in ou pu s, meaning Eu opean socie y is no equable and s ill dependen upon legisla ion o
d i e change.
A gende equali y plan is a se o commi men s and ac ions ha aim o p omo e gende
equali y in an o ganisa ion – in his case, he p ojec FishEUT us – h ough cul u al change.
The gende equali y plan demons a es he commi men o he conso ium o gende equali y,
se clea goals and de ailed ac ions, and measu es o achie e hem. Essen ial elemen s include
(i) publica ion online and endo semen by senio managemen ; (ii) communica ion o he
conso ium; (iii) dedica ed esou ces and expe ise o implemen he plan; (i ) da a collec ion
and moni o ing; and ( ) aining o aise awa eness, engaging he whole conso ium and
conside unconscious sex and gende biases as well as in communica ion ac i i ies.
FishEUT us will conside wha a e he mos ele an indica o s o his p ojec , how o collec
and analyse da a, published and moni o ed on annual basis as pa o he i s gende audi
(Janua y 2023). In p ac ice, his means COUNTING con ibu o s in con en , SHARING da a o in o m
decisions, and CHANGING cul u e o en ich ou pu s. WPs and Tasks speci ically will iden i y and
moni o he sex and gende o con ibu o s as well as esea ch ac o s o se benchma ks o be
coun ed and ack p og ess. Wha is coun ed will depend on ou pu s (e.g., s akeholde s
[pa icipa ion] e sus digi al me hods [p og amme s/code s] o en i onmen al impac on sex
di e en ia ion [ ish esea ch]). These me ics will no always be di ec ly compa able bu a e
mo e ealis ic o moni o and imp o e pe o mance. SHARING and discuss da a will in o m
benchma ks (i.e., wha o moni o ), decisions (e.g., wha a ge is ealis ic), and ac ions (e.g.,
implemen a ion o scheme likely o empowe women (e.g., men o ing, shadowing) o aise
pa icipa ion (e.g., aim o inc ease pa icipa ion by 20% wi hin 12 mon hs). COUNTING and SHARING

wi h a single sex ch omosome and o he s wi h h ee o mo e sex ch omosomes (e.g., XXX, XYY
o XXY) o a ia ions in he sex ch omosomes mean biological (ana omy) emales 44XY and

Di ec i e (2006/54/EC)2 on equal oppo uni ies and equal ea men o women and men in
employmen and occupa ion equi es implemen a ion o ac ions p e en ing sex
disc imina ion, sexual ha assmen , and inequali y access o employmen , pay, o occupa ional
social secu i y schemes (Di ec i e 79/7/EEC)3 o sel -employmen (Di ec i e 2010/41/EU)4. Sex
disc imina ion is also p ohibi ed in access o and supply o goods and se ices (Di ec i e

Gende equali y (being equal, especially in s a us, igh s, o oppo uni ies) and gende equi y

espec i ely, in 2020. Amongs he 10 leading coun ies, I eland, Spain, and La ia had high
sco es, whils – in Eu ope – Bulga ia was he lowes . Howe e , none a e equal i espec i e o he
me ic used (e.g., unemploymen , pay gap, educa ion, access o heal h se ices, o equal
ea men in gene al).
Wi hin esea ch, bo h sex and gende need o be conside ed wi hin he wo kplace and
esea ch ac i i ies. Sex and gende biases lead o inadequa e ep esen a ion o men and
women, o hose who iden i y as male and emale, in esea ch design and s udy samples as
well as eams, esea ch posi ions, ecipien s o esea ch unding, o au ho s o publica ions.
Gende -speci ic esea ch ocuses on gende as he subjec ma e (e.g., explo a ion o hose
who iden i y as male o emale in IT). Gende -blind esea ch does no ake gende in o accoun ,
o en based on he o en-inco ec assump ion ha gende di e ences a e no ele an . This is
o en an example o implici gende -bias, unin en ional di e en ia ion placing one gende in a
hie a chical posi ion, jus as sex bias e e s o inapp op ia e ep esen a ion o men and women
and he neglec o di e ences a ising om di e en biological mechanisms in esea ch design.

led o gaps in knowledge and inequali ies in many cases o he disad an age o women o
ailu e o pe cei e he ull impac o esea ch a iables.
1.1 Legal obliga ions and gende equali y s a egy
The Eu opean Union is ounded on a se o alues, including equali y and, he e o e, p omo es
equali y be ween men and women (A icles 2 and 3(3) o he T ea y on Eu opean Union (TEU)9).
Indeed, T ea ies es ablishing he Eu opean Communi y and Eu opean Union p ohibi
disc imina ion based on any g ounds such as sex, ace, colou , e hnic o social o igin, gene ic
ea u es, language, eligion o belie , poli ical o any o he opinion, membe ship o a na ional
mino i y, p ope y, bi h, disabili y, age o sexual o ien a ion, as ensh ined in a icle 21 o he

egula ions, which a e binding ac oss he EU.
Whils Eu opean non-disc imina ion based on sex has a long his o y o policy de elopmen ,
o en, he e is less ecogni ion o e o s a ound gende , which we e ounded in 1957. Mo e
ecen ac i i ies ha e ocus on equal ea men (non-disc imina ion) legisla ion, gende
mains eaming (i.e., inclusion o gende pe spec i es in all policies), and speci ic measu es o
he ad ancemen o women. The S a egic Engagemen o Gende Equali y 2016-2019
desc ibed commi men s o p omo e gende equali y as well as in eg a ion in o EU unding
p og ammes. Fo example, conce ning he Se en h F amewo k P og amme o he Eu opean
Communi y o esea ch, echnological de elopmen and demons a ion ac i i ies (2007-2013),
he EC o malised commi men s o gende equali y in Decision No 1982/2006/EC (18.12.2006),
s a ing ha “in eg a ion o he gende dimension and gende equali y will be add essed in all
a eas o esea ch”. The aim was o highligh he con ibu ion o gende equali y o economic
g ow h and sus ainable de elopmen and, h ough 30 conc e e ac ions, build on ou comes
om p e ious ac i i ies. An e alua ion was published in Feb ua y 2020.
In 2019, gende equali y ecei ed s ong suppo om he i s -e e emale Commission
P esiden , U sula on de Leyen, and saw c ea ion o a dedica ed Commissione o Equali y,
Helena Dalli. Despi e he pandemic, in Ma ch 2020, he Eu opean Commission published he
Gende Equali y S a egy 2020-2025, which aims o end gende -based iolence; challenge
gende s e eo ypes; close gende gaps in he labou ma ke ; achie e equal pa icipa ion ac oss
di e en sec o s o he economy; add ess gende pay and pension gaps; close he gende ca e
gap and achie e gende balance in decision-making and poli ics. The s a egy pu sues a dual
app oach o gende mains eaming combined wi h a ge ed ac ions, and in e sec ionali y is a
ho izon al p inciple o implemen a ion. While he s a egy ocuses on ac ions wi hin he EU, i
is also cohe en wi h ex e nal policy on gende equali y and women’s empowe men . One o
he i s deli e ables was measu es o pay anspa ency (4 h Ma ch 2021) whils he 2021 Repo
on Gende Equali y highligh ed achie emen s in i e key a eas and examples o success ac oss
he EU. F om 2022, Ho izon Eu ope has equi ed bene icia ies om EU Membe S a es and
associa ed coun ies o ha e a gende equali y plan (GEP) o equi alen s a egy o be eligible
o unding. Guidance p esen s componen s o he eligibili y c i e ion, explaining wha hese
equi emen s mean in p ac ice when de eloping and implemen ing a GEP o e iewing he
equi alence o exis ing plans o policies, and p o ides conc e e p ac ical examples, building on
exis ing ma e ials, good p ac ices and a ious esou ces ha suppo gende equali y in
esea ch and inno a ion (R&I).

1.2 Gende in he wo kplace
Eu ope s ill has a long way o go o achie e equali y/equi y o women, based on he Gende
Equali y Index 2021, which conside s wo k, money, educa ion, ime, powe and heal h. Unde -
ep esen a ion o women in he wo kplace is a b oad and mul i ace ed issue. Women a e
inc easingly well quali ied wi h mo e women g adua ing om uni e si ies in Eu ope. Howe e ,
many women do no eel as ee in hei choice o jobs, o do no ha e he same job
oppo uni ies as men. E en i mo e women we e o pa icipa e in he labou ma ke , bu dens
o p i a e and ca e esponsibili ies, unpaid wo k, s ill es s la gely wi h women. Inc eased
wo king hou s amongs women does no au oma ically lead o mo e balanced sha ing o
domes ic wo k and ca egi ing, meaning women a e also a mo e likely o wo k in pa - ime
(paid) employmen . Ac oss Eu ope, despi e di e en educa ion and employmen sys ems,
women a e unde - ep esen ed in senio pos s whe he academic o comme cial, and mo e
absen in ce ain speciali ies (e.g. 30% emale ep esen a ion in he wo k o ce globally; 26-52%
emale ep esen a ion in EU MS - UNESCO Ins i u e o S a is ics, June 2019,

inequali y amoun o €370 billion annually. Thus, ac ions in ec ui men , wo king condi ions,
moni o ing, managemen , and e en ion could lead o an inc ease in EU GDP in he egion o
€3.15 illion by 2050.

equi es ac ions ela ed o bo h pa icipa ion and esea ch design and implemen a ion.
Imp o ing pa icipa ion in science and esea ch equi es women/ emale esea che s o
pa ake in eams and s udies a all le els, while o e ing gende -sensi i e wo king condi ions
and cul u e. Fu he , i is impo an o conside how indi iduals’ iden i ies impac pa icipa ion
in esea ch, e.g., how messaging migh be biased owa ds hose who iden i y as emale.
Equally, add essing he sex and gende dimension in esea ch equi es ha sex is conside ed
as a key analy ical and explana o y a iable on he basis ha , i ele an issues a e missed o
poo ly add essed (e.g., me abolic esponse), esul s a e incomple e and biased.
1.3 Gende in esea ch o ganisa ions and p ojec s
Reasons he esea ch communi y, including FishEUT us , should in es in sex- and gende -
sensi i e esea ch conce n bo h wo kplace cul u e and esea ch excellence. Lack o
disc imina ion is no su icien o c ea e eams ha pe o m well and a ac op-le el
esea che s. Mixed eams a e mo e e icien , mo e c ea i e, conside di e se poin s-o - iew,
and make highe quali y decisions. To achie e excellence in esea ch, he bes alen is needed
and bo h bene icia ies and p ojec s need o c ea e wo king condi ions/cul u es ha allow
indi iduals o ha e equally ul illing ca ee s wi hou ea o a ou , as well as encou aging
indi iduals o achie e a wo k:li e balance ha is accep able o hem, which mo i a es g ea e
p oduc i i ies.

women a e no assessed on he same basis no a e hei espec i e achie emen s iewed

equally. Open and impa ial selec ion p ocedu es, using mixed selec ion panels, aining o
panel membe s on unconscious gende bias, ad e isemen o pos s, explici encou agemen
o women o apply amongs pee s and line manage s, and accommoda ion o a ypical ca ee
pa e ns should all be in place. Likewise, selec ion c i e ia ele an o he pu sui o scien i ic
knowledge and indica o s o pe o mance, which i li e-cycle p oduc i i y, ca ee p og ession,
and o ganisa ional/ eam needs, mus be explici , p ecise, and anspa en . Ne e heless, i is
impo an o acknowledge ha bias and disc imina ion exis and in es iga e whe e and wha
hese a e o achie e change.

moni o ing in hei gende equali y plans, and indi iduals should be awa e o he plan and

mic o-le els (i.e., scheduling o mee ings [e.g., no du ing school holidays] o ac i i ies (e.g.,
elecon e ences o e lunch ime when indi iduals may ha e o he commi men s [e.g., pe sonal
ca e o adul dependen s]). Reducing sex and gende biases calls o ac i e in ol emen a all
le els including se ing me ics o pa icipa ion, moni o ing amewo ks, eedback
