such as a i a e quo as (TRQs). Ag icul u al ade p o isions in FTAs pas and p esen

expo s o he coun y ecei ing p e e ences (Gil-Pa eja e al.,2019) wi h he insigh ha

(NTMs) and a i s (Vicke s,2018;Ajewole e al.,2022). Al hough he goal o TRQs as an
ins umen o ade policy is o manage ade in a coun y’s sensi i e sec o s, TRQs se e
bo h he pu pose o inc easing supplies o ood in impo ing ma ke s as well as doing so a
lowe ed p ices. In he case o expo ing na ions such as Sou h A ica ha ha e a ib an
ui expo sec o , TRQs pa e he way o imp o e access o ma ke s such as he Eu opean

phy osani a y (SPS) measu es, can ha e he same e ec on domes ic consume s in an
impo ing coun y when ac ing as a ban, which, as elabo a ed in Fa hel ahman e al. (2024),
ends o esul in inc eased domes ic p ices o consume s hus leading o wel a e losses.
While NTMs a e conside ed o be a legi ima e ins i u ional inno a ion o ensu e ood sa e y,
he e is a gene al consensus ha such esponses a e inc easingly being used p o ec i ely
(Kuma & Bha i,2020), becoming mo e s ingen , limi ing impo s and indi ec ly educing
he consume choice o heal hy op ions such as ui s and ege ables whe e such ba ie s
a e mo e p e alen . The ela ionship be ween expo s and NTMs is, howe e , no absolu e,
hence he need o his p esen s udy o in es iga e he pa icula SA–EU case o ui
p oduc s and o add o he public deba e on he use o ade policy ins umen s in bila e al
ade ag eemen s.
The subjec o he u ilisa ion o TRQs con inues o domina e ag icul u al ade libe ali-
sa ion deba es ques ioning he comme cial iabili y o access o de eloped na ions’ ma ke s
by de eloping na ions (Abbo ,2002;Rena,2008;Re ell,2017;Beckman e al.,2021). Such
deba es culmina ing om Wo ld T ade O ganisa ion (WTO) membe coun ies showing
in e es in unde s anding he ac o s impac ing quo a usage ha e been opical a he WTO
Commi ee mee ings on Ag icul u e (O den e al.,2019;Jackson e al.,2020;Beckman e al.,
2021). The membe s a es o he WTO a e in e es ed in imp o ed ma ke access o hei
own expo commodi ies in o de o bene i hei economies. The seminal wo k o Skully
(1999b) desc ibes he unc ioning o TRQs, no ing he h ee componen s o a TRQ, namely
quo a size, in-quo a a i , and ou -o -quo a a i . The heo y o he unc ioning o TRQs,
he e o e, o ms he basis o he p esen s udy. E en hough he quo a size is expec ed o
posi i ely ela e o he g ow h o expo s, he pe sis en unde - ill (Muchopa e al.,2019;
Muchopa,2021) o unila e al quo as has igni ed some deba es on he sui abili y o he

The inabili y o expo e s o ill TRQs wo ldwide has gene a ed immense deba e
(Chen e al.,2020
;Chow & Sheldon,2024), and he easons o unde - ill emain ambiguous.
As a i ba ie s ha e con inually been educed, NTMs ha e become mo e p e alen
(
Saini,2011
;Ki piche & Mo al-Beni o,2018;Bellmann & Suga han,2022). The OECD
(2024) explains NTMs as all policy measu es (o he han a i s and TRQs) di ec ly impac ing
ade. The ambiguous impac o NTMs is no ed and acknowledged, indica ing ha sani a y
and phy osani a y (SPS)- ela ed NTMs can inc ease ade cos s, hough, on he one hand,
hey can also aise demand in he domes ic ma ke s as well as inc ease expo s (OECD,
2019). While ade has been ecognised as playing an impo an pa in he achie emen
o Agenda 2030 and he sus ainable de elopmen goals (SDGs), in gene al, he a ge s
o achie e he SDGs a e lagging (Sachs e al.,2023) and gi en he ecen expe iences in
global supply chain dis up ions, c i icism is abounding on ade policies ha hinde he
ee low o commodi ies. SDG 2 is ele an o he p esen s udy in as much as global ood
sys ems depend on ade, hence, unde s anding he ba ie s and dis o ions can assis wi h
he a ge o imp o e ood secu i y and nu i ion. I is p uden , he e o e, o imp o e he
unde s anding o he nexus o ade policies and pa icula in luen ial ac o s.
In-quo a a i s o ui p oduc s expo s expo ed unde he ade libe alisa ion
egime implemen ed be ween Sou h A ica (SA) and he EU ha e gene ally been e-
duced based on ade p e e ences g an ed by he EU. The T ade, De elopmen and
Coope a ion Ag eemen (TDCA) came in o ull e ec in May 2004 and was eplaced
by an Economic Pa ne ship Ag eemen (EPA) in 2016, he Sou he n A ican De elop-

e ms o sensi i e p oduc de ini ions. Joshi (2013) concludes ha ‘p oduc s ha a e highly
p o ec ed do no ge high p e e en ial access e en a he egional le el’. Gi en ha TRQs

emain an impo an ool in he ade libe alisa ion deba e. P oponen s o he TRQ ade

1.1. Resea ch Gap Iden i ied Th ough Li e a u e
Va ious s udies, including Chen e al. (2020); Beckman e al. (2021); Ja a i e al.
(2021); Muchopa (2021); and F y (2023), ha e been conduc ed in di e en con ex s and
egions o analyse TRQs, bu he deba e is a om ending. The e a e g owing claims
ha NTMs a e inc easingly eplacing a i s as coun ies pu sue ull a i libe alisa ion
policies, possibly explaining he con inued low expo g ow h. S udies such as Nilsson
(2018) and
G uble and Rei e
(2021) con inue o no e ha NTMs ha e been on he ise, and
in he con ex o ui p oduc s, he NTMs ange om pes icide esidue limi s, geog aphical
indica o s, impo licensing p ocedu es, and labelling equi emen s, among o he s. Recen
s udies (O e ice,2017;Ghodsi & S eh e ,2022;Ghodsi,2023) u he discuss he NTMs–
a i nexus. Muchopa e al. (2019,2020,2021) p o ide e idence ha he educ ion o NTMs
leads o an inc ease in expo s. The easoning ad anced, he e o e, in he p e ious s udies
is ha , o expo s o g ow, ade ba ie s mus be lowe ed o emo ed. Howe e , gi en
ha na ions a e always seeking o p o ec domes ic p oduce s, albei ade ag eemen s in
place, he TRQ ins umen has ound esonance in si ua ions whe e a coun y’s sensi i e
sec o s need o be shielded om compe i ion. The e a e sugges ions, he e o e, ha he
implemen a ion o NTMs u he us a es ade unde a gi en TRQ egime. This ques ion
o he ela ionship be ween NTMs and he TRQ ade libe alisa ion ins umen has ecei ed
less a en ion. Hence, he p esen s udy add esses ha esea ch gap. Va ious angles can be
aken o unde s and his ques ion, and in he p esen pape , his nexus o TRQs and NTMs
is in es iga ed by answe ing speci ic ques ions in he Sou h A ican con ex conce ning he
expo esponse o ui p oduc s o unila e al quo a p e e ences o he Eu opean Union.

o expo s o he gi en ade p e e ences (TRQs o selec ed ui p oduc s).
Scan y esea ch exis s on he impac o TRQ p e e ences on expo s in indi idual
sec o s, such as ha o ui p oduc s. S udies such as Jo daan and Kanda (2011), conduc ed
on he impac o ade ag eemen s on expo s, igno e he ci cums ances o indi idual sec o s
in he way in which he p e e ences may be u ilised. This is con i med in a p e ious s udy
by Yuan and Awokuse (2003), no ing ha he agg ega ion o ade da a in he analyses
conduc ed implies he p esence o uni o m impac s ac oss commodi ies, which, howe e ,
is no he case. Hence, he au ho s ad oca e o he use o commodi y-speci ic ade da a.
This p esen pape analyses he impac o he TRQ ins umen (decomposed in o i s h ee
componen a iables, ha is, he quo a, he in-quo a a i , and he ou -o -quo a a i )
on he quan i y o expo s and u he links ha wi h he analysis o he e ec s o NTMs
imposed on ade lows in he pe iod om 2004 o 2021. The mechanisms by which he

TRQ policy is applied o he ui p oduc s wo k a e elabo a ed by Muchopa e al. (2019).
Hence, he p esen s udy ex ends he wo k o Muchopa e al. (2019), which conside s a

de e mine he economic wel a e impac s o he emo al o NTMs o a combined o e ing
o ui p oduc s’ TRQs.
To add ess he iden i ied esea ch gap in Muchopa e al. (2019) and o he s udies
men ioned ea lie , a di e en and disagg ega ed da a se is employed in a panel model o
conside whe he he e a e subs an ial di e ences in he esponsi eness o expo le els
o he TRQ le el o size ac oss he di e en ui p oduc s which a e being aded in he
p esence o NTMs. Expo lows o he ui p oduc s ecei ing p e e ences di e , and he
u ilisa ion o p e e ences also di e s ac oss he commodi ies. The e o e, he assessmen o
he ela ionship be ween he quo a p e e ence le el and he ac ual expo le el is impo an
in e ms o he a i lines ecei ing p e e ences in he p esence o NTMs. The p esen s udy
analyses he ela ionship be ween he size o he alloca ed a i a e quo as and expo

The ixed e ec s model used in his s udy answe s he ele an ques ions pe aining
o whe he di e ences a e obse able o e ime in e ms o expo le el changes in he
con ex o a panel o i e di e en ui p oduc s’ TRQs. To he au ho ’s knowledge, no such
s udy has been ca ied ou u ilising ui p oduc s’ TRQ da a, and he e is no o he s udy
ha has analysed ui p oduc s’ TRQs as c oss-sec ion uni s o he SA–EU p e e en ial
ade unde p e e ences. No published pape s ha e employed he ixed e ec s model o
examine he ela ionship be ween TRQs, NTMs, and expo s in he con ex o he SA–EU
ui p oduc s ade. By inding ou he ex en o which NTMs ha e an impac on expo s,
his s udy con ibu es o he g owing li e a u e on NTMs’ impac s on ade, in addi ion o
he li e a u e ha examines how ade libe alisa ion a ec s expo s. Using panel da a ha
acks he selec ed TRQs o e ime, he p esen s udy shows ha he magni ude o impac
on expo s is accoun ed o by he in e ac ion o NTMs and high a i s, accoun ing o a
24% dec ease in expo s. The quo a size is signi ican in in luencing expo s, whe ein a 1%
inc ease in he size o he quo a leads o a 2.29% inc ease in expo s.

2.1. B ie Ins i u ional Backg ound and Policy En i onmen o SA–EU F ui s P oduc s T ade
The EU is ea u ed as a majo des ina ion o expo ed commodi ies om de el-
oping coun ies unde TRQs and/o o he ade p e e ences (Shephe d & Wilson,2013;
Ci e a e al.,2016
). Sou h A ica is no excep ion o bene i ing om de eloped na ions’
p e e ences a ge ed a de eloping na ions (Keck & Lendle,2012), gi en he TDCA and he
SADC–EU–EPA.
Be ween he pe iod 2004 and 2016, he ade chap e o med he basis o Sou h A ican
expo s o sensi i e p oduc s on he EU lis , and he ea e , he SADC–EU–EPA eplaced
he ade chap e o he TDCA in 2016. The go e nance o TRQs in SA–EU ade is well
documen ed in a ious documen s and pas s udies (TRALAC,2018;Muchopa e al.,2019;
Kaziboni,2020). I is indica ed ha egis e ed expo e s apply o pe mi s o expo unde
TRQs based on he annual quo as ad e ised in go e nmen gaze es. The e a e speci ic
condi ions ha he applican s mus mee o be eligible o be alloca ed a quo a pe mi , and
hese include expo his o y and ax clea ance. The quo a pe mi holde s a e also expec ed
o comply wi h EU egula ions o expo s, including he ules o o igin and EU SPS, as
well as echnical egula ions. I is also laid down in Council Regula ion (EC) No. 2793/1999
ha ce ain a i line quo as will sui ably be managed h ough impo licenses while o he s
a e managed on a i s -come, i s -se ed basis. Regis e ed expo e s applying o TRQs

cessed ood sec o is ambiguous. Shepo ylo (2016), in a s udy ocusing on NTMs impac ing

Fall and Langle
(2020), in a s udy on Sou h A ican i ms, conclude ha he i ms bene-

quan i ies. The quo a a iable can, he e o e, be deemed a no ewo hy explana o y a iable.
Gi en ha he coe icien o quo a size (QTL) is posi i e and signi ican , he indings
sugges ha he quo a size is e ec i e in in luencing expo s. The posi i e e ec on expo s
sugges s ha he quo a size, which, as a componen o he TRQ policy, is mean o inc ease
ma ke access o Sou h A ican expo s des ined o he EU, is e ec i e. The indings also
show ha he QTL e ec on expo s is la ge when no in e ac ing wi h NTMs, as can be
no ed wi h he a iable NTMQTL in Model 4. The e o e, he indings sugges ha he
quo a size needs o be inc eased, and NTMs need o be educed. The magni ude o he
impac o he quo a size on expo s is also la ge when all he con ol a iables a e included,
as can be seen in Model 4.

based on p ob. 0.0000 and 0.0005, espec i ely. The Sou h A ican expo s unde each o

is lowe han he ange o 37–74% o he educ ion in expo s due o NTMs, as concluded in
Ki piche and Mo al-Beni o (2018). This inding is in line wi h Rial (2014), who no es ha
o each addi ional NTM imposed, ag i- ood expo s could be educed o be ween 3 and 5%.

By speci ying a ixed e ec s model ha included in e ac ion a iables based on he
h ee TRQ componen s o he quo a size, in-quo a a i s, and ou -o -quo a a i s, he e ec s
o NTMs and he h ee TRQ componen s we e hus de angled in he analysis. This s udy’s
indings suppo he obse a ion o he inc ease in he numbe o NTMs. The change in
he ade egime in he SA–EU ade wi nessed an inc ease in NTMs o all TRQs. The
new ading egime is cha ac e ised by an expansion in TRQ ma ke access and a u he
educ ion in he a i s. Howe e , i is e iden ha NTMs ha e come in o play a g ea e ole
as he p e alence o un illed TRQs has con inued. These s udy indings ha e, he e o e,
shown how ac ual ade policy ou comes compa e o he aspi a ions o wha he TRQs
