lic. Digi al pla o ms like Me a and Alphabe de i e hei capaci y o enginee new
echnologies ha shape ma ke s and socie ies om ad e ising e enue. The pow-

se abili y (C ain, 2021). The Aus alian Compe i ion and Consume Commission's
landma k Digi al Pla o m Se ices Inqui y (2020-2025) has highligh ed he ex a-
o dina y and la gely unchecked ma ke powe o Me a and Alphabe and hei s a-
us as an ad e ising duopoly (ACCC, 2020). Public conce n abou his ma ke pow-
e is compounded by ou limi ed abili y o bo h unde s and ou sha ed expe ience
o ad e ise - unded algo i hmic lows and o mi iga e he p oblems hey aise, in-
cluding a ge ing and disc imina ion, ci cula ing misleading messages, and shap-
ing social a i udes and iden i ies ( o ins ance, ela ing o body image, gende , and
ace) (Bu gess e al., 2022; Phan & Wa k, 2021; T o e al., 2021). In his a icle,
we ocus on he case o alcohol ad e ising on Me a pla o ms in Aus alia o
b oadly concep ualise he obse abili y o digi al ad e ising as a p econdi ion o
making i accoun able o use s, ci il socie y, and egula o s. Following Riede and

al s udies disciplines o build cus omised ools o collec ads om pla o m ad li-
b a ies, unde ake da a dona ion wi h ci izen scien is s and engage in ex ended
collabo a ions wi h ci il socie y g oups. This ne wo k o collabo a ion is equi ed
o de elop bo h he echnical and concep ual in as uc u e o obse ing he au-
oma ed lows o digi al ad e ising. We begin by a guing ha digi al ad e ising
has shi ed owa d he logic o “ uning” o e “ a ge ing”, wi h signi ican implica-
ions o e o s o obse e digi al ad e ising. We hen ou line how ci il socie y
o ganisa ions in Aus alia ha e amed he p oblem o digi al ad e ising by ha m-
ul indus ies and p esen an audi o he ad anspa ency ools p o ided by digi al
pla o ms (Hawke e al., 2022). We ind ha none o he majo pla o ms we in-
es iga e — Me a (Facebook and Ins ag am), Alphabe (Google and YouTube), Tik-
Tok, Snapcha , o X ( o me ly known as Twi e ) — p oduce a du able public a chi e
o ads o con ex ual in o ma ion abou a ge ing, each, and spend. This unda-
men ally limi s he isibili y and anspa ency o ad e ising on hese pla o ms
and inhibi s public sc u iny, bu we also conside he implica ions o pla o m
anspa ency ools like ad lib a ies encou aging us o ocus ou analysis on he ol-
ume and con en o ads.
Ou analysis o ad anspa ency on digi al pla o ms and ou a emp s o build ap-
p oaches o obse ing ads lead us o conside whe he ad lib a ies add ess, exac-
e ba e, o ob usca e ou e o s o obse e and explain digi al ad e ising (Zal-

wo decades can be p oduc i ely unde s ood as uned ad e ising. Ta ge ed ad e -
ising in ol es iden i ying and a ge ing a speci ic use on he basis o disc e e ca -
ego ies, such as gende , age, o e hnici y. Tuned ad e ising, on he o he hand, is a
dynamic and un olding p ocess whe e ads a e con inuously algo i hmically “ uned”
o “op imised” o use s in eal ime on he basis o an e e -changing and shi ing
se o a iables (B own e al., 2024). Va iables based on an opaque and p op ie a y
se o inpu s and algo i hmic weigh ings, om likes, commen s, and sha es o
dwelling on ce ain pos s, associa ions wi h o he con en , sea ch his o ies, ne -
wo k a ini ies, and no doub much mo e. I a ge ed ad e ising emphasises he
expe ience o ecei ing a pa icula ad a a pa icula momen , uned ad e ising
d aws a en ion o he media ed eeling o a con inuous empo al low o hy hm
o ads (B own e al., 2024; Ca mi, 2020). This low exceeds any speci ic ad, pos , o
piece o con en o p oduce a “mo e gene al mood” (Dean, 2010). In his espec ,
he concep o uning also helps o see b oade con inui ies be ween he algo i h-
mic low o digi al ad e ising and he low i s obse ed on ele ision by Ray-
mond Williams (B own e al., 2024; Ca mi, 2022; Lupinacci, 2020; Williams, 1974).
Digi al ad a ge ing and uning bo h ely on con inual op imisa ion o ad ex s in
he pu sui o eaching he desi ed audience. Howe e , uning accoun s o he
concu en e inemen o he ad sys em a la ge as well as he dynamic subjec e-
cei ing he ad. Op imisa ion, in he a ge ing sense, assumes he con inual im-
p o emen o ad ex s and da a ex ac ion o ma ch ideal ads o ideal audiences
(C ain & Nadle , 2019). In con as , uning aims o illus a e how he ela ions be-
ween ad ex s, he ad model, and use s shape each o he o e ime. While a ge -
ing assumes a s able subjec , uning implies he eme ging subjec which is ac i e
and lexible (B own e al., 2024). Tuning a ends o he p e-emp i e empo ali y o
digi al media, as no ye ully a icula ed, esponding in eal- ime, a ec i e, and
an icipa ing he u u e h ough he moni o ing, adjus ing, and modula ion o algo-
i hmic models (Amoo e, 2013; And eje ic, 2011; Buche , 2020; Coleman, 2018).

o audiences, and c ea ion o con en . Ea ly digi al ad e ising models au oma ed
da a-collec ion and a ge ing based on p ecise c i e ia named by he ad e ise ,
such as gende , age, and geog aphy. F om 2013, digi al ad e ising models on
pla o ms like Facebook and Google became much mo e associa i e and p oba-
bilis ic, lea ning o op imise and une audiences o e ime. Fo example, Face-
book’s launch o “cus om” and "lookalike" audiences we e a key shi whe e ad e -
ise s uploaded da a abou exis ing audiences o gene a e new audiences. "Dy-
namic" ad-building ools also eme ged o e he pas decade ha au oma e he as-
sembly and a ge ing o ads. Ad e ise s upload "ad componen s" like images,
ideo, ex , and bu ons and he model lea ns wha combina ions o se e o pa -
icula consume s (Me a, n.d.). An ad e ise migh begin wi h in o ma ion abou
hei audience, basic c i e ia like age, gende and loca ion, o an exis ing cus ome
da abase. The ad model hen dynamically es s and e ines he ads, he audiences,
and he ela ionships be ween hem. Ra he han pay jus o imp essions, ad e -
ise s pay o digi al pla o ms o algo i hmically " une" an audience o ac in p e-
dic able and quan i iable ways: dwelling on con en , apping a bu on, making a
pu chase.

o ads, we need o now also an icipa e he eme gence o algo i hmic models ha
une he ads hemsel es. Al eady we a e seeing ads made om images ha a e
syn he ic, whe e he images and ex a e " uned" by gene a i e models. Au oma ed
ad-building ools will be in eg a ed in o pla o m models o gene a e syn he ic
digi al con en (Meh a, 2023; Vincen , 2023). Fo ins ance, local ba s will c ea e
syn he ic con en ha posi ions d inks in di e en in e io s, o ea u es di e en
kinds o people a he ba . Google ecen ly announced ha ad e ise s will be able
o supply c ea i e con en and a gene a i e algo i hmic model will “ emix” his
ma e ial o gene a e ads based on he audience i aims o each, as well as o he
goals such as sales a ge s (C iddle & Mu phy, 2023). Me a oo is signalling he in-
eg a ion o gene a i e AI in o i s ad building ools, oge he wi h a nex gene a-
ion o models ha would u n uning in o a medium whe e mul iple senso y in-
pu s — ex , sound, ision, mo emen , empe a u e — can gene a e ou pu s in mul-
iple media (Mis a e al., 2023). This will scale up o majo b ands unning highly-
uned c ea i e campaigns. In Ma ch 2023, Le i’s announced a pa ne ship wi h he

digi al agency Lalaland.ai o use gene a i e AI o c ea e "di e se" syn he ic ashion
models. The Ve ge epo ed his would allow cus ome s o see clo hing on "body-
inclusi e" models, "spanning a wide ange o body ypes, ages, sizes, and skin
ones" (Wea he bed, 2023). A p esen a dynamic ad is compiled om a da abase o
ex s p e-loaded by he ad e ise , bu hese will inc easingly be supplemen ed by
a que y ha gene a es an ad "on demand". Ad e ising p o essionals will p oduce
b and e i o ies, campaigns, and con en , bu he inal execu ion will be " uned"
by au oma ed models ha e ine choice o igu es, skin ones, clo hes, se ings,
colou ways, ex , bu ons. Ad lib a ies s and o become obsole e as ads a e no
longe ixed o s able ex s ha can be a chi ed.
The powe o digi al ad e ising is loca ed in he shi o con ol o e ad e ising
in o he in as uc u e o digi al pla o ms like Me a and Alphabe . The capaci y o
une consolida es his powe because ad e ise s become mo e ins i u ionally de-
penden on pla o ms no only as a channel ha con ols access o consume a -
en ion, bu as an in as uc u e ha builds and op imises ads, audiences, and he
ela ion be ween hem, o e ime. This powe is u he concen a ed by pla o ms
as hey disin e media e media buying, ma ke esea ch, and da a analy ics by ei-
he assuming hese unc ions o making hem elian on he pla o m ecosys em
( an de Vlis & Helmond, 2021). This ma ke powe educes compe i ion and ac-
coun abili y among i ms, and i also diminishes he possibili y o obse ing he
ope a ions o pla o ms in shaping consume s’ li es. The powe o he au oma ed
ad e ising model o digi al pla o ms is con es ed by public in e es g oups wi h
longs anding conce ns abou ha m ul indus ies and digi al igh s. And, i is also
con es ed by ad e ise s seeking mo e obse abili y, accoun abili y, and con ol in
he audience and ad e ising p oduc s hey pay o . In Aus alia, his has been ob-
se ed mos clea ly in submissions om bo h ci il socie y and ad e ise g oups o
he Aus alian Compe i ion and Consume Commission’s Digi al Pla o m Se ices
Inqui y (ACCC, 2019, 2020).1

Aus alia: The case o alcohol ma ke ing, ci il socie y,
and Aus alian policy consul a ions
In Aus alia, he use o digi al pla o ms by ha m ul indus ies has been aised in a
ange o policy consul a ions and legisla i e e o ms including he Digi al Pla o m

The issue o ha m ul digi al ma ke ing has simila ly been iden i ied in he UK as a
egula o y gap be ween online sa e y and p i acy and compe i ion and consume
p o ec ion egula ions. In esponse, he UK Go e nmen is conside ing speci ic
measu es o egula ing online ad e ising h ough hei Online Ad e ising P o-
g amme consul a ion (Depa men o Cul u e, Media and Spo , 2022). The Online
Ad e ising P og amme iden i ies a ull s a u o y app oach ha add esses all ac-
o s wi hin he digi al ma ke ing ecosys em as he mos likely s a egy o be e ec-
i e a inc easing anspa ency and accoun abili y o digi al ma ke ing, including
illegal and legal online con en ha can c ea e ha m o consume s and business-
es. I speci ically iden i ies ad e ising o alcohol, gambling, and unheal hy oods
as ha m ul ad e ising con en . The Wo ld Heal h O ganiza ion (2021) has called
o he "digi al ma ke ing ecosys em and global pla o ms" o be "mapped and un-
de s ood by policy-make s a local, na ional and in e na ional le els" (p. xii). They
ha e called on go e nmen s o "es ablish and und esea ch o moni o de elop-
men s" and a gued o he possibili y o an in e na ional con en ion on alcohol
ma ke ing, simila o he obacco con en ion. They ha e also poin ed o he Eu o-
pean Union Digi al Se ices Ac as a model o build on because i names he need
o con ol he ela ionship be ween he "manipula i e echniques" o digi al ma -
ke ing and nega i e impac s on public heal h and wellbeing.
Ha m ul indus ies’ ma ke e s, including alcohol co po a ions, a e inno a i e ac o s
who p esen a use ul case o explo ing he powe dynamics in he digi al pla -
o m’s ad e ising models mo e gene ally. As one example, he Aus alian alcohol
and gambling co po a ion Endea ou G oup ha e de eloped and con inue o in es
in hei Endea ou X ini ia i e, which uses algo i hmic models o d i e inc eased
sales ac oss online and in-s o e pla o ms (C ozie , 2021; Webe , 2022). These
models op imise he composi ion and a ge ing o ads, he p o ision o home de-
li e y, and he layou o s o es. Endea ou G oup has collec ed da a on 6.2 million
Aus alians, abou 1 in 3 adul s, h ough hei cus ome loyal y p og amme alone
(E ans, 2022). This da a can be in eg a ed wi h digi al pla o ms’ ad e ising ools
which a e uned o ind people wi h simila cha ac e is ics o alcohol companies'
mos p o i able exis ing cus ome s, people who ei he equen ly buy alcohol o
buy alcohol in la ge amoun s. These ools he e o e disp opo iona ely a ge peo-
ple mos a isk o ha m om hese p oduc s by design. These ha ms a e po en ial-
ly exace ba ed by he in eg a ion o alcohol ad e isemen s on digi al pla o ms

wi h he online sale and deli e y o alcohol (Hayden e al., 2023). Two- hi ds o al-
cohol e aile ad e isemen s on Facebook in Aus alia con ain a ‘shop now’ bu -
on, p omp ing immedia e pu chase, collapsing he dis ance be ween he momen s
o seeing an ad and making a pu chase. We ea ha m ul indus ies ad e ising on
digi al pla o ms as bo h an issue o public conce n, bu also a o m o ad e ising
ha helps o highligh la ge ques ions abou obse abili y and accoun abili y in
he ad model.

“empowe ” consume s by se ing hem mo e ele an messages, a he same ime

consume s a a highly in ima e le el, and con ol he communica ion and con-
sump ion en i onmen ” (Da mody & Zwick, 2020). Rega dless o whe he we a e
conce ned abou pa icula ad e ise s o he ad e ising model in gene al, we
need o be able o obse e how i ope a es a he le el o con olling ou en i on-
men and ea ing us as a “ agmen a y, co ela ional, p obabilis ic, en i onmen al-
ly-con ingen ” pla o m use (Golden ein & McGuigan, 2023).

mended ha digi al pla o ms should be accoun able o he au oma ed p edic-

2020). They a gue ha pla o ms should be equi ed o p o ide he means o ob-
se e no jus ad e isemen s bu how he ad e ising model wo ks, including in-
o ma ion abou how people a e a ge ed, who ad e isemen s each, and how
much ad e ise s spend (Hayden e al., 2023). A he same ime hey a e acu ely
awa e ha policy ecommenda ions a ound a ge ing, such as p ohibi ing pa icu-
la kinds o a ge ing c i e ia, ha e become ou da ed as ad models mo e owa d
he associa i e logic o uning. They need o espond o his challenge by de elop-
ing he capaci y o unde s and and obse e he eme ging o m o digi al ad e is-

scale. Unde hese da a-sa u a ed condi ions, cu a ion eme ges as a c i ical issue
(Da is, 2020). We need o de elop o ms o sense-making ha enable us o unde -
s and how he ad e ising model’s “cu a o ial algo i hms” wo k o "encode use s’
implici desi es and p opensi ies based on indi idual and collec i e beha iou al
pa e ns” (Da is, 2020, p. 51). We need o ask algo i hms o gi e an accoun o
hei cu a o ial p ac ices as hey une lows o con en , cu a ing wha o show
when and whe e (Da is, 2020).

we aise “ he complica ed ques ion o how da a and analy ical capaci ies should
be made a ailable, o whom and o wha pu pose” (Riede & Ho mann, 2020).

a chi ing, access, sea chabili y, and analysis, we also need o ensu e ha we a e
no con ined o he way pla o ms de ine ad anspa ency. To eckon wi h he pow-
e o digi al ad e ising we need o imagine o ms o obse abili y ha begin no
wi h he ads bu wi h he socio- echnical p ocess o ad e ising. In his a icle we
p oposed he “ uned sequence” as an obse able objec o enable be e o ms o
public unde s anding and accoun abili y o uned ad e ising on digi al pla o ms.

Conclusion

in a dominance o ad e ising ma ke s ha enables in es men , no in o he p o-
duc ion o con en like mass media indus ies, bu in o he enginee ing o pla o m
in e aces, ha dwa e, and au oma ed models. This ela ionship is complica ed. In
