h oughou he municipali y. The case s udy ocused on Se ille, Spain, using da a om

The Eu opean egula ions ha e been ansposed in o Spanish law. The p inciples
o en i onmen al p o ec ion ou lined in Regula ion 2018/1999 o he Eu opean Pa lia-

has been enac ed o egula e LEZs in Spain [27].
Royal Dec ee 1052/2022, which egula es LEZs, manda es hei implemen a ion in
island e i o ies and municipali ies wi h a popula ion o o e 50,000 inhabi an s o imp o e
AQ. Da a om he Spanish Na ional S a is ics Ins i u e [

2024, only 13 ci ies [29] had implemen ed LEZs.
As NO

is one o he pollu an s associa ed wi h a ic [

iga ed in he ollowing h ee scena ios: yea s 2022 and 2023, be o e he ull ope a ion o
LEZs, and he i s h ee mon hs o 2024, when LEZs had been implemen ed bu wi hou
penal ies (1 Janua y–31 Ma ch 2024). These a e cu en and ini ial da a ega ding he
implemen a ion o LEZs, which is a limi a ion o his esea ch.
The esea ch me hodology aimed o p o ide a comp ehensi e analysis o he de elop-
men and impac o he implemen a ion o LEZs du ing he in o ma ion pe iod wi hou
ines. The me hodology was di ided in o h ee main pa s. The i s sec ion add essed he
p ima y aim by analyzing compliance wi h he legal le els o NO
2
pollu ion in he ci y.
The second sec ion ocused on he analysis o seasonal pa e ns o empe a u e and wind
speed. The las sec ion, ela ed o he seconda y aim, assessed he e ec i eness o LEZs
in educing NO
2
emissions. This me hodology consis ed o pe o ming a compa a i e
s a is ical analysis, which se ed as a e e ence o assess he e ec i eness o he measu es
adop ed be o e he beginning o he LEZ en o cemen pe iod.

G anada, Bilbao, and Gijón [31].
Se ille (Andalusia, Spain) was used as a case s udy. I co esponds o he ou h la ges

2. Backg ound
This sec ion p esen s some o he expe iences in Eu ope o using LEZs o educe
pollu an le els and imp o e u ban ai quali y, ocusing on NO
2
as one o he pollu an s
esponsible o di e en ypes o diseases. Nex , he exposu e limi s o he pollu an NO
2
in Spain, which a e he same as in Eu ope, a e p esen ed. Then, some examples o Spanish
ci ies ha ha e implemen ed LEZs a e examined. Finally, Se ille is p esen ed as a case
s udy, as he au ho s a e no awa e o any esea ch on he LEZ in he ci y, which has been
in ope a ion since 1s Janua y 2024.
2.1. The Pollu an NO2
The pollu an NO
2
is ela ed o u ban a ic. NO

pollu an s include PM2.5, PM10, NO

Cu en ly, mo e han 300 Eu opean municipali ies ha e implemen ed LEZs ha es ic

Janua y 2023, only 12 o he possible 143 ci ies had ac i e LEZs on 1 Janua y 2024 [

The LEZs we e implemen ed in Se ille in Janua y 2024. This esea ch co e ed 2022,
2023, and he i s h ee mon hs o 2024, om 1 Janua y o 30 Ma ch. Du ing hese i s
h ee mon hs o 2024, he LEZs we e in ope a ion in an in o ma i e pe iod and wi hou
any ines.
3.2. AQ Measu ing S a ions
Acco ding o he Eu opean En i onmen al Agency, ‘The index called ai quali y is
calcula ed hou ly o mo e han 3500 ai quali y moni o ing s a ions ac oss Eu ope, using a
combina ion o up- o-da e da a epo ed by EEA membe coun ies’. The upda ed IAQ da a
