dumping excess holdings o ma ke able T easu y deb on he Fede al

no conside ed in any sys ema ic way. To some ex en he limi ed ocus
on explici ope a ing a ge s in his pe iod p obably e lec ed a p esump-
ion among he "old hands" on he Commi ee ha he ope a ing ap-
p oach used p io o he "pegging" episode would simply be eins i u ed.

Because he bulk o he Fede al Rese e's ansac ions a e o a "de en-

The 1961 decision o end his p ocedu e was p omp ed by a special

e ms like "neu ali y'', "ac i e ease", and " es ain " which membe s
had been using o cha ac e ize hei policy p e e ences needed much
mo e explici de ini ion o be meaning ul.
To help mee his need, some Commi ee membe s began o suppo
hei exp ession o policy p e e ences a Fede al Open Ma ke Commi -
ee mee ings wi h a mo e comple e spelling ou o he analy ical eason-
ing h ough which hei judgmen was eached. Usually, hey hen
speci ied an explici se o nea - e m inancial condi ions which hey
belie ed would be consis en wi h hei desi ed policy app oach. The
