International Information Centre for Terminology (International Information Centre for Terminology) (INFOTERM) ir Institute of the Lithuanian Language (LKI) COOPERATION AGREEMENT The Institute of the Lithuanian Language (LKI), located at 5 P. Vileišio St., LT-2055 Vilnius, Lithuania (hereinafter referred to as LKI and represented by its Director, Dr. Jolanta Zabarskaitė), ir The International Information Centre for Terminology (International Information Centre for Terminology), located at Aichholzgasse 6/12, A-1120 Vienna, Austria (hereinafter referred to as INFOTERM and represented by its Director, Dr. Christian Galinski), considering that LKI and INFOTERM support communication among specialists and the dissemination of knowledge by promoting cooperation in the field of terminology, so that specialists in various fields and their organizations, in supporting a global multilingual information society, can improve the development of reliable and multifunctional terminology; considering that this objective should be achieved • by providing information about terminology activities, as well as recording and disseminating data on terminology publications and existing terminology resources, • by promoting the further development of a global network of terminology documentation centres, and establishing and maintaining electronic links between organizations and institutions that actively collect and disseminate terminology information, 180 by providing information and sharing experience on harmonized methods and recommendations for establishing and managing terminology documentation centres and developing high-quality terminology systems; considering that LKI, established in 1939, seeks to develop lexicology and lexicography, and study the grammatical structure of the Lithuanian language and how it functions in society, study the history, onomastics, and dialects of the Lithuanian language, and conduct sociolinguistic research, collect language data and publish the results of scholarly work, and considering that terminology work began at the Institute in 1952, with the aim of studying the history and current state of Lithuanian terminology, establishing the principles and standards of Lithuanian terminology, participating in the compilation of terminology dictionaries and the standardization of Lithuanian terminology; considering that INFOTERMas was established in 1971 under an agreement between the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the Austrian Standards Institute (ON), and was reorganized in 1996 as an international non-profit association with the aim of serving as a cooperative structure among international, regional, and national terminology organizations and institutions (especially officially recognized terminology documentation centres and terminology planning bodies), as well as among specialized organizations and institutions that carry out terminology work and are authoritative in their fields, collecting information about terminology activities and their results, providing advice, particularly to international intergovernmental and non-governmental organizations, as well as government agencies and non-profit organizations, on the multilingual aspects of specialized information and documentation, the application of harmonized principles and methods, and the organization of exemplary terminology work and other terminology activities, and, above all, 181 to support and promote cooperation in the field of terminology, with a view to accelerating the development of terminology infrastructures for various languages and fields; in order to develop an effective structure for terminological cooperation, have concluded this agreement: Article 1 General activities LKI and INFOTERM agree to assist one another: to promote cooperation in the field of terminology at the national, regional and international levels; to regularly inform one another about their activities; to promote terminology education; to exchange publications and provide mutual assistance in publishing them; to organize meetings, conferences and other events and, when necessary or useful, joint events; to regularly exchange views on the possibility of commercializing certain information through networks or in published form; to offer one another the most favorable terms; to link the websites of both organizations to one another. Article 2 Specific Areas of Cooperation 2.1 INFOTERM supports LKI’s terminology activities and provides assistance as needed and where possible. 2.2 LKI and INFOTERM cooperate in developing and supporting infrastructures for terminology cooperation and networks of terminology centres. In this regard, LKI particularly supports the formulation and implementation of terminology strategies and action plans in the Baltic States. 2.3 LKI and INFOTERM cooperate internationally within those stan- 182 dardization structures where methodological standards related to terminology, as well as information and documentation, are discussed. 2.4 LKI and INFOTERM promote and support the following global terminology organizations: • The International Network for Terminology (TermNet) – in relation to the development and promotion of the terminology market, • The Association for Terminology and Knowledge Transfer (GTW) – in relation to prescriptive applied terminology research, • The International Institute for Terminology Research (IITF) – in relation to fundamental terminology research and terminology training, • ISO Technical Committee ISO/TC 37 Terminology and other language resources. 2.5 LKI assists INFOTERM in collecting information related to terminology publications and terminology activities, in particular by regularly providing INFOTERM with one copy of all its terminology publications in exchange for INFOTERM publications. 2.6 INFOTERM seeks to make its data available to LKI through information networks and to provide its datasets and information services to LKI on the most favourable terms. 2.7 LKI and INFOTERM mutually support the conferences they organize. 2.8 LKI supports the development, planning and implementation of a system for regular terminology training, as well as the training of terminology consultants. INFOTERM assists LKI in implementing terminology training programmes and organizing terminology consultancy seminars whenever necessary or important. 2.9 LKI and INFOTERM seek to participate (jointly or separately) in joint research and development activities funded under existing bilateral or multilateral cooperation agreements at national and regional level, or supported by influential intergovernmental or non-governmental organizations. Article 3 Membership LKI is an associate member of INFOTERM. 183 Article 4 Entry into Force and Duration of the Agreement This Agreement shall remain in force for an initial period of two years from the date it is signed by both parties, and shall be automatically renewed unless terminated at the initiative of either party by giving three months’ notice before the end of the year. In any event, the Agreement shall cease to be in force if LKI’s membership ends or if both parties enter into a new agreement. Article 5 Work Plan A more specific plan shall be drawn up separately and appended to this Agreement. Further action plans shall be established through ongoing consultation between both parties. Article 6 Additional agreements and amendments The two parties may conclude any supplementary agreement that they consider necessary in their dealings. Such an agreement should be drawn up separately and attached to this agreement. All annexes and amendments to this agreement, particularly those concerning finances, employees, and the status of cooperation partners, must be agreed upon in writing. LKI provides INFOTERM with: • bibliographic data on dictionaries, thesauri and classifications containing Lithuanian data, and the publications themselves of this kind, to the extent possible, so that INFOTERM can serve as an international repository of terminology publications and documentation in various languages; • regular information on terminology activities, Lithuanian publications and other products. 2. INFOTERM provides LKI with: • information on terminology publications and existing terminology resources; • information on harmonized methods and recommendations for establishing and managing terminology documentation centres, as well as for developing high-quality terminology; • information on the development of the standardization system in which INFOTERM participates, when considering methodological standards related to terminology, thesauri and classifications; • regular data on terminology information and documentation (for internal use). 3. LKI regularly provides INFOTERM with the Institute's terminology publications in exchange for INFOTERM publications. 4. LKI and INFOTERM cooperate by participating in research and development activities funded under existing bilateral and multilateral cooperation agreements at national, regional and international levels, or supported by influential intergovernmental and non-governmental organizations. 5.
