p ojec add essing High s a egic po enal a ea o esea ch in SCI in he ESFRI
Roadmap 2018. OPERAS s a ed i s P epa aon Phase in 2019 by de eloping
he business plan and go e nance model and p omong se ices c eaon and
alignmen o EOSC ca alogue and ansnaonal access. In 2019, OPERAS
es ablished he s a us o In e naonal non-p ofi Associaon unde Belgian
law (AISBL). En e ed he ESFRI Roadmap 2021, OPERAS is s i ing o efficien ly
gua an ee an efficien mo e o he Ope aon Phase wi h a cohe en app oach
o echnical, adminis a e, and financial issues and he es ablishmen o
OPERAS ERIC.

Uni e si y and Resea ch (MUR) and aims o imp o e he accessibili y and quali y o I alian
esea ch in as uc u es, os e ing collabo aon be ween ins uons and p omong
in e naonal pa cipaon.
PNIR ocuses on a ious esea ch a eas, including humanies and social sciences and aims o
p o ide he scienfic communies o e e ence wi h ad anced equipmen , such as
labo a o ies, high-pe o mance compung cen e s, specialized esea ch acilies, scienfic
da a a chi es, and o he esou ces necessa y o conduc high-quali y esea ch.
Th ough PNIR, he I alian go e nmen seeks o p omo e compe eness and excellence in
naonal esea ch, as well as a ac and e ain alen ed esea che s. The p og am also
suppo s collabo aon be ween public and p i a e esea ch ins u es, uni e sies,
businesses, and o he s akeholde s in he scienfic and echnological sec o .
PNIR is a long- e m inia e ha in ol es planning, esou ce allocaon, and moni o ing o
esea ch in as uc u es in I aly. The goal is o c ea e an en i onmen conduci e o
in e naonally ecognized esea ch and con ibu e o he coun y's economic g ow h and
scienfic ad ancemen .

ools should p o ide a comp ehensi e and isual o e iew o he p ojec 's implemen aon,
enabling s akeholde s o opmize esou ce allocaon, add ess challenges, and ulma ely
maximize he p ojec 's alue p oposion and sus ainabili y.

Acco ding o he Technical Annex: “D1.5 is he ou pu o A1.5 and will consis o a se o
documen s assessing he implemen aon condions o he H2IOSC p ojec , p o iding o he
P ojec Manage and he decision-making s uc u e insigh s ela ed o diffe en hemac
issues ha may ep esen a boleneck as well as suggesng p agmac soluons o deli e on
me and wi hin budge ”. Based on he con ex desc ibed in he p e ious secons, “ he pa h
om Sha ed Goals o Key Exploi able Resul s”, is “a he co e o he H2IOSC ope aon and
implemen aon condions” and should be ca e ully moni o ed, using specific ools.
As desc ibed in D1.1 and u he explained in he ollowing pa ag aphs (see, Secon 2.1, poin
6, Moni o ing and E aluaon) H2IOSC is al eady using a numbe o ools o moni o ing and
epo ng, which, howe e , should be in eg a ed o ully exploi he po enal o he acqui ed
knowledge, and offe suppo o he P ojec decision-making s uc u e in achie ing he
scienfic objec es se ou in echnical annex (i.e. he Sha ed Goals).

2. Me hodology
2.1 App oach and amewo k o assessing implemen aon condions
As s a ed be o e WP1 "P ojec and Financial Managemen , Quali y Assu ance" is p ima ily
ocused on ensu ing he success ul achie emen o he P ojec ’s objec es, miles ones, and
deli e ables while main aining adhe ence o budge cons ain s. I also plays a c ucial ole in
es ablishing effec e communicaon channels and managing ex e nal in e acons be ween
he P ojec and a ious s akeholde s, pa cula ly he Minis y o Uni e si y and Resea ch
(MUR). One o he key esponsibilies o WP1 is o es ablish p ojec ag eemen s and ensu e

compliance wi h he ules and epo ng equi emen s se by he minis y and PNRR (Naonal
Reco e y and Resilience Plan).
A significan objec e o WP1 is he es ablishmen o a decision-making amewo k, as
de ailed in Secon 4 (Decision Making) o D1.1 (Quali y assu ance plan, guidelines, p ojec
handbook)8. This amewo k is designed o acili a e p omp and coo dina ed communicaon
be ween he ac o s in ol ed in H2IOSC, as desc ibed in Secon 3 o D1.19, including Ope a e
Uni s (OUs) and Resea ch In as uc u es (IRs), enabling efficien decision-making p ocesses
