii) engagemen phase, launching he communica ion
ac i i ies and ini ia ing he in ol emen o local s akeholde s in he di e en pilo s’ ac i i ies; (iii) da a
collec ion phase, s udying documen s and da a sou ces a ailable, and o ganizing wo kshops and
o he ac i i ies o collec eedback and da a om local s akeholde s; and (i ) da a analysis phase,
analyzing he collec ed da a o de ine he needs, equi emen s, expec ed solu ions, ba ie s and
challenges o each pilo .

 Pilo 1: Valle di Sole, I aly. Main ocus on: (i) p o ec ion and e alo iza ion o na u al and

 Pilo 2: Sólle /T amun ana, Spain. Main ocus on digi aliza ion o local economy and on
boos ing coope a ion and da a sha ing be ween s akeholde s (especially ou ism and
ag icul u e). Lesse ocus on mobili y and cul u al sec o s.
 Pilo 3: No h Os obo hnia, Finland. Main ocus on pla o m economies o u al mic o and
small companies, p o iding se ices o u al ci izens. Lesse ocus on mobili y.
 Pilo 4: Eas He zego ina. Main ocus on: (i) u al ou ism de elopmen h ough inc eased

Engagemen phase. To iden i y he pilo 's mos sui able SIP, UL p oposed o use he SEROI+
me hodology which combines socio-economic and en i onmen al e u n on in es men (SEROI)
assessmen wi h open inno a ion (OI). As he SEROI+ me hodology suppo s public and p i a e
bodies in selec ing, de eloping and designing new p oduc s and se ices ha espond o he needs
o hei communi ies, he engagemen phase consis ed o wo SEROI+ wo kshops: in Šma je (Ma ch
2024) and in Padna (Ap il 2024). Du ing bo h wo kshops local s akeholde s we e iden i ied, an open
inno a ion p ocess, based on pa icipa o y app oach was conduc ed, good p ac ices ela ed o he
pilo ’s a ge sec o s we e p esen ed and a ques ionnai e on en i onmen al educa ion was
dis ibu ed. Alongside wo wo kshops, communica i e e en s o p esen he p ojec o Sma E a
we e o ganized oo.

Te i o ial digi al assessmen ool ( esul s in annex o he pilo ). As SEROI+ me hodology o e s o
pe o m SWOT analysis oo, i was possible o collec da a o he SWOT analysis oo. Du ing his
phase UL conduc ed he esea ch e iew o he di e en epo s, plans and s a egies a ailable, in
pa icula in ela ion o policy dimension.
