This pape examines hese dynamics and he
implica ions o in e na ional aid wi h p ac ical
ecommenda ions on how i can bes suppo
locally led peacebuilding, which is unde pinned
by imp o ed engagemen wi h na ional and
sub-na ional s a e s uc u es. Chap e s 1 o 4
elucida e Somalia’s mac o poli ical economy and
con lic dynamics, which is c i ical o embedding
he ensuing analysis ela ed o locally led
peacebuilding in chap e s 5 o 7, including a wide

plus a mode a ed dialogue in ol ing h ee
Somali expe s in ea ly 2024. I also d aws on
he au ho ’s mo e han i e yea s o wo king
closely wi h Somali ci il socie y ac o s and
o e a decade wi h in e na ional aid ac o s,

long sough in e na ional ecogni ion o which
i con ends i has a conside able ounda ion. The

3.4 Geopoli ics and in e na ional
meddling
Beyond E hiopia’s in luence, geopoli ical dynamics
ha e had majo impac s on Somalia o many
yea s, as in e na ional ac o s’ compe i ion o
in luence dis up s s abilisa ion e o s. Al hough
no coun y is immune o geopoli ical in luences,
he impac is mo e se e e in con ex s o agile
s a e o ma ion, like Somalia. His o ically, he
Uni ed S a es (US) has had ex ensi e mili a y,
poli ical and economic engagemen in he coun y,
om i s ‘wa on e o ’ and ex ensi e d one
s ikes o ecen deb elie . The US engagemen
has o en cou ed con o e sy, no jus o he
di ec impac s, bu also because i s in-coun y
p esence is widely seen as a ec ui ing ool o
al-Shabab (see Khali , 2024). O e he pas decade,
howe e , geopoli ical con es a ion be ween
Tü kiye and he Gul s a es, while b inging some
bene i s such as in es men and mili a y suppo ,
has u he complica ed s a e s abilisa ion. The
UAE was making signi ican in oads in Somaliland,
while Tü kiye and Qa a we e mo e hea ily
in ol ed in Sou h-Cen al Somalia. Towa ds he
end o Fa maajo’s p esidency, he UAE was also
s eng hening i s p esence in Sou h-Cen al. This
was upended by he 2024 mili a y and economic
deals be ween Tü kiye and he FGS (Soylu,
2024). Beyond geopoli ical compe i ion, iolen
con lic in Somalia (and he Ho n) is also d i en
by li es ock demand in he Gul , as p eda o y and
ex ac i e capi al dis ega ds local needs and social
s uc u es (Du ield and S ock on, 2023).
3.5 Clan-based con lic and se e e
ensions in Sool and Sanaag
Clan-based con lic also emains signi ican ac oss
much o Somalia. The egions o Sool and Sanaag,
a he con es ed bo de be ween Somaliland and
Pun land, ha e seen some o he mos in ense
in e -clan iolence. This peaked in ea ly 2023
a ound he own o Lasanod when Somaliland
o ces iolen ly supp essed dissen , leading o o e
100 people being killed and 600 inju ed (Amnes y
In e na ional, 2023). A ec ed clans in he egion
a e calling o hei own b eakaway s a e, o be pa
o Somalia (RLI, 2023). They ha e been cou ed by
he FGS and denounced by Somaliland.
This se ies o e en s is indica i e o he po en ial
o clan-based ensions o up u e in o iolence,
especially as ne e -ending d ough s d i e
displacemen and compe i ion o e sca ce
esou ces, such as g azing land and wa e (Foua
e al., 2023). Howe e , con lic is ypically media ed
and esol ed locally, a oiding he la ge-scale
iolence seen in E hiopia and Sudan. This is owing
o communi y leade s’ and clan elde s’ e o s,
which many in e iewees highligh ed as a c i ical
esou ce o locally led peacebuilding.
3.6 Mass displacemen and
humani a ian needs
When discussing con lic dynamics in Somalia
du ing in e iews, he scale and pe sis ence o
humani a ian need we e gene ally no aised,
despi e 6.9 million people equi ing humani a ian

Clima ic shocks a e he new no m and a e p o ing

humani a ian needs o less conce n, al hough
he humani a ian sys em was widely seen as
dis up i e. Mass displacemen , howe e , was seen
as bo h a esul and o en a d i e o con lic ,
pa icula ly o e land in u ban se ings. The scale
o displacemen , a 3.4 million people in e nally
displaced as o ea ly 2024 (USAID, 2024), is a
c i ical c oss-cu ing issue. I is d i ing apid
u banisa ion, whe e displaced people a e ypically
some o he mos ulne able, pa icula ly mino i y
and ma ginalised clans, and women. Ul ima ely,
he shee scale o displacemen and humani a ian
esponse ha e c ea ed a de imen al poli ical
economy o aid ac oss Somalia.

4 The poli ical economy o aid in Somalia
By channelling billions o dolla s in o he coun y,
he aid economy has p o ound impac s ac oss all
ace s o li e, unde mining go e nance p og ess,
c ea ing many es ed in e es s and encou aging
sho - e mism. All o his nega i ely impac s he
long- e m us -building and s a egic hinking
ha unde pin e ec i e peacebuilding. The poli ical
economy o aid has e ol ed in esponse o decades-
long a med con lic and ex ensi e humani a ian
need in Somalia. This chap e cap u es some o
hese dynamics and emphasises he scale o he
challenge, pa icula ly in ela ion o humani a ian
inancing. The aid economy mus be add essed o
ensu e a mo e conduci e en i onmen o locally
led peacebuilding.
This inadequa e aid economy is a guably bes
illus a ed h ough he immense scale and
ola ili y o annual HRPs and ela ed unding,
which o e a clea yea - o-yea compa ison. Table
1 is demons a i e, whe e 2017 and 2022 in ol ed
signi ican ly scaled-up esponses o d ough -
induced c ises. D ough pe sis ed in 2023, bu
was punc ua ed by loods ha a ec ed 2.5 million
people (OCHA, 2023). Humani a ian unding,
howe e , hal ed. Al hough he HRPs do no
cap u e de elopmen and peacebuilding unding,
he scale and ola ili y o unding impac he
en i e y o he humani a ian–de elopmen –peace
nexus. In con as , in e na ional de elopmen
assis ance has been ela i ely s able a a ound
US$300-400 million pe annum o e he pas
ou yea s, acco ding o he Wo ld Bank (Wo ld
Bank, 2024a) – bo h smalle and mo e consis en
han humani a ian unding.

in Somalia. Consequen ly, i has c ea ed a wide

ace p essu e o secu e aid o hei clan, which
heigh ens compe i ion and con ibu es o he
neglec o mino i y and ma ginalised clans. I has
also been sugges ed ha poli ical a angemen s
bene i om he pe manen p eca i y o displaced
popula ions, as i b ings in aid unding (Jaspa s
e al., 2023). This aid economy has a ac ed
widesp ead c i icism o pe pe ua ing Somalia’s
aid dependence, om mac o-le el en -seeking o
camp ga ekeepe s ha ake a commission om
displaced people’s assis ance (Thomas and Majid,
2023). ‘Di e sion o aid is sys emic and widesp ead’
(Hailey e al., 2023: 4), ye humani a ian assis ance
emains essen ial o a e ing amine. The
a ailabili y o aid also in luences displacemen
pa e ns, as people pu sue a ailable suppo . This
has accele a ed u banisa ion, wi h displaced people
elega ed o he u ban pe iphe y (Gis Resea ch,
2022). The consequences o humani a ian aid,
howe e , ex end beyond issues o dependence.
The as luc ua ions in humani a ian aid o
Somalia un con a y o e ec i e app oaches o
peacebuilding and econcilia ion. As he igu es
in Table 1 illus a e, humani a ian aid olumes
can hal e o double om one yea o he nex ,

ha d i e and pe pe ua e hese needs. Secondly,

expedien ly a he han hough ully. In e na ional

comp omised posi ions o needing o spend
quickly a he han being able o implemen
cohe en ly. Finally, he luc ua ions in unding
unde mine longe - e m peacebuilding e o s. Fo
example, s a a Somali o ganisa ions a e poached
by in e na ional aid ac o s, c ea ing ins i u ional
ins abili y. Such dynamics we e epo ed ac oss
in e iews, wi h in e iewees p o iding nume ous
anecdo es o la ge-scale humani a ian unding
dis up ing peacebuilding e o s.
Al hough smalle in scale, de elopmen and
go e nance ini ia i es u he complica e he
poli ical economy o aid in Somalia. Long- unning
esilience p og ammes, such as he Somalia
Resilience P og am (SomReP) and Building
Resilien Communi ies in Somalia (BRICS), a e
gene ally posi i ely ega ded o hei impac ,
bu a e minuscule in compa ison o b oade
humani a ian p og amming. They a e also
pe cei ed as ‘INGO clubs’ by many Somali ci il
socie y ac o s, owing o INGOs ecei ing he
bulk o unding and domina ing decision-making
p ocesses. On he go e nmen side, he Wo ld
Bank has in es ed hund eds o millions o dolla s
in o he FGS in ecen yea s, which has es ed
he s a e’s abso p ion capaci y. While being
necessa y o achie e benchma ks o deb elie ,
he la ge olume o unding has, o a deg ee,
compounded he di icul ies associa ed wi h
humani a ian unding. On he one hand, millions
o people a e caugh in pe pe ual c isis, bu on
he o he , many ac o s a e p o i ing signi ican ly
om incoming aid. Despi e yea s o c i iques o

Acco ding o one in e iewee, ‘ he SSF is much

sugges ed he SSF was no pa icula ly agile,

UN suppo s peacebuilding in mul iple ways, such
as h ough he global Peacebuilding Fund (PBF),
which ans e ed o e US$1 billion o Somalia
ini ia i es be ween 2008 and 2021. I add esses
a ious issues such as elec ions and secu i y-
sec o e o m (PBF, 2024). In 2023, he long-
s anding Somalia Mul i-Pa ne T us Fund was
e-launched as he Somalia Join Fund, which aims
o an annual budge o US$60 million, al hough
wi h a c oss-nexus ocus (UN, 2023b).
Indi idual UN agencies, such as he In e na ional
O ganiza ion o Mig a ion (IOM), a e also
engaged in communi y-le el peacebuilding. IOM
p og amming ha b ings con lic ing communi ies
oge he and ma ches hei con ibu ions o
peace and de elopmen p ojec s was posi i ely

The la e , speci ically Ox am No ib (Ne he lands),
has a long his o y o suppo ing ci il socie y
de elopmen in Somalia, wi h a signi ican ocus
on peacebuilding. This included long- e m, lexible
unding ha was c i ical o he es ablishmen
o he non-go e nmen al o ganisa ion (NGO)
Adeso, he Elman Peace and Human Righ s Cen e,
he Somali Women’s S udy Cen e, NAGAAD
and Candleligh (Mydlak, 2019). The p ominence

speci ically on peacebuilding. O he ac o s,
such as Adeso and Sa e Somali Women and
Child en (SSWC), a e mul i-manda e, wi h bo h
o ganisa ions widely espec ed o hei wo k
on women’s empowe men . Despi e being a
he coal ace o peacebuilding and acing he
mos acu e secu i y isks, hese o ganisa ions
a e beholden o wildly luc ua ing budge s
and minimal ins i u ional suppo , including
o secu i y, while being ma ginalised om
key decision-making p ocesses. In e na ional

Sumlu , 2023).
