I. INTRODUCTION
In he digi al e a, educa ional ins i u ions ace signi ican
challenges in managing adminis a i e p ocesses and
communica ion low. The Gene al Di ec o a e o Indus ial
and Se ice Technological Educa ion (DGETI) o e sees
mo e han 629,000 s uden s in 456 schools ac oss Mexico.
Despi e echnological ad ances, adminis a i e ine iciencies
pe sis , especially in handling epe i i e inqui ies abou
en ollmen , ce i ica es, social se ice, and exam p ocedu es.

eme ges as a echnological esponse, in eg a ing
a i icial in elligence and ins an messaging o p o ide as ,

aligns wi h Mexico’s na ional digi al policies and he Uni ed
Na ions Sus ainable De elopmen Goal 9, p omo ing
inno a ion, in as uc u e, and digi al inclusion.
II. THEORETICAL FRAMEWORK
Su e al. (2025) conduc ed a andomized ial- ype s udy o
pa ien educa ion on p ena al aneuploidy es ing, aiming o
de e mine he impac o using a cha bo as an educa ional and
counseling assis an . The me hod used is di ided in o wo
pa s: in he i s , pa ien s used he cha bo be o e he p o ide
isi , while in he second, hey only ecei ed educa ion om
he p o ide . The esul s show ha knowledge acquisi ion
was highe among pa ien s who used he cha bo compa ed o
hose who did no ; likewise, p o ide s also epo ed highe
ou comes based on co ec answe s. I is wo h men ioning
ha he s udy in ol ed 258 women.

III. METHODOLOGY AND SYSTEM
DEVELOPMENT
This esea ch ollows an applied and expe imen al
me hodology wi h a quan i a i e app oach. The de elopmen
o Wol Cha was di ided in o eigh s ages: 1) De ining
unc ional equi emen s; 2) Selec ing echnologies and
lib a ies; 3) Se ing up he de elopmen en i onmen ; 4)
De eloping he backend; 5) Managing e o s and e ies; 6)
Conduc ing uni and in eg a ion es s; 7) Deploymen ; and 8)
Main enance. The cha bo uses Node.js as he backend
amewo k, in eg a ing Venom-Bo o Wha sApp API
in e ac ion and Google Gene a i e AI o na u al language
p ocessing. I p ocesses di e se ile ypes (Excel, CSV,
DOCX, PDF, images) o ex ac in o ma ion and gene a e
con ex ually accu a e esponses. Fo deploymen , Wol Cha
was hos ed on Railway Cloud o ensu e eliabili y and
scalabili y, wi h moni o ing sys ems implemen ed o up ime
and pe o mance acking. See igu e 1.

IV. SYSTEM ARCHITECTURE AND
FUNCTIONALITY
Wol Cha ope a es unde a modula a chi ec u e designed o
e iciency and adap abili y. The backend handles da a
pa sing, session managemen , and API eques s o Google
Gene a i e AI. The on end in e ace, powe ed by
Wha sApp, allows use s o send inqui ies in na u al language.
Wol Cha hen in e p e s use in en using AI-based na u al
language p ocessing, sea ches he ele an da ase s, and
p o ides p ecise esponses. The cha bo s o es con e sa ion
his o ies o con inuous imp o emen and uses hash
e i ica ion o p e en da a duplica ion. This design ensu es
24/7 ope a ion and adap abili y o o he adminis a i e
sys ems.
V. RESULTS AND DISCUSSION
Wol Cha was es ed in ou DGETI campuses in Hidalgo:
CBTIS 287, 59, 218, and 8. Du ing pilo es ing, he cha bo
managed o assis 35 s uden s pe hou , ou pe o ming
adi ional adminis a i e p ocesses by 65.8%. Use eedback
collec ed h ough sa is ac ion su eys showed ha 80% o
esponden s a ed e iciency a le el 5, 90% con i med ha
he in o ma ion p o ided was upda ed, and 92% exp essed
willingness o con inue using Wol Cha .
Quali a i e eedback emphasized he use ulness o 24/7
a ailabili y and he educ ion o wai ing imes o
adminis a i e asks. In addi ion, s a epo ed dec eased
wo kload and inc eased p oduc i i y, allowing mo e ime o
s a egic planning and s uden engagemen . Compa a i ely,
simila implemen a ions in La in Ame ican ins i u ions ha e
shown e iciency gains be ween 40% and 60%, con i ming
ha Wol Cha ’s esul s a e abo e a e age o AI-based
adminis a i e ools.
VI. IMPACT AND FEASIBILITY ANALYSIS
Wol Cha demons a es no only echnical easibili y bu also
social, economic, and en i onmen al impac . Technically, i s
design based on Ja aSc ip and Google Gene a i e AI
ensu es lexibili y and scalabili y. Economically, he solu ion
equi es minimal ha dwa e esou ces, making i sus ainable
o public ins i u ions. Socially, i educes he digi al di ide
by p o iding accessible in o ma ion channels h ough
Wha sApp, he mos used messaging pla o m in Mexico.
En i onmen ally, i con ibu es o pape educ ion by
digi izing communica ion p ocesses. Wol Cha aligns wi h
educa ional inno a ion amewo ks and can se e as a model
o na ionwide implemen a ion ac oss he DGETI ne wo k.
VII. CONCLUSIONS
The implemen a ion o Wol Cha wi hin he DGETI
educa ional sys em has p o en e ec i e in imp o ing
communica ion, op imizing in o ma ion low, and educing
adminis a i e wo kload. I s in eg a ion o AI and Wha sApp
enables immedia e esponses o s uden inqui ies, achie ing
high sa is ac ion le els and measu able e iciency
imp o emen s. Wol Cha exempli ies how gene a i e AI can
suppo sus ainable digi al ans o ma ion in educa ion.
Fu u e wo k will ocus on ex ending i s unc ionali ies o
include academic u o ing, da a analy ics, and in eg a ion
wi h o he ins i u ional pla o ms. The success o his
ini ia i e p o ides a ounda ion o scaling he model o o he
