INTRODUCTION
Cu en digi aliza ion p ocesses encompass all business ac i i ies, including company
managemen . The digi iza ion echnologies ha acili a e digi al ans o ma ion a e d i ing
o ganiza ions owa ds new ways o wo king. (Go ensek & Kohon , 2019). Digi aliza ion
inc eases he indi idual p oduc i i y o company employees, imp o es he speed and quali y
o wo k pe o mance, and has a posi i e impac on wo k mo i a ion (Beni ez e al., 2022).
The p ocess o digi aliza ion demands manage s a a ious le els o managemen o
exhibi a dis inc le el o hinking, expe ise, and compe ence. On he one hand, manage s a e
implemen ing digi al echnologies ac oss all a eas o he o ganiza ion, ans o ming he h ee
basic componen s o business: cus ome expe ience, ope a ional p ocesses, and business

leade ship capable o implemen ing changes, possessing a ision o goals and a ious possible
pa hs o achie e hem – digi al leade ship.
In he con ex o digi aliza ion and digi al ans o ma ion, digi al leade ship means he
s a egic use o a company's digi al asse s o achie e i s business goals (Kuba aie a, 2022). The
essence o digi al leade ship is mul i ace ed and is conside ed by a ious esea che s om
di e en pe spec i es. Thus, om he pe spec i e o i s impac on o ganisa ional inno a ion,
digi al leade ship is de ined as he p ocess equi ed o de elop and sus ain an inno a i e cul u e
by apidly b inging ideas o li e h ough lexible IT and business a chi ec u es (Tanni u, 2018).
In addi ion, he concep o digi al leade ship is explained as a managemen model o
success ully and sus ainably manage digi al ans o ma ions (T oilo, 2021). In his s udy, i is
pe inen o emphasize he dis inc i e na u e o de ining digi al leade ship as a combina ion o
leade ship quali ies and he need o apply hem: digi al leade ship is a concep ha combines
h ee blocks ha digi al leade s mus ul ill – hey mus ha e (o lea n) digi al hinking and
digi al skills and combine hese wo elemen s o digi al implemen a ion o ealize a common
digi al ision (Henselle, 2020). The leade ship quali ies inhe en in digi al leade s hemsel es

be acqui ed and de eloped. Since digi aliza ion is a complex phenomenon ha is obse ed in
all ields o social ac i i y, i is app op ia e o conside he speci ied ans o ma ional p ocesses
a he mac o- and mic o-le els sepa a ely and in ela ionship, which, in ou opinion, is lacking
in p e ious scien i ic wo ks.
METHOD
The scien i ic me hod o classi ica ion was used as he basis o sol ing any scien i ic
p oblem and is used o gene alize knowledge. The classi ica ion o manage ial leade ship
quali ies as he subjec o his esea ch in ol es hei a angemen and so ing acco ding o
ce ain cha ac e is ics. A e iew o li e a y sou ces e ealed a ious app oaches o s udying he
quali ies o adi ional and digi al leade s. Some au ho s lis leade ship quali ies wi hou
ocusing on hei classi ica ion. O he au ho s g oup leade ship quali ies in o ce ain ca ego ies

By using his o ical analysis, he changes in s yles and quali ies o leade s du ing he
implemen a ion o digi al echnologies we e obse ed. Compa a i e analysis was used o
iden i y di e ences be ween he cha ac e is ics o " adi ional" and "digi al" leade s.
RESULTS
Digi aliza ion p o ides oppo uni ies o socie y and businesses o each a highe le el
o socio-economic de elopmen . Uk aine is one o he leading coun ies in e ms o he as es
implemen a ion o digi al echnologies in s a e and local adminis a ion. Since 2015,
anspa ency in iscal policy has been ensu ed h ough he P ozo o elec onic p ocu emen
sys em and he E-da a web po al o he use o public unds. To inc ease go e nmen
anspa ency and s eamline adminis a ion, he Minis y o Digi al T ans o ma ion was
es ablished in Uk aine in 2019. When implemen ing he p esiden ial p og am "S a e in a
Sma phone," he minis y launched and con inuously expanded he digi al applica ion Diia,
which allows Uk ainians o ecei e adminis a i e se ices and documen s om he
go e nmen online.
Since 2020, he e has been he posi ion o Chie Digi al T ans o ma ion O ice
(CDTO) in s a e and egional au ho i ies in Uk aine. Digi al leade s in he egions a e in ol ed
in implemen ing na ional digi aliza ion p ojec s (digi al educa ion, digi al se ices, in e ne
de elopmen ) and ini ia ing and shaping egional digi aliza ion policies, he main ask o which
is o c ea e a communi y among digi ize s in e i o ial communi ies. In he absence o
adminis a i e le e s o in luence, a digi al leade mus possess ce ain quali ies o se a good
example o e i o ial communi ies, coo dina e hem, se he pace, and encou age change. This
posi ion should be held by a pe son wi h an analy ical mindse , legal compe encies (as he
implemen a ion o he egula o y amewo k a he local le el is pa o hei du ies), and
manage ial skills (abili y o build a s ong eam, manage business p ocesses, pe sonnel, e c.)
(Gu ska, 2022).
