p op ie a y LLMs, asse ing hei IPRs and
holding back some in o ma ion ha con eys
comme cial ad an age. The o me a e pe haps

inpu s om ou side con ibu o s, leading in some
cases o ad ances in model de elopmen . The
la e may be incen i ized in hei e o s by be e
access o in es o capi al and ad ice in some
cases (al hough, no all will a ail hemsel es o

gains in he e en o comme cial success.
The open-sou ce e sus p op ie a y di ide echoes
h ough he AI ecosys em (CB Insigh s 2023b),

among de elope s using ei he app oach (Kaye
2022). Open-sou ce ools such as PyTo ch,
Tenso Flow and PaddlePaddle ha e been de eloped
and eleased by majo AI de elope s (Me a,18 Google
and Baidu, espec i ely). Such ools ha e bene i ed,

Recen op-pe o ming LLMs ha e ended o be buil
using p op ie a y app oaches. Howe e , he e is an
ongoing exchange wi h he open-sou ce communi y,
and by some measu es he pe o mance o open-
sou ce LLMs is ca ching up (Chen e al. 2023;
B emme and Suleyman 2023, 30). Gian i ms such
as Me a (wi h Llama 2) and Mic oso (wi h Phi),
and academic ins i u ions such as S an o d (wi h
Alpaca) ha e eleased p e- ained, open-sou ce
models, bene i ing indi ec ly om new insigh s
as ou side esea che s and de elope s con ibu e
o ad ance he echnology. This le e ages alen
om he open-sou ce communi y and can add new
i ali y o inno a ion p ocesses. I may also pe mi
small businesses o pa icipa e in he AI economy
by ailo ing and ma ke ing hei own elemen s
buil on an open-sou ce AI ounda ion. Gi en he

o ensu e AI sa e y (Fa hi and MacKinnon 2023;
Raskin and Ha is 2023). As Ian B emme and
Mus a a Suleyman (2023, 41) pu i in a ecen

posing unaccep able isks will apply six mon hs

The EU AI Ac go e nance amewo k uses a
